هل بات اتفاق إطلاق النار الذي وقعته إسرائيل مع حماس في 21 مايو/أيار الماضي على المحك بعد أن أُطلقت “بالونات حارقة” من قطاع غزة باتجاه الأراضي الإسرائيلية الأسبوع الماضي ومجددا ليل الخميس الجمعة؟ وهل هناك مخاوف من انهيار هذا الاتفاق بعدما ردت تل أبيب بشن غارات جوية على أهداف في القطاع؟ ما هي طبيعة هذه البالونات التي أصبحت تستخدم ضد الدولة العبرية؟ متى ظهرت وكيف يتم استخدامها وما تأثيرها على النزاع؟

شنت إسرائيل ليل الخميس الجمعة غارات على أهداف في قطاع غزة، من بينها موقع تدريب لأحد الفصائل الفلسطينية المسلحة جنوبا وموقع آخر لتصنيع وتطوير الأسلحة تابع لحماس، ردا على إطلاق بالونات حارقة من القطاع الفلسطيني تسببت في اندلاع أربعة حرائق بالدولة العبرية.

وليست هذه المرة الأولى التي يتم فيها إطلاق بالونات حارقة من قطاع غزة منذ التوقيع على اتفاق وقف إطلاق النار الأخير بين حماس وإسرائيل. بل سبق أن تم القيام بنفس العملية في 16 و17 يونيو/حزيران المنصرم حيث استهدفت بالونات حارقة مناطق في القدس الشرقية تنديدا بمسيرة نظمها ناشطون من اليمين المتطرف في هذه المدينة.

ويرى مراقبون أن إطلاق بالونات حارقة من قطاع غزة هدفه اختبار عزيمة الوزير الأول نفتالي بينيت وحكومته في تعاملهم مع الفصائل الفلسطينية بغزة، كما يبين أيضا أن اتفاق وقف إطلاق النار هش وقابل للانهيار في أي لحظة.

بالونات سهلة الصنع وبتكلفة زهيدة

أطلقت البالونات الحارقة للمرة الأولى في 2018 خلال المظاهرات والاشتباكات التي وقعت في غزة على الحاجز الحدودي الفاصل مع إسرائيل أطلق عليه اسم “مسيرات العودة”. وتطايرت هذه البالونات في سماء زرقاء مدفوعة برياح المتوسط العاتية.

وكان يخرج آنذاك آلاف الغزاويين في مسيرات أسبوعية تطالب برفع الحصار المفروض من إسرائيل على منطقتهم منذ استيلاء حماس على السلطة في القطاع في 2007، ومن أجل عودة اللاجئين الذين هجروا أو طردوا من أراضيهم مع تأسيس دولة إسرائيل في 1948.

وغالبا ما كانت تؤدي هذه المظاهرات إلى أعمال عنف وإلى رد عسكري من قبل الجنود الإسرائيليين الذين كانوا يفتحون النار على كل الذين يحاولون عبور الحاجز.

وبدأت تظهر البالونات الحارقة التي كان يطلقها أعضاء من حركة الجهاد الإسلامي باتجاه إسرائيل خلال هذه المظاهرات. وهي بالونات سهلة الصنع لكنها تتسبب في اندلاع حرائق هائلة في المكان الذي تسقط فيه. لكن وسائل إعلام محلية أكدت بأنها لم تتسبب لغاية اليوم في وفاة أي شخص رغم احتوائها على مواد متفجرة.

هذا، وأحصى مسؤولون إسرائيليون مئات الحرائق التي اندلعت بسبب البالونات الحارقة متلفة آلاف الهكتارات من المحاصيل الزراعية والأراضي والغابات قرب قطاع غزة جنوبي إسرائيل.

وحول استخدام هذه البالونات الحارقة، قال نفتاني بينيت في 2018 عندما كان وزيرا للتربية” إذا أرسل شخصا ما بالونا حارقا من غزة، فيجب أن نطلق عليه الرصاص ونقتله”، مضيفا “من الناحية التكتيكية، يجب أن نطلق الرصاص على كل الذين يرسلون هذه البالونات من قطاع غزة”.

وتابع “لم تتم معالجة هذه المشكلة عندما كان حجمها صغير. واليوم يرسلون لنا آلاف الطائرات الورقية”، داعيا إلى “التعامل مع هذه الهجمات كأنها صواريخ”.

أعمال انتقامية وأجوبة تكنولوجية

حاولت الحكومة الإسرائيلية التصدي للبالونات الحارقة بشتى الوسائل، بما فيها استهداف أولئك الذين يقومون بإرسالها في السماء، لكن دون جدوى.

ففي 20 أغسطس/آب 2020، وردا على الحرائق التي تسببت فيها هذه البالونات، قررت حكومة بنيامين نتانياهو إغلاق معبر “كرم شالوم” التجاري المؤدي إلى غزة وتعليق بيع كل أنواع المنتجات باستثناء الوقود والمواد الغذائية والإنسانية.

فيما صرح وزير الدفاع الإسرائيلي بيني غانتز في 2020 قائلا “في منطقة الجنوب، حماس تسمح بإرسال بالونات حارقة بشكل متواصل محملة بمتفجرات باتجاه إسرائيل. نحن لسنا مستعدين لقبول ذلك، لذا قمنا بغلق معبر ‘كرم شالوم’. عليهم أن يكفوا عن زعزعة الأمن والاستقرار في إسرائيل، وإلا سنرد بقوة”.

كما قامت أيضا السلطات العبرية في يونيو/حزيران 2019 بوقف عملية تقديم الوقود الضروري لتشغيل محطة توليد الكهرباء الواقعة في قطاع غزة بهدف الضغط على حماس. وجاء هذا القرار بعد إطلاق العديد من البالونات الحارقة باتجاه الأراضي الإسرائيلية.

ولم يتمكن قطاع الصناعات العسكرية في إسرائيل ووزارة الدفاع من إيجاد جواب تكنولوجي يضع حدا نهائيا للبالونات الحارقة، بل الحل جاء من ثلاثة مهندسين يعملون في القطاع الخاص حيث تمكنوا من تطوير نظام ليزر قادر على تدميرها بنسبة تتجاوز فعاليتها 90 بالمئة.
