بأقلامهمعربي رضوان السيد : مآلات الانهيار.. ومآلات الحياد by admin 28 يوليو، 2020 written by admin 28 يوليو، 2020 392 اساس ميديا / رضوان السيد أخطر ما يمكن أن يحصل للعاملين في السياسة أو العسكر أو الأمرين معاً: إدمان اعتقاد النجاح، ووجود من يصفّق لذلك سواءٌ صدّق أم لا. وهذا هو الداء الذي أصاب الحزب، وأصاب استطراداً جبران باسيل وأنصار العهد الأقوى! الحزب يعتقد أنه رغم الحصار والإفقار، فهو يستطيع الصمود أكثر بكثير من الفرقاء اللبنانيين الآخرين. وبدلاً من الإصرار علناً على المضيّ نحو الاقتصاد المشرقي.. ومصادرة فلوس المصارف.. وإلغاء نصفها، والمطالبة بإجازات لخمسة مصارف جديدة (!)، يكون عليه أن يصمت قليلاً، ويترك الفرقاء الآخرين يذهبون للشحاذة لدى الأميركيين والأوروبيين والعرب. ولأنه مسيطرٌ على اللعبة بالكامل، فكلّ قرشٍ يأتي من الرأسماليين اللعناء، سيكون له منه نصيب بل نصيبان، ولا يظهر في الواجهة، ويظلّ كلام الزعيم أنّ فلوس الحزب مثل سلاحه كلها من إيران! أما إذا لم تنفع شحاذة الشحاذين لأنهم مثلهم متهمون، فيترك الفوضى لتضرب أطنابها، ويعود لإطلاق القنابل الدخانية من الاقتصاد المشرقي وإلى وضع النفس تحت جناح الصين مثلما فعَلت إيران العظمى بعد أربعين عاماً على “لا شرقية ولا غربية”! إنّ القضية هنا أنه ليس اللبنانيين من غير أهل الحزب فقط، غير معتادين على المشرقيات والإيرانيات واقتصاديات أسماء الأسد بعد مخلوف؛ بل وكبار الحزب وصغاره الذين تمتعوا ببحبوحة الانتصارات بالدولارات وباليورو وبالذهَب وبتجارات الممنوعات. ولذلك فإن الضيق الذي نزل باللبنانيين، نازلٌ أيضاً بالمجاهدين والممانعين! وهكذا، فإنّ سائر الفرقاء السياسيين، وفي طليعتهم الحزب مضطرون للمبادرة؛ أو يفقدون جمهورهم الذي ضيّعوا أكثره حتى الآن. كانت المفاوضات قد بدأت بين إيران والولايات المتحدة، وكانت إيران هي التي تستعدّ للتنازل. ثم جاءت كورونا والارتباكات التي نزلت بإدارة ترامب، فتجدّدت آمال إيران بإمكان فشل ترامب في الانتخابات، فأوقفت التفاوض، ومضت للتنازل أكثر باتجاه الصين وباتجاه روسيا. هم مستعدون ومن ورائهم زعيم الحزب لانتظار الانتخابات الأميركية. وهذا باستثناء تفصيل صغير، وهو أنّ نتنياهو بالذات من بين الفرقاء الثلاثة أو الأربعة، لا يريد أن ينتظر! هو يريد الحرب في سورية .. وفي لبنان! هل يستطيعها بدون موافقة الولايات المتحدة؟ بالطبع لا، إنما من يدري، فقد يجد ترامب فجأةً مصلحةً له في ذلك إذا خاف الفشل في الانتخابات! أما الفرقاء السياسيون اللبنانيون الآخرون وفي طليعتهم تيار باسيل، فهم محشورون بين مخاوف كسوف شمس الحزب، ومخاوف عدم كسوف شمس الحزب، ومخاوف خذلان الغرب والعرب. وزير الخارجية الفرنسي ما قابل غير الرسميين الثلاثة ونظيره اللبناني والبطريرك! لأنه ليس واثقاً من العزائم، ولا من القدرات والإمكانيات. سائر الفرقاء السياسيين، وفي طليعتهم الحزب مضطرون للمبادرة؛ أو يفقدون جمهورهم الذي ضيّعوا أكثره حتى الآن إنّ أكبر الأدلة على عدم صلاحية المعارضات لصنع البدائل أو محاولة ذلك، ردّات الفعل على مبادرة البطريرك. فقد سارعت كلّ القوى المعارضة أو نصف المعارِضة وفي طليعتهم سياسيو السنة إلى زيارة البطريرك والتصريح من عنده. بيد أنّ أياً منهم ما طلب ولا سعى لاجتماعٍ وطنيٍ شامل لإنفاذ ركنَي المبادرة: تحرير الشرعية، وحياد لبنان، ما عدا النائب نهاد المشنوق الذي دعا إلى الحوار حول القواعد الوطنية الثلاث في مبادرة البطريرك. والشرعية الأسيرة التي دعا البطريرك رئيس الجمهورية إلى تحريرها أو إطلاق سراحها تعني الدستور، المكلَّف رئيس الجمهورية بصونه وإنفاذه نصاً وروحاً. وهو قد احتجزه بالشكل بعد الفعل. فالدستور معطَّلٌ فعلاً بسبب السلاح غير الشرعي. أما العهد، فانطلق من شكليات النصوص الدستورية للاختراق، وخربطة