مرصد مغربي: خطورة العنف المنزلي تضاهي كورونا

هسبريس / جمال سماحي من تطوان / نبه المرصد المغربي للعنف ضد النساء “عيون نسائية”، من مضاعفات الحجر الصحي على قدرات النساء على مقاومة العنف، عقب تسجيله ثغرات في تدابير الدعم والحماية والتكفل المخصصة لهن، خاصة في ظل “عدم استحضار مقاربة النوع على مستوى التدابير المتخذة للدعم الاجتماعي أثناء الجائحة، وضعف الحماية لهن، والتمييز، وضمان سلامتهن”، معتبرا أن “العنف المنزلي لا يقل خطورة عن وباء كورونا”.

وسجل المرصد ذاته، في بلاغ توصلت به جريدة هسبريس الإلكترونية، تصاعد حالات العنف ضد النساء منذ بداية الحجر الصحي، ووجود تقصير كبير من لدن السلطات الأمنية والإعلام في الحديث عنها، مشيرا إلى أن النساء والفتيات “وجدن أنفسهن وحيدات في مواجهة مخاطر العنف، في ظروف اجتماعية واقتصادية قاسية جدا، مع تواجد المعنف معهن طيلة الوقت وضمن الفضاء نفسه”.

واعتبر البلاغ أن التدابير المتخذة من طرف وزارة العدل، على مستوى النيابة العامة، إثر توقف عمل خلايا استقبال النساء والأطفال ضحايا العنف بالمحاكم، “مهمة لكنها غير ملائمة لجميع النساء”، على اعتبار أنها تقترح استقبال شكاويهن عبر الفاكس والبريد الإلكتروني، “في حين أن النساء في غالبيتهن أميات، ولا يملكن إمكانيات التواصل عبر الأنترنيت”، يضيف البلاغ ذاته، متسائلا عن الإمكانيات المتاحة للنساء ضحايا العنف الجسدي والجنسي، في ظل غياب بنيات مؤسسية خاصة، لاستقبالهن وإيوائهن أو للتكفل بهن طبيا خلال هذه المرحلة.

من جهة أخرى، كشف البلاغ عينه عن مخاطر الإصابة بفيروس كورونا التي تهدد النساء اللواتي اضطررن إلى مواصلة العمل، نظرا إلى استمرار بعض الوحدات الصناعية في مزاولة نشاطها، خاصة مع تحول بعض المعامل إلى بؤر لانتشار الوباء، وفي ظل “تهديد العاملات المتوقفات عن العمل بالطرد حسب ما راج من تصريحات”.

وحول مسألة الدعم الاجتماعي، اعتبر بلاغ مرصد “العيون النسائية”، أن النساء مورس عليهن تمييز في تحصيله، “باقتصاره على رب الأسرة بالنسبة إلى بطاقة “راميد”، في تناقض تام مع مقتضياتها باعتبارها تأمينا موجها للأسر”، مسجلا، كذلك، “صعوبة وصول فئات واسعة من النساء العاملات في الاقتصاد غير المهيكل وغير العاملات، إلى المساعدات التي تقدمها الدولة بسبب تفشي الأمية الحرفية والرقمية”، إضافة إلى افتقار شريحة منهن لهواتف وأنترنيت…

كما رصد البلاغ ذاته، “انتشار العديد من الخطابات الإعلامية، والإنتاجات الثقافية الذكورية، التي تكرس التمييز ضد النساء، وتحرض على العنف ضدهن، في ظروف تقييد حرية التنقل، وصعوبة الولوج إلى خدمات الانتصاف والتكفل بالنساء ضحايا العنف”، إلى جانب “تغييب النساء، والتوجه بصيغ المذكر في خطاب الفاعلين السياسيين والإعلاميين في برامج التوعية، والإخبار عن تدابير الحصول على الدعم الاجتماعي،” مضيفا: “إذ لاحظنا الحديث عن رب الأسرة، رغم أن أزيد من 20% من الأسر المغربية تعيلها نساء”.
