رجل الأعمال السوري، رامي مخلوف، قبل أيامٍ. كانوا مع الشريط الأول محايدين جالسين يتفرَّجون على تظلُّم من استغلَّهم طيلة أكثر من عشرين سنةً، وعمَّر من تعبهم امبراطوريةً ماليةً واقتصاديةً هائلة الحجم، فانتابهم شعور الشماتة والتشفّي. ثم انقلب مزاجهم مع الشريط الثاني ليستبدَّ بهم القلق حين استشعروا أن أمراً جللاً قد يقع فيعصف بحياتهم، ليضاف إلى النكبات التي نزلت على رؤوسهم طيلة السنوات التسع الماضية. فهذا الرجل الذي راكمَ أمجاداً وفَّرت له شعبيةً وأتباعاً قد يلجأ إلى تحريكهم لإحداث فوضى أمنيةً، هي آخر ما ينتظر السوريون حدوثه بسبب ما قد تحمله من فظائع. لا ندري سبب المظلومية التي دفعت رامي إلى الظهور بهيئة الضحية التي أخذها التكليف الضريبي على حين غرّةٍ، وهو الذي يملك مجموعةً من الشركات التي جعلت منه المتحكِّم الأكبر بالاقتصاد السوري على مدى 20 سنة، وحققت له أرباحاً قدرت بعشرات مليارات الدولارات. فالأرباح السنوية لشركة سيريتل للاتصالات الخلوية التي يملكها، تزيد بعشرات الأضعاف عن المبلغ الضريبي المكلَّفة به والمقدَّر بحوالي 135 مليار ليرة سورية، أي ما يعادل 100 مليون دولار عن خمس سنوات عمل. ومن المفترض بكل شخصٍ في موقعه أن ينتظر التكليف الضريبي كل سنة، ما عدا أمثاله ممن اعتادوا على الربح الكبير من دون وازعٍ، والتهرب الضريبي من دون محاسبة. تحدَّثَ مخلوف عن استعداده لدفع ما يترتب عليه من ضرائب طالبته بها “الدولة”، كما سماها (وليس الحكومة)، لكنه وضع شرطاً لذلك، ربما لأنه اعتقد أن الأموال لن تدخل القنوات الحكومية التي من المفترض أن تدخلها. أي أنه أظهر نفسه بمظهر القادر على الرفض، أي قادر على التهرب من دفع الضرائب، وفي هذه الحالة يعلن عن قدرته على مخالفة القانون. كما أنه أبدى استعداده للدفع، لكنه وضع شرطاً وهو أن يشرف الرئيس السوري الذي خاطبه في الشريطين، على توزيعها على الفقراء. ومع ذلك يبقى هذا الشرط شكلاً من أشكال الرفض لمبدأ دفع الضريبة، وهو الذي ليس له حق التدخل في مآلاتها. أي أن الرجل ومع كل هذا التظلم الذي أظهره، ما يزال يرى نفسه فوق القانون. إذ يعزُّ على من تهرَّب من دفع الضرائب طيلة هذه السنوات الخمس الماضية، على الأقل، أن يدفع الآن، معتقداً أن عامل الزمن سيساهم في إغفال دفعه الضريبة. ولكن، وبالعودة إلى سردية الفقراء، وطلبه توزيع المبلغ عليهم، أليس امتناعه عن تسديد الرسوم الضريبية المترتبة على شركاته هو أحد أسباب وجود فقراء في سورية؟ لأن جباية الضرائب مهمة الحكومة التي من المفترض أن تعيد توزيعها على القطاعات الاقتصادية والإدارية والخدمية العاملة في البلاد لتعود بالنفع على الناس. وعند جباية الرسوم الضريبية بالشكل الصحيح، ومن دون أي استثناء أو محاباة، وتوزيعها كما هو مفترض واستثمارها بالشكل الأمثل، لا يعود هنالك من أناس محتاجين (سماهم الفقراء)، يتجمعون أمام أبواب المتصدقين، من أمثال مخلوف وغيره، لكي يفوزوا بمساعدة عينية أو مادية، يتكرَّم بها عليهم فتدفع عنهم الجوع، من دون أن تسمنهم، كما تفعل مؤسساته الخيرية التي جاء على ذكرها. أما حديثة عن الأموال التي ينفقها على الأعمال الخيرية، فلا تعادل نسبة ضئيلة من الرسوم الضريبية المستحقة على أرباحه. كما أنه وبحكم كونه من رجالات الدولة التي دعم مؤسساتها، كما قال، كان من المتوجب عليه تقديم المشورة لهذه الدولة للقيام بوظيفتها لتحقيق التنمية المستدامة التي هي الشرط الأساس لتقليل أعداد الفقراء، لكن الفقراء بالنسبة له أتباعاً سهلين، وتقليل نسبتهم يخفف سطوته ويقلل اتباعه. أليس امتناعه عن تسديد الرسوم الضريبية المترتبة على شركاته هو أحد أسباب وجود فقراء في سوريا؟ لقد أرجع كثيرون ظهور مخلوف على هذه الشاكلة، وتظلُّمه وحديثه عن المضايقات التي يتعرَّض لها ويتعرَّض لها موظفوه، إلى ما ساقه الإعلام الروسي، قبل أيامٍ، وانتقد به النظام لتلكئه في حل مشكلات البلاد التي استعصت على الحل. تلك المقالات والتصريحات التي فتحت الباب واسعاً حول التكهنات بإمكانية حدوث تغييراتٍ في البلاد، ربما يكون موضوع مخلوف فاتحتها. كما أرجعه آخرون إلى الصراعات الإقليمية، وخصوصاً بين روسيا وإيران، وهو الذي يناقض الأقوال حول موقع مخلوف بينهما. أمثال مخلوف وغيره، لكي يفوزوا بمساعدة عينية أو مادية، يتكرَّم بها عليهم فتدفع عنهم الجوع، من دون أن تسمنهم، كما تفعل مؤسساته الخيرية التي جاء على ذكرها. ومن فورهم، تحسَّس الفقراء الذين هم دائماً ضحية أي مشكلات أو قلاقل تقع في البلاد، خطراً سيجعلهم يدفعون ثمن هذه الخلافات؛ إذ توقعوا حدوث ارتفاعٍ كبيرٍ في سعر صرف العملات الأجنبية مقابل الليرة السورية، ما يؤدي إلى زيادة في أسعار السلع التموينية فتتدهور القدرة الشرائية المتدهورة عملياً، بعدما صار دخل الفرد في سورية الدخل الأضعف، ربما على الكرة الأرضية. فالدخل الذي لا يتجاوز ما يعادل 40 دولار شهرياً، في أحسن الأحوال، ستؤدي مشكلات من هذا النوع إلى جعل قيمته تتراجع إلى النصف أو أقل، ليصبح بالتالي غير كافٍ للإيفاء بأجور وسائل النقل للذهاب إلى العمل. أما المتشائمون أكثر، فقد ذهبت بهم مخاوفهم إلى توقع حدوث اشتباكات بين أنصار الطرفين، النظام وأنصار مخلوف، ربما في دمشق أو في الساحل، ما سيكلفهم أرواح أبنائهم التي لم تشبع الحرب من دمائهم حتى الآن. بعد هدوء مزاجهم، فكَّر السوريون بأن محاكمةً علنيةً قد تكون أكثر ملاءمةً، ليوضع فيها مخلوف، وغيره، ممن تتهمهم بعض الصفحات على وسائل التواصل الاجتماعي بالفساد، تحت قوس المحكمة، ويدانون على ما تهرَّبوا من دفعه للحكومة، أو ما سلبوه من أموال الدولة ومن تربُّحٍ غير مشروعٍ واستغلال مكانةٍ. بهذه الطريقة يمكن أن ينتعش اقتصاد البلاد إن أدين هو أو غيره، واستعادت الدولة الأموال التي
