القذافي أوراق ترشحه رسميا للانتخابات الرئاسية في ليبيا، حيث يتطلع أنصار النظام السابق لعودته إلى السلطة، لا سيما وأن جانبا من الشارع الليبي يشعر بخيبة أمل نتيجة غياب الاستقرار وانقسام البلاد. ومن المقرر أن تُجرى الانتخابات الرئاسية في ليبيا على جولتين، تبدأ الأولى في 24 ديسمبر/كانون الأول المقبل، والثانية مع الانتخابات البرلمانية بعد 52 يوما من الجولة الأولى. وأكدت المفوضية الوطنية العليا للانتخابات أن نجل الزعيم السابق معمر القذافي، قد سجل ترشيحه في مدينة سبها الجنوبية. وظهر القذافي الابن في مقطع فيديو وهو يوقع أوراقه، بلحية بيضاء، ويرتدي رداء بنيا تقليديا. فمن هو سيف الإسلام القذافي؟ ولد سيف الإسلام القذافي في 25 يونيو/حزيران 1972 في طرابلس، وهو النجل الأكبر من زوجة القذافي الثانية وثاني أولاد الزعيم الليبي التسعة. في عام 1995 حصل سيف الإسلام على إجازة في الهندسة المعمارية من جامعة الفاتح في طرابلس، وكلفه والده حينها بوضع مخطط لمجمع عقاري ضخم مع فنادق ومسجد ومساكن. وبعد خمس سنوات، تابع سيف الإسلام دراسته، فاختار دراسة إدارة الأعمال في فيينا بالنمسا، إذ حصل على شهادة من معهد “انترناشونال بيزنس سكول”. وارتبط في تلك الفترة بصداقة مع يورغ هايدر، زعيم اليمين النمساوي الشعبوي الراحل. حصل على درجة الدكتوراه من كلية لندن للدراسات الاقتصادية والاجتماعية (لندن سكول أوف إيكونوميكس) التابعة لجامعة لندن عام 2008. وعندما بدأت تقارير إعلامية بالحديث عن دوره في حملة القمع ضد المتظاهرين الذين خرجوا ضد نظام والده، استقال مدير كلية لندن للدراسات الاقتصادية والاجتماعية، هوارد ديفيز، من منصبه بعد أن واجه انتقادات لقبوله تبرعات من المؤسسة الخيرية التي يديرها نجل الزعيم الليبي آنذاك. وطُلب من جامعة لندن على إثرها التحقيق في صحة أطروحة الدكتوراه الخاصة بالقذافي، وسط تقارير بأنها مسروقة، لكنها قررت أنه لا ينبغي إلغاؤها لأن “الأطروحة جاء شرحها تفصيليا لإظهار الأماكن التي كان يجب أن يتم فيها الإسناد أو الإشارة للمراجع” وفقا لما جاء في بيان للجامعة. وكان سيف الإسلام يمتلك منزلا في العاصمة البريطانية لندن، كما كانت لديه صلات بشخصيات سياسية بريطانية بالإضافة إلى أفراد من العائلة المالكة. وقد التقى دوق يورك الأمير أندرو مرتين، إحداهما في قصر باكنغهام وأخرى في طرابلس. ومن المعروف عنه حبه للحياة البرية، إذ كان لديه اثنين من النمور يربيهما كحيوانين ألفين،وكان يهوى الصيد بالصقور في الصحراء، كما أنه رسام هاو شغوف. ولطالما نفى السعي إلى وراثة السلطة من والده، قائلا إن مقاليد السلطة “ليست مزرعة ترثها”. لسنوات عديدة ظل يُنظر لسيف الإسلام على أنه خليفة والده (صورة تجمعهما عام 1989) علاقات مع الغرب ظهر سيف الإسلام على الساحة الدولية سنة 2000، عندما فاوضت “مؤسسة القذافي” التي أسسها عام 1997 من أجل الإفراج عن رهائن غربيين محتجزين لدى مجموعة من المتطرفين الإسلاميين في الفلبين. ويتكلم نجل الزعيم الليبي الراحل الإنجليزية والألمانية وقليلا من الفرنسية. وأصبح في السنوات الأخيرة من عمر نظام والده الموفد الأكثر مصداقية، ومهندس الإصلاحات، والحريص على تطبيع العلاقات بين ليبيا والغرب. وأثار سيف الإسلام لدى عرضه