اندبندنت عربية \ رغدة عتمه صحافية يستعد نائل سلامة (35 سنة) لوضع بعض الأخشاب في أرضه داخل قرية رنتيس غرب مدينة رام لله، عله يهيئ غرفة زراعية صغيرة، تمكنه من متابعة محصوله الزراعي الذي يطمح في رؤيته هذا العام، دقائق معدودة، حتى تفاجئ سلامة بوجود قوة من الجنود الإسرائيليين في المكان، يطالبونه بإزلة الغرفة الزراعية على الفور، بحجة أن “المنطقة عسكرية ومغلقة” ولا يسمح فيها البناء ولا الزراعة”. حقل رنتيس أرض سلامة التي حرم من استصلاحها لأعوام، ليست إلا واحدة من بين مئات الأراضي الفلسطينية التي تقع مقابل حقل “مجد5” النفطي، الذي اكتشفته شركة “غيفوت عولام” الإسرائيلية عام 2011، وهو يقع على بعد 100 متر فقط عن الخط الأخضر (لفظ يطلق على الخط الفاصل بين إسرائيل والضفة الغربية)، وتقدر الشركة الاستشارية البريطانية “غرينلاند أسوشيتس” احتياطات الحقل بنحو 1.5 مليار برميل و 182 مليار متر مكعب من الغاز الطبيعي، فيما أعلنت السلطات الإسرائيلية أن الجهة المقابلة للحقل (أراضي قرية رنتيس الفلسطينية) منطقة عسكرية، ما يعني استبعاد الاستثمارات الفلسطينية عنها، ومنعِ أي تطوير لامتداد الحقل النفطي، خاصة وأن 60 في المئة من الحقل “مجد5” يقع داخل منطقة (ج)، حيث السيطرة الأمنية والمدنية الكاملة للسلطات الإسرائيلية. رئيس مجلس قرية رنتيس حسن سلامة يقول لـ “اندبندنت عربية”، “من الغريب أن القرية الفلسطينية النفطية الوحيدة حالياً في الضفة الغربية، مهملة ومهمشة من الجانب الفلسطيني الذي قد يستثمر في أراضيها الغنية يوماً ما، فهي بحاجة إلى البنى التحتية من شوارع وشبكتي الماء والكهرباء. كل الوعود التي انهالت علينا من السلطة الفلسطينية لتطوير القرية فور اكتشاف النفط في أراضيها، ذهبت أدراج الرياح، فأكثر من نصف القرية منع فيها البناء من قبل الجانب الإسرائيلي، وأصبحت معظم المنازل تشيد بشكل رأسي لضيق المساحة، وذلك لتأمين عمل شركة “غيفوت عولام”، التي تتمتع بحقوق امتياز حصرية لاستمرار عمليات التنقيب واستخراج النفط والغاز، حتى عام 2032 قابلة للتجديد”. آبار مائلة منذ عام 2011، تستخرج تل أبيب النفط من حقل رنتيس “مجد5″ بمعدل يتجاوز ثمانية آلاف برميل يومياً من خمسة آبار تم حفرها في الجزء الواقع داخل إسرائيل، في حين تدعي السلطة الفلسطينية أن 60 في المئة مساحة حقل النفط المكتشف تقع في أراضي الضفة الغربية. المحاضر في جامعة بيرزيت والمتخصص في نظم المعلومات الجغرافية عبد الله حرز الله، يتحدث لـ”اندبندنت عربية” قائلاً “إن لمنطقة رنتيس ومحيطها أهمية طبيعية كبرى، فمساحة حقل النفط في المنطقة والذي يتراوح بين 600 و700 كلم2، معظمها يقع في أراضي الضفة الغربية عام 1967. تقضي الخطة الإسرائيلية حفر 40 بئراً، منها 26 لاستخرج النفط والغاز معاً، والبقية لاستخراج النفط فقط، وهذا ما أكدته مخططات وخرائط ودراسات