CANADAكندا عربي كوفيد-19: قلق على الديمقراطية ودولة القانون بسبب المراسيم والمراقبة الجماعية by admin 30 أبريل، 2020 written by admin 30 أبريل، 2020 186 راديو كندا الدولي/ إعداد فادي الهاروني | barid@rcinet.ca دعت رابطة الحقوق والحريات (LDL) حكومة مقاطعة كيبيك إلى الحدّ من الحكم بالمراسيم ومن المراقبة الجماعية. ووجّه خبراء في الرابطة هذا التنبيه إلى حكومة فرانسوا لوغو في مؤتمر صحفي عقدوه أمس بواسطة نظام “فيديو كونفرنس” الذي يعتمد تقنية الاتصال المرئي والمسموع، وفي وقت بدأت الحكومة إعادة فتح الاقتصاد بصورة تدريجية، أسوةً بمقاطعاتٍ كندية أُخرى وبدولٍ عديدة حول العالم. وقال رئيس الرابطة كريستيان نادو، وهو بروفيسور في جامعة مونتتريال حيث يُدرّس الفلسفة السياسية، إنّ الحكم بالمراسيم غير شفاف بدرجة عالية ولا يأخذ بالاعتبار سوى آراء عدد محدود من المسؤولين. فمنذ بداية الأزمة الحالية الناجمة عن جائحة “كوفيد – 19” أصدرت حكومة حزب التحالف من أجل مستقبل كيبيك (CAQ) ستّة مراسيم و26 أمراً وزارياً. وهذا يعني أنّ الديمقراطية ودولة القانون تتعرّضان لمعاملة سيئة بنسبة عالية، يرى البروفيسور نادو. “دولة القانون تعني وجود حدّ أدنى من المراقبين بوجه التعسّف، من خلال نقاشات واستشارات ومراقبة لعمل الحكومة. ولكنْ هؤلاء المراقبون هم من يتم إبعادُهم خلال أزمة صحة عامة وفي الوقت الذي قد نكون فيه بأمَسّ الحاجة إليهم”، قال نادو. وتذهب نائبة رئيس الرابطة لوسي لامارش في الاتجاه نفسه، فترى أنه بالرغم من الوضع الحالي المُلح، يمكن ضخّ مزيد من الديمقراطية في آلية اتخاذ القرارات. ولامارش بروفيسورة جامعية أيضاً، تدرّس العلوم القضائية في جامعة كيبيك في مونتريال. مبنى الجمعية الوطنية الكيبيكية في مدينة كيبيك (أرشيف) : Sébastien Vachon : Radio-Canada ومن جهتها ترى الخبيرة في الدفاع المشترك عن الحقوق أليكساندرا بيار أنّ حكومة لوغو تعالج الأزمة الصحية الحالية كمسألة متعلقة بالسلامة العامة بدل معالجتها كمسألة متعلقة بالصحة العامة. وبيار هي أيضاً نائبة لرئيس الرابطة. وقالت بيار إنّ الكيبيكيين منضبطون بالإجمال والتزموا بنسبة عالية بإجراءات الحجر التي فرضتها سلطات مقاطعتهم. لكنها أبدت قلقاً من إرساء تكنولوجيات المراقبة الجماعية التي تحدّ من حق المواطنين في التحرك بحرية وعقد التجمعات إضافةً إلى أنها تنتهك حياتهم الخاصة، حسب رأيها. وأشارت بيار إلى أنّ غالبية الوفيات بوباء “كوفيد – 19” وقعت في مراكز الرعاية الطويلة الأمد (CHSLD)، التي لا يخرج منها نزلاؤها، وهم أشخاص مسنون يحتاجون بسبب وضعهم الصحي لرعاية ورقابة متواصلتيْن، سوى قليلاً، هذا في حال خرجوا. وبالتالي تعزيز المراقبة على السكان بشكل عام لا يغيّر شيئاً برأيها. أمّا الأهمّ برأي بيار فهو تحسين نظام الصحة العامة، وبشكل عاجل. مركز “سانت دوروتيه” للرعاية الطويلة الأمد في مدينة لافال، شمال جزيرة مونتريال، وهو من المراكز الرئيسية لتفشي وباء “كوفيد – 19” في مقاطعة كيبيك (Ryan Remiorz / CP) وشدّدت البروفيسورة لامارش على أنّ المراقبة الجماعية للمواطنين لا يمكن القيام بها قبل إجراء نقاش ديمقراطي حولها. وتأمل لامارش في أن توضَع الحقوق الاجتماعية للمواطنين، ومن ضمنها الحقّ في الطبابة والتربية والمسكن اللائق، في معادلة استئناف الحياة الطبيعية في كيبيك. فالأزمة الحالية أعادت إلى الواجهة مشاكل اجتماعية قديمة لا تزال دون حلول، قالت لامارش، مضيفةً أنّ الحقوق الاجتماعية للكيبيكيين تأثرت سلبياً بسياسات التقشف في السنوات الأخيرة، في إشارة منها بشكل رئيسي إلى حكم الحزب الليبرالي الكيبيكي (PLQ) الذي امتدّ 20 سنة بشكل شبه متواصل بين خريف 1998 وخريف 2018. ورابطة الحقوق والحريات منظمة حقوقية غير حكومية ومستقلة، يقع مقرها الرئيسي في مونتريال، كبرى مدن كيبيك، وهي عضو في الاتحاد الدولي لحقوق الإنسان (FIDH) الواقع مقره الرئيسي في العاصمة الفرنسية باريس.
