تستعيد بكركي “ألقها السيادي”، الذي يسكن رأس الكنيسة المارونية تاريخياً، عند كل مفترق خطير يتهدّد الكيان والدولة. فقبل نحو 20 عاماً أطلق البطاركة الموارنة النداء الشهير العام 2000، أيام البطريرك الراحل مار نصرالله بطرس صفير، والذي أطلق الشرارة الاولى لمعركة الحرية والسيادة والاستقلال، وها هو اليوم البطريرك الماروني بشارة بطرس الراعي يُعرّي “الإنقلابيين الجدد” ويناشد العالم إنقاذ لبنان من الانهيار الوشيك.
ولعل لبنان يعيش المرحلة الأسوأ في تاريخه، تتفوق على ما عداها وحتى العام 2000، فهو اليوم يجثم فوق فوهة بركان من الأزمات والحقد والعهر السياسي، يُتوقع ان ينفجر في اي لحظة، في حال لم يجر “تبريد” الرؤوس الحامية بأي وسيلة… قبل فوات الأوان.
لم تكن الدولة اللبنانية امام مخاطر وجودية كما هي اليوم، لم تكن الحرب الأهلية ولا الاجتياحات الاسرائيلية في مخاطرها الكبيرة على لبنان، بنفس المخاطر التي يواجهها اللبنانيون اليوم على مستوى وجودهم الوطني والدولتي.
لم يسبق ان وصلت الحال في الدولة الى هذا المستوى من الفساد، والمديونية العامة الى هذا الحجم المتراكم الذي ينذر بالتفكك والانهيار، مترافقاً مع انهيار للنظام المصرفي، بالإضافة الى هذا النهب غير المسبوق والفاجر الذي طال المودعين في هذه المصارف، وصولاً الى انهيار معظم القطاعات التي ميّزت الاقتصاد اللبناني في الخدمات والسياحة والاستثمارات المتنوعة. وواكب ذلك وسبقه المزيد من تصدع المؤسسات الدستورية والقانونية التي مارس القيّمون عليها فعل تهميشها، لمصالح فئوية ولصالح الدويلة.
صرخة بكركي التي اطلقها البطريرك بشارة الراعي أول من امس (السبت) امام الحشود، هي صرخة في سبيل لجم انهيار الدولة او ما تبقى منها، في ظل مسار انقلابي على المؤسسات، بحيث ان مركز السلطة والقرار لم يعد منبثقاً من ديمومتها، بل من خارجها وعلى حساب العقد الاجتماعي الذي تقوم عليه الدول، ولبنان ليس استثناءً.
سيطرة الدويلة التي يمثلها “حزب الله” على الدولة ليست اتهاماً او وجهة نظر تحتمل الخطأ والصواب، انها واقع ملموس في هذه الدولة، وهذه السيطرة ليست في سياق تعزيز منطق الدولة ومعاييرها، بل في سياق تعزيز الدويلة التي لا تستقيم الا بمزيد من اضعاف الدولة، وتحويل مؤسساتها الى ادوات لتعزيز نفوذ نقيضها.
السؤال الذي يشغل اللبنانيين اليوم، واستطاعت بكركي التعبير عنه، هو وجود الدولة وبقاؤها، فالنظام المشكو منه في لبنان، والدعوات الى تطويره او تغييره، لا تستقيم خارج قيام دولة اولاً، دولة تحتكر حق استخدام العنف المشروع، دولة فعلية تلتزم الدستور وتطبيق القانون، وتتيح مسارات التحديث والتطوير في انظمتها ضمن قنوات شرعية وقانونية، تستجيب لمقتضيات العدل والمساواة.
ما تطرحه منظومة السلطة اليوم والتي يديرها “حزب الله”، هو المزيد من الانهيار للدولة، المزيد من التهجير والهجرة، والمزيد من افقار الناس وتجويعهم، والمزيد من القمع، وباختصار المزيد من الفوضى الذي يجعل من الدويلة والميليشيا النموذج القابل للحياة على مآسي الدولة والمواطن.
من هنا شكلت صرخة بكركي فرصة للبنانيين، من اجل مزيد من تعرية السلطة، واعلان البطريرك الراعي عن انقلاب يطال المجتمع والكيان، هو اعلان مواجهة مع السلطة التي تدمر الدولة، والمطالبة برعاية دولية للبنان، هو اعلان عجز اللبنانيين عن تغيير قواعد السلطة التي تحتمي وتستقوي على شعبها بالدويلة، وهو اعلان بأن القضاء ومجلس النواب والمؤسسات على وجه العموم، افتقدت اي قدرة على توفير الأمن والأمان السياسي والاجتماعي، وان كل ما قام به الشعب اللبناني في انتفاضته وثورته منذ 17 تشرين لم تعِره السلطة اي اعتبار، بل زادت في دفع لبنان نحو العزلة والتقهقر.
الاستنجاد بالأمم المتحدة ليس نقيصة، انما هو شعور بالمسؤولية تجاه شعب تستفرد به سلطة، تدمر فرص وجوده واستمراره وتهدد وجود الدولة، وهذه حقيقة عبّر عنها كل اللبنانيين حتى المتسلطين على الناس، وان احالوا التدمير الى الفريق الآخر او الشريك في سلطة المحاصصة.
المواجهة التي اطلقتها انتفاضة 17 تشرين ضد المنظومة الحاكمة، لم تتوقف ولن تتوقف وهي انتفاضة اصطدمت وستصطدم مع منظومة السلطة الفعلية التي تحميها، فانكشاف بعض اطرافها شعبياً، لن يحمي اقرانه في الطوائف الأخرى، ومنظومة السلاح والافساد، التي تحتمي بنظام المحاصصة باتت امام خيارات حاسمة لا يبدو ان منها التسليم بمنطق الدولة، فـ”حزب الله” يدرك ان الدولة بذاتها خطر وجودي عليه سواء كانت هذه الدولة هو حاكمها او لم يكن، ولبنان لا يبدو ان قيامته يمكن ان تتحقق من دون دولة. وهنا مكمن الداء الذي يفرض وجوده على كل اللبنانيين، والخيار الذي تبنته بكركي هو ما انحاز اليه كل الذين انتفضوا في وجه سلطة الفساد والافساد، الدولة اولاً.
