CANADAكندا عربي مجلس العموم الكندي يصوّت على خطّة المساعدة الطارئة لمواجهة كوفيد-19 by admin 25 مارس، 2020 written by admin 25 مارس، 2020 130 راديو كندا الدولي/ إعداد مي أبو صعب | barid@rcinet.ca في جديد الأخبار، قال بابلو رودريغيز زعيم الحكومة في مجلس العموم الكندي في تغريدة على موقع تويتر إنّ الحكومة الليبراليّة ستجري تعديلات على مشروع القانون حول خطّة المساعدات الطارئة التي وضعتها أوتاوا لمواجهة فيروس كورونا المستجدّ. وقد علّق مجلس العموم أعماله بانتظار أن تتفاوض الحكومة وأحزاب المعارضة حول بعض نقاط مشروع القانون. فقد ندّدت المعارضة باقتراح ورد في مشروع القانون لمنح الحكومة صلاحيّات جديدة للإنفاق والاستدانة وفرض الضرائب دون الحصول على موافقة البرلمان لمدّة تصل في أقصاها إلى 22 شهرا. وتبقى أعمال مجلس العموم معلّقة إلى أنّ تتوصّل الحكومة و أحزاب المعارضة إلى اتّفاق حول تحديد صلاحيّات رئيس الحكومة جوستان ترودو وحكومته في الإنفاق خلال الأزمة. وأعرب أندرو شير زعيم المحافظين عن قناعته بالحاجة إلى “مساعدة طارئة لدعم الكنديّين الذين يواجهون صعوبة” وأنّه لا ينبغي أن تقف الخلافات داخل البرلمان دون توفيرها كما قال. يعقد مجلس العموم الكندي اجتماعا اليوم الثلاثاء للتصويت على خطّة المساعدة الطارئة التي وضعتها الحكومة الليبراليّة برئاسة جوستان ترودو لمساعدة الأفراد والشركات على مواجهة تداعيات فيروس كورونا المستجدّ. وكان البرلمان الكندي قد علّق أعماله في مجلسي العموم والشيوخ حتّى العشرين من نيسان أبريل المقبل في إطار الجهود الهادفة للحدّ من انتشار الفيروس. وطلب زعيم الحكومة في مجلس العموم النائب بابلو رودريغيز في رسالة موجّهة إلى رئيس مجلس العموم استدعاء النوّاب للتصويت على الخطّة الطارئة. وتحتاج الجلسة إلى 20 من أصل 338 نائبا يتشكّل منهم مجلس العموم لاكتمال النصاب. و من المتوقّع أن يشارك نحو من 25 نائبا من الحزب الليبرالي الحاكم وأحزاب المعارضة، من بين النوّاب القادرين على الوصول بالسيّارة وليس بالطائرة إلى مقرّ المجلس في أوتاوا. زعيم المحافظين أندرو شير قال إنّ حزبه لن يعطي الحكومة شيكا على بياض:Peter McCabe:CP وتتطلّب مناقشة مشاريع القوانين عادة عدّة أسابيع و عدّة أشهر أحيانا، وتبحث لجنة برلمانيّة في تفاصيلها قبل طرحها على التصويت، والأمر سيّان بالنسبة لمجلس الشيوخ. ويحدث أحيانا أن يوافق النوّاب بالإجماع على التعامل مع كلّ مراحل العمليّة التشريعيّة في وقت واحد وأن يتمّ التصويت عليها بصورة فوريّة. وأعرب النائب بابلو رودريغيز عن ثقته بأن تتعاون أحزاب المعارضة مع الحكومة ، مشيرا إلى أنّ الحكومة تشاورت بهذا الشأن مع كافّة الأحزاب. “رأينا جميعا كيف يتجاوب مجلسا العموم والشيوخ مع الحالات الاستثنائيّة ويعملان معا لما فيه مصلحة الكنديّين. والحكومة تعتزم الاستمرار في الانفتاح والشفافية للتأكّد من ضمان أكبر قدر ممكن من المعلومات مع النوّاب والشيوخ”: بابلو رودريغيز زعيم الحكومة في مجلس العموم. وكانت أحزاب المعارضة قد أعربت عن استعدادها للعودة إلى أوتاوا والتعاون مع الحكومة في هذه الظروف التي تمرّ بها البلاد. واليوم، كتب أندرو شير زعيم المحافظين، حزب المعارضة الرسميّة في مجلس العموم في تغريدة على موقع تويتر، يقول فيها أنّ حزبه لن يعطي الحكومة شيكا على بياض لمساعدة الكنديّين في التغلّب على أزمة كوفيد – 19. وغرّد جاغميت سينغ زعيم الحزب الديمقراطي الجديد المعارض داعيا الحكومة الليبارليّة للتحلّي عن كلّ الأمور التي لا يوافقها حزبه عليها، وأن تركّز على مساعدة الكنديّين والكنديّات كما كتب سينغ في التغريدة. وكان فرانسوا إيف بلانشيه زعيم حزب الكتلة الكيبيكيّة المعارض قد وصف قبل أيّام الإجراءات التي تتّخذها الحكومة بأنّها مشجّعة، رغم أنّها قد تحتاج لتعديها أو زيادتها في المستقبل. ويشار إلى أنّ الحكومة الليبراليّة برئاسة جوستان ترودو هي حكومة أقليّة، و تحتاج لدعم أحد أحزاب المعارضة لتمرير مشاريع القوانين المطروحة على التصويت.