القوانين، وصنع أعراف تعدّل الدستور بالممارسة، كما قال وزير العدل السابق جريصاتي! وهكذا فتفعيل الدستور يعني منع فلاسفة العهد من التخريب، ويعني الطلب من ولاة أمر السلاح غير الشرعي، الدخول في حوارٍ من أجل إنهاء الغَلَبة بالسلاح ووهجه! فإذا كان ترامب قد اخترع سلاحاً جديداً يقاتل به خصوم الولايات المتحدة، فهو الدولار، فإنّ الاستيلاء الحزبي والعوني، أوصل إلى شهر سلاحٍ جديدٍ في وجهه هو الحياد، بمعنى تجنيب لبنان شرور النزاعات والمحاور! منذ شهورٍ وشهور يتحدّث البطريرك عن مكافحة الفساد، وعن الإنقاذ من الانهيار المالي والاقتصادي. لكنه في الأسابيع الثلاثة الأخيرة ما ترك مجالاً للشك: المقصود السلاح غير الشرعي، والمقصود إجراء الإصلاح الجذري، والفاسدون لا يريدون ذلك لأنهم فاسدون وحاكمون! ماذا تفعل المعارضة والتي أعلن أطرافها منفرداً، كلٌّ منهم عن الآخر أنه مع مبادرة البطريرك؟! كلّ هؤلاء تجرّأوا على العهد وصهره. بيد أنّ أحداً منهم ما تجرّأ حقاً على الحزب والزعيم! تفعيل الدستور يعني منع فلاسفة العهد من التخريب، ويعني الطلب من ولاة أمر السلاح غير الشرعي، الدخول في حوارٍ من أجل إنهاء الغَلَبة بالسلاح ووهجه! في أزمنة الأخطار، يجمع البطريرك الماروني الزعماء المسيحيين السياسيين الكبار. لكنه هذه المرة لا يستطيع ذلك، لأن الرئيس وصهره ليسا مع دعوة بكركي. ولذلك جمع البطريرك الزعماء الدينيين الكاثوليك، وزاره كما سبق القول عشرات المسلمين السنة! فهل يستطيع البطريرك الدعوة لقمة روحية؟ بالطبع لا أيضاً، لأن الشيعة لن يحضروا بعد أن أصدروا بيانات في شجب مبادرة البطريرك! هناك أربعة مواقف شيعية كلها رافضة: فريق المجلس الشيعي ( الشيخ عبد الأمير قبلان) وابنه المفتي الجعفري الممتاز أحمد قبلان. وهذا الفريق رفع السقف جداً، وتبرّأ من الطائف والدستور، واتهم البطريرك وأمثاله بالعمالة والتآمر على المقاومة، وذكّر السنّة بـ”عثمانيتهم” والمسيحيين بـ”فرنسيتهم”. والفريق الثاني، هو الفريق المتفلسف إذا صحَّ التعبير: إذا كنتم تريدون الحياد فينبغي أن تخرجوا من كلّ المواثيق مع العرب والعالم، وتصبحوا مثل الخنثى، لا ذكر ولا أُنثى! والفريق الثالث يعتبر أنّ دعوة الحياد عملٌ من أجل إسرائيل، ولمنع تحرير الأرض في الجنوب! ونحن ( أي حزب الله) قد حرّرنا الجنوب ولبنان بمفردنا ولا جميلة لاحدٍ علينا إلا لإيران والنظام السوري. ولذلك يحتاج الأمر إلى إجماع إذا أُريد تغيير الصيغة (العملية) الحالية. وإذا قيل: لكنكم ذهبتم بعد الاغتيالات، واحتلال بيروت، وتعطيل الحكومات، والخروج على النأي بالنفس إلى القتال في سورية والعراق واليمن.. إلخ، فكيف فعلتم ذلك دون توافُق، وتسبّبتم في هذا الحصار الخانق على لبنان؟! والفريق الرابع: نحن مسيطرون، لكنْ من خلال المؤسسات الدستورية، والانتخابات الديمقراطية. وإذا أردتم غير ذلك فاذهبوا للانتخابات كما ذهبنا وفوزوا كما فزنا! في أزمنة الأخطار، يجمع البطريرك الماروني الزعماء المسيحيين السياسيين الكبار. لكنه هذه المرة لا يستطيع ذلك هؤلاء جميعاً فريقٌ واحدٌ في الحقيقة. وكما وقفوا جميعاً في وجه الثورة، يقفون جميعاً في وجه دعوة تحييد لبنان عن النزاعات والمحاور، لأنهم هم الذين أدخلوا لبنان في النزاعات والمحاور القاتلة. إنما الفرق أنه في وجه الثورة على الانهيار والفساد، كان معهم جبران ومَنْ حوله، وهؤلاء ما عادوا يستطيعون القول إنهم مع السلاح غير الشرعي لمكافحة إسرائيل.. والإرهاب، والانتشار العسكري في دول عربية وأجنبية. دعوة البطريرك أو مبادرته هي دعوةٌ لسلام لبنان وسلامته وفكّ الحصار عن شرعياته. لكنّ معارضات العهد لسببٍ أو آخر لا تستطيع أن تحمل راية مقاومة السلاح غير الشرعي، بعد أن عجزت عن مكافحة الفساد الذي نشره العهد في أجهزة الدولة. فأين نتلمس الضوء في نهاية النفق أيها اللبنانيون؟!