مشروع تحديث بلاده في 20 أغسطس/آب 2007، تكهنات حول مسألة الخلافة في زعامة ليبيا ولو أنه أكد أن “ليبيا لن تتحول إلى ملكية أو دكتاتورية”. وبعد سنة من ذلك أعلن انسحابه من الحياة السياسية، مؤكدا أنه وضع “قطار الإصلاحات على السكة الصحيحة”. ودعا إلى بناء “مجتمع مدني قوي” يواجه أي تجاوزات على مستوى قمة السلطة. وقد ندد باستمرار بالبيروقراطية في بلاده التي اضطر إلى خوض “معارك” عديدة ضدها لفرض إصلاحاته. إذ يقول في إحدى تصريحاته إنه “في غياب المؤسسات ونظام إداري فاعل، كنت مجبرا على التدخل” في شؤون الدولة. وقد برز دوره خصوصا في الوساطة التي قام بها في قضية الفريق الطبي البلغاري الذي أُفرج عن أفراده (خمس ممرضات وطبيب) في يوليو/تموز 2007 بعد أن أمضوا ثماني سنوات في السجن في ليبيا، إثر اتهامهم بحقن أطفال بفيروس نقص المناعة البشرية في مستشفى ليبي. وهو الذي فاوض أيضا على الاتفاقات من أجل دفع تعويضات لعائلات ضحايا الاعتداء على طائرة بان آم التي سقطت فوق بلدة لوكربي باسكتلندا في 1988، إذ اتهمت ليبيا بالتخطيط للعملية، بالإضافة إلى قضية دفع تعويضات لضحايا الاعتداء على طائرة يوتا التي تحطمت فوق النيجر في 1989، والتي أصدرت محكمة فرنسية عام 1999 حكما غيابيا بإدانة ستة ليبيين فيها. وقاد سيف الإسلام القذافي حملة من أجل فتح بلاده أمام وسائل الإعلام الخاصة. وقد نجح في أغسطس/ آب 2007 في إطلاق أول محطة تلفزة خاصة وأول صحيفتين خاصتين في البلاد. نهاية عهد لكن منذ 2009 سجلت خطته الإصلاحية نكسات لا سيما في مجال الصحافة. وهكذا تم تأميم أو إغلاق “وسائل إعلام خاصة” تابعة لشركة الغد تحت وصاية سيف الإسلام. وأعلنت مؤسسة القذافي في ديسمبر/ كانون الأول 2010 انسحابها من الحياة السياسية المحلية، مؤكدة أنها ستنصرف إلى الأعمال الخيرية لتحرم البلاد من منبر دبلوماسي هام. لكن في فبراير/ شباط 2011 اندلعت ثورة ضد نظام حكم العقيد القذافي. كان الغربيون ينظرون إليه في وقت مضى على أنه إصلاحي، لكنه بات بعد الإطاحة بحكم والده مطلوبا لدى المحكمة الجنائية الدولية لارتكابه جرائم ضد الإنسانية. وأصدرت المحكمة الجنائية الدولية في 27 يونيو/ حزيران 2010 مذكرات توقيف بحق القذافي وسيف الإسلام وعبد الله السنوسي، متهمة إياهم بارتكاب جرائم ضد الإنسانية أثناء قمع التظاهرات في ليبيا. وبعد نزاع مسلح عنيف شهد تدخل قوات حلف شمال الأطلسي دخلت قوات المجلس الانتقالي طرابلس في أغسطس/ آب 2011 إيذانا بانتهاء حكم القذافي. وفي أكتوبر/تشرين الأول 2011 قتل العقيد الليبي معمر القذافي بعد دقائق من القبض عليه. وجرت بعدها عمليات بحث موسعة عن سيف الإسلام الذي تردد أنه فر إلى النيجر. ويقول لويس مورينو أوكامبو، مدَّعي عام المحكمة الجنائية الدولية، إن لديه “أدلة جوهرية” على أن سيف الإسلام، قد ساعد باستئجار مرتزقة لمهاجمة مدنيين ليبيين كانوا يتظاهرون ضد حكم والده. اعتقال وفي 19 نوفمبر/تشرين الثاني 2011 أعلن المجلس الانتقالي الليبي اعتقال سيف الإسلام القذافي، بالقرب من بلدة أوباري الواقعة جنوبي غرب البلاد. وقد أفرج عن سيف الإسلام في يونيو/حزيران عام 2017 بعد أن كان محتجزا في مدينة الزنتان غربي ليبيا، منذ نوفمبر / تشرين الثاني عام 2011 بموجب قانون للعفو.