دولية مختصة، تظهر مواقع هذه الآبار وامتداد الحقل الفعلي إلى أراضي الضفة الغربية”. يضيف “عمليات التنقيب كشفت أن مخزون النفط يشكل طبقة سمكها نحو 600 متر، وتقع في عمق 4600 متر في باطن الأرض، في حين أن غزارة المخزون تزداد كلما تم الاتجاه شرقاً (ناحية الضفة الغربية)، لذلك هناك ترجيحات بأن الشركة الإسرائيلية المنقبة تقوم بحفر آبار مائلة باتجاه أراضي رنتيس لسحب ما فيها من ذهب أسود”. وزارة الطاقة الإسرائيلية لم تعلق على حقل “مجد5″، إلا أن مصادر إسرائيلية أكدت مراراً، أن الحقل يقع داخل حدود الخط الأخضر، والأجزاء التي تمتد داخل أراضي الضفة الغربية هي في “منطقة عسكرية حدودية” لا يسمح فيها بممارسة أي نشاطات فلسطينية، لأنها تخضع للسيطرة الإسرائيلية. حبر على ورق منذ خمس سنوات، وكمحاولة أولى لاستغلال حقول الغاز والبترول في فلسطين، وقعت الحكومة الفلسطينية مع صندوق الاستثمار الفلسطيني اتفاقية للتنقيب واستخراج النفط من “حقل رنتيس” إلا أن المشروع لا زال معلقاً حتى اليوم. وتواصلت “اندبندنت عربية” مع صندوق الاستثمار الذي رد عبر ممثله مفضلاً عدم نشر اسمه موضحاً “تم التواصل مع الجانب الإسرائيلي بهذا الخصوص إستناداً لحق الجانب الفلسطيني بتطوير الحقل بموجب القوانين الدولية ذات العلاقة، التي تحفظ حق الشعوب على مواردها الطبيعية وتطويرها، إلا أن الجانب الإسرائيلي رفض مراراً الموافقة على تطوير الحقل من قبل الجانب الفلسطيني بدون تقديم أي مبررات، علماً أن صندوق الاستثمار قد استكمل الدراسات الأولية اللازمة، لتنفيذ خطة إستكشافية وخطة لتطوير الحقل”. يردف “تطوير الموارد الطبيعية حق مكفول بموجب القانون الدولي، الذي ينص على سيادة الشعوب على مواردها الطبيعية. وهذا يعتبر جانب سيادي وحق لفلسطين بتطوير مواردها الطبيعية، كما يحظر القانون الدولي على الدولة المحتلة، استغلال الموارد الطبيعية للمناطق المحتلة. بلا شك أن تطوير هذه الموارد سوف يساهم بتعزيز أمن الطاقة الفلسطيني، والنهوض بالاقتصاد الوطني والانفكاك من التبعية إذ يتم اليوم استيراد كافة المشتقات النفطية من خلال إسرائيل، نظراً لمنعها الاستيراد من مصادر أخرى، ومنع فلسطين من تطوير مصادرها الطبيعية”. “غزة مارين” أوخر تسعينات القرن الماضي وعلى بعد 36 ألف متر من سواحل قطاع غزة، hكتشف شركة الغاز البريطانية “بريتيش غاز” بئراً يحتوي على حوالى 1,4 تريليون قدم مكعب من الغاز الطبيعي، حيث تضم مياه غزة الإقليمية حقل غزة البحري (Gaza Marine) الذي يقع على عمق 603 أمتار تحت سطح البحر، والحقل الحدودي (Border Field) الأصغر سعة والذي يمتد عبر الحدود الدولية الفاصلة بين المياه الإقليمية لقطاع غزة والمياه الإقليمية لإسرائيل. وتقدر شركة الغاز البريطانية بحسب موقعها على شبكة الإنترنت حجم الاحتياطيات في الحقلين بتريليون قدم مكعب، في حين تعتقد شركة اتحاد المقاولين (CCC) بأن الاحتياطي يبلغ 1.4 تريليون قدم مكعب. هذا البئر أيضاً يواجه عقبات عديدة نتيجة الخلافات بين الجانبين الفلسطيني والإسرائيلي. رئيس سلطة الطاقة الفلسطينية ظافر ملحم رفض طلب التعقيب على الموضوع، بدعوى أن اجتماعاً مرتقباً بين الجانبين الفلسطيني والإسرائيلي سيكون بداية سبتمبر (أيلول) المقبل للبحث في حقل “غزة مارين”. فيما أكد صندوق الاستثمار الفلسطيني أن الجانب الفلسطيني وقع مؤخراً مذكرة تفاهم مع الشركة المصرية القابضة للغازات الطبيعية “إيجاس” لمتابعة سبل تطوير الحقل بالتعاون مع الجانب المصري، متأملاً، بحسب تعبيره، أن تتوصل هذه المحادثات لاتفاقيات تتيح تطوير الحقل بعد الحصول على الموافقات اللازمة. تخوفات إسرائيلية وزير الأمن الإسرائيلي السابق موشيه يعلون، كان قد صرح في وقت سابق “إن فكرة استعمال غاز غزة لتطوير اقتصاد الدولة الفلسطينية هي فكرة خاطئة، فريع بيع الغاز الفلسطيني إلى إسرائيل لن يساند الاقتصاد الفلسطيني، بل وكما تدل تجارب إسرائيل السابقة، سيوجه لمساندة العمليات الإرهابية ضد إسرائيل”. وأضاف أن “حركة (حماس) إما ستستفيد من ريع الغاز أو ستعرقل المشروع، بأن تقاتل حركة (فتح) أو تهاجم المنشآت البحرية أو تهاجم إسرائيل، أو تقوم بالأمور الثلاثة معاً، فمن دون عملية عسكرية شاملة للقضاء على (حماس) لن يجري أي تنقيب، إذ لا يمكن القيام بذلك بوجودها”. منتدى شرق المتوسط منذ إحالة حقوق التطوير إلى تحالف بقيادة صندوق الاستثمار الفلسطيني عام 2018 وتكليفه بالتفاوض مع شريك دولي، لم تنجح الجهود في جذب شريك، نتيجة انعدام الأفق السياسي، وغياب الضمانات من إسرائيل بعدم عرقلة الاستثمار في الحقل، والذي يصل إلى نحو مليار دولار، لكن مع بيان “منتدى غاز شرق المتوسط” والذي أكدت فيه الدول الأعضاء بالإجماع بما فيها إسرائيل، “على حقوق الفلسطينيين في مواردهم الطبيعية في البحر المتوسط وفي استغلالها”، يأمل القائمون على الصندوق أن يسهل ذلك عملية استقطاب شريك عالمي. مؤخراً، قامت الحكومة الفلسطينية بالانضمام للمعاهدة الدولية للبحار، وإيداع صك في الأمم المتحدة لترسيم مناطقها البحرية بموجب القانون الدولي، بما في ذلك حقها في استغلال الموارد الطبيعية في هذه المناطق البحرية، بالإضافة لمتابعة جهود ترسيم الحدود البحرية من قبل وزارة الخارجية مع الدول المجاورة. كما وصادقت في 30 يونيو (حزيران) 2020، على انضمامها رسمياً إلى منتدى غاز شرق المتوسط، فيما تغيبت عن المشاركة في حفل توقيع اتفاقية إطلاقه كمنظمة دولية في سبتمبر الماضي، بسبب الحضور الإسرائيلي. هذا ويضم المنتدى مصر واليونان وقبرص وإسرائيل وفلسطين والأردن وإيطاليا كأعضاء مؤسسين، ومن أهم أهدافه “المساهمة في تعزيز أمن الطاقة الإقليمي والاستفادة من الإمكانات الكاملة للغاز الطبيعي في شرق المتوسط”. يذكر أن اتفاق باريس
