وقد ارتفع عدد البلدان التي يتعرض فيها الأشخاص للعنف بسبب معتقداتهم الدينية من 39 إلى 56 دولة بين عامي 2007 و 2017.
في ألمانيا أيضاً تدخل الاعتداءات ذات الصبغة الدينية ضمن الحياة اليومية. ووفقًا للتقرير الخاص بحماية الدستور في عام 2018، تم تسجيل 453 جريمة ذات “دوافع دينية أيديولوجية” العام الماضي. لكن يلاحظ أن هذه الأرقام آخذة في الانخفاض، إذ في عام 2017، تم تسجيل 907 جريمة بنفس الدافع.
الخطر داخل مراكز إيواء اللاجئين
مراكز إيواء طالبي اللجوء هي أيضاً من بين الأماكن التي تشهد حالات للعنف والاعتداءات بسبب الدين في ألمانيا. وعن هذه الظاهرة يقول ديتمار شتاينر من جمعية “مساعدة اللاجئين العلمانيين”: “العنف داخل مراكز إيواء اللاجئين يكون أشد بكثير”. وذكر شتاينر إحدى الحالات التي يقدمون لها الدعم داخل الجمعية وهو أحد طالبي اللجوء المنحدرين من موريتانيا، والذي صدرت في بلده فتوى بحقه بسبب منشور على صفحته الشخصية في موقع فيسبوك. وقد علق في المنشور على حادث القطار في القاهرة بالقول: “كيف يسمح الله بمقتل كل هذا العدد من المسلمين؟”.
في عام 2007، وفقاً لدراسة مركز بيو للأبحاث بعنوان “نظرة فاحصة على كيفية اتساع نطاق القيود الدينية حول العالم” ، اقتصرت هذه الاعتداءات ذات الطابع الديني على أربع دول أوروبية. وفي العام 2017، شهدت 15 دولة في أوروبا اعتداءات من هذا النوع.

ضحايا الاعتداءات الدينية ليسوا فقط من الذين يصنفون أنفسهم من الملحدين وحسب، بل ايضا من المنتمين إلى مختلف الديانات ومن ضمنهم مسلمين ومسيحيين ويهود. فلوريان أيشوير من مؤسسة أماديو أنطونيو يؤكد تطور الظاهرة:” لسنوات ظل اليهود يشتكون من تفاقم وضعهم في ألمانيا، لكن الآن يرى معظمهم أن الوضع في تدهور متزايد”. ويشير أيشوير إلى دراسة أجرتها جامعة بