عرب وعالمعربي صرّافو لبنان يحتكرون السيولة.. ما هو دور حزب الله؟ by admin 28 أبريل، 2020 written by admin 28 أبريل، 2020 137 Kataeb.org / يواصل سعر صرف الدولار التحليق عالياً مقابل الليرة اللبنانية وتجاوز عتبة 3.700 ليرة في وقت تتهاوى القدرة الشرائية للبنانيين وتتراجع قيمة رواتبهم في ظل ارتفاع جنوني بأسعار السلع المستوردة. منذ بدء شحّ العملة الخضراء في السوق اللبناني في أيلول العام الماضي قبيل بدء الحراك الشعبي في 17 تشرين الاول، يلعب الصرّافون دوراً رئيسياً في هذه اللعبة النقدية بلبنان من خلال تحكّمهم بمعادلة “العرض والطلب” التي يخضع لها سعر صرف الدولار، وذلك بعدما فقدت المصارف القدرة على تلبية حاجات المودعين لسحب دولاراتهم. ومع أنه يوجد في لبنان أكثر من 300 صرّاف مرخّص يتوزّعون بين مختلف المناطق اللبنانية، غير أن عدداً قليلاً منهم فقط لا يتخطى أصابع اليد الواحدة يتحكّمون بسعر الدولار بالتواطؤ مع جهات لديها قدرة على التحكّم “بلعبة” النقد. صرّاف على لائحة العقوبات يأتي في السياق، ما تم تداوله مؤخراً في الأوساط اللبنانية عن دور كبير لشركة “حلاوي غروب” للصيرفة ومركزها الغبيري قرب الضاحية الجنوبية في لعبة رفع سعر صرف الدولار وتخفيضه مقابل الليرة اللبنانية. وبحسب معلومات استقتها “العربية.نت” من عدة صرّافين فإن شركة “حلاوي غروب” المملوكة من محمد حلاوي (وهو نقيب سابق للصرّافين) تساهم في عدم استقرار سعر صرف الدولار، لأنها لديها رأسمالاً يُقدّر بأكثر من ملياري دولار يُمكّنها من إلتقاط عصا الدولار من نصفها. واللافت في هذا الإطار أن وزارة الخزانة الأميركية كانت أدرجت في شهر نيسان 2013 شركة “حلاوي للصيرفة” على لائحة العقوبات واتّهمتها بالتورط بغسيل الأموال لصالح حزب الله الى جانب شركة “قاسم رميتي وشركاه”. ووجهت لهما الاتّهام بموجب المادة 311 من قانون باتريوت الأميركي، (USA PATRIOT ACT)”. وهو ما يطرح علامة استفهام عن دور خفي ربما لحزب الله في التحكّم باللعبة النقدية في لبنان وخلق ضغوط إضافية عبر الصرّافين على مصرف لبنان وربما حاكمه رياض سلامة، وعلى القطاع المصرفي بشكل عام علاقة متينة مع شركات الصيرفة ومنذ أن بدأت العقوبات المالية في المصارف المحلية تطال حزب الله والأفراد والكيانات التابعة له، تنامت علاقته بالصرّافين، فلجأ الى شركات الصيرفة كبديل بديهي من القطاع المصرفي يؤمّن السيولة ويديّن الأموال وينقلها داخل الحدود وإلى الخارج. ويأتي في السياق تضمين لوائح العقوبات التي تصدرها وزارة الخزانة منذ سنوات لتجفيف منابع تمويل حزب الله، شركات صيرفة لبنانية. ففي شهر كانون الأول العام 2011 أعلنت السلطات الأميركية أنها تقدمت بدعوى مدنية بحق مؤسسات مالية لبنانية متهمة بالمساعدة على تبييض 483 مليون دولار لحساب حزب الله عبر الولايات المتحدة وأفريقيا في عمليات مرتبطة بتجارة المخدرات. واستهدفت هذه الدعوى الى جانب مصرف وشركة مالية، مؤسسة “حسان عياش للصيرفة”. وبعد عامين، أدرجت شركة “حلاوي للصيرفة”. وفي نيسان العام الماضي، فرضت وزارة الخزانة الأميركية عقوبات على اللبناني قاسم محمد شمس وشركته للخدمات المالية في شتورة بـ”تبييض المال كشبكة تابعة لحزب الله، وفقاً لقانون تعديلات منع تمويل “حزب الله” الدولي “(HIFPAA). اقتطاع نسبة من قيمة الشيكات ولعل أكثر ما يُثير الشكوك من تحكّم الصرّافين بسعر صرف الدولار لجوء اللبنانيين إلى مخارج لتفادي أزمة الدولار، منها التوجّه الى قسم منهم ممن يقبلون بصرف شيكات مصرفية محرّرة بالدولار ودفعها نقداً لأصحابها بعد حسم قد يصل الى 30% من قيمتها. ويبدو أن هذا الاقتطاع من قيمة الشيكات المصرفية بدأ يرتفع منذ بدء أزمة كورونا ليصل الى حدود 48% كما يؤكد أحد الصرّافين في نطاق مدينة بيروت لـ”العربية.نت” مشترطاً عدم ذكر اسمه. وقال “في ظل أزمة كورونا وتهافت اللبنانيين على شراء المواد الاستهلاكية اضطرت الشركات المستوردة الى مضاعفة الكميات المستوردة، وبما أن عمليات التحويل من المصارف بطيئة يلجأ عدد من التجار وأصحاب الشركات إلى الصرّافين من أجل الحصول على “الكاش” مقابل حسم نسبة معيّنة من قيمة الشيك وفق سعر أعلى من سعر الصرف الرسمي”. في المقابل، قال صرّاف آخر يعمل ضمن نطاق جبل لبنان لـ”العربية.نت” “إن عدداً كبيراً من الصرّافين غير المرخّصين يساهمون بدورهم في رفع سعر صرف الدولار من خلال عمليات المضاربة التي يقومون بها. وهم يلجأون أيضاً الى صرف الشيكات المصرفية بعد اقتطاع جزء منها”. إلا أنه لفت في الوقت نفسه الى “أن من يرفع سعر صرف الدولار اليوم هم الشركات المستوردة للمواد الغذائية، لأنهم يحتاجون الى Freshmoney لإيداعها في المصارف من أجل شرائها من الخارج”. معادلة غير قانونية معادلة العرض والطلب التي يتحجج بها الصرّافين لشدّ حبل الدولار حول عنق اللبنانيين ليست قانونية كما أكد نائب رئيس لجنة حماية المستهلك في نقابة المحامين في لبنان المحامي عيسى النحاس لـ”العربية.نت”. وقال “في قانون النقد والتسليف لا يوجد آلية محددة لقاعدة العرض والطلب التي يتحجج بها الصرّافون. فهم، خصوصاً الكبار منهم يتحكّمون بسعر صرف الدولار وفق ما تقتضيه مصالحهم، وتأتي التعاميم التي يصدرها مصرف لبنان بشكل دوري لتزيد أرباحهم على حساب لقمة عيش اللبنانيين”. وأوضح عيسى “أن المادة 19 من قانون النقد والتسليف تُجيز لمصرف لبنان سحب الترخيص من الصرّاف الذي لا يلتزم بتعاميمه والقوانين المرعية الإجراء، لكن للأسف القانون لا يُطبّق”. احتكار السيولة إلى ذلك، لفت المحامي الى “أن هؤلاء الصرّافين يحتكرون السيولة لمراكمة أرباحهم”. وفي حين يعجز القطاع المصرفي عن تأمين عملة الدولار الورقية (بنكنوت) لأسباب مرتبطة بتراجع موجوداته الخارجية وتآكل احتياطي مصرف لبنان من العملات الأجنبية، أتت أزمة فيروس كورونا المستجدّ لتزيد الطين بلّة في ظل قرار التعبئة العامة الذي اتّخذته الحكومة اللبنانية وشمل وقف حركة الطيران في مطار رفيق الحريري الدولي
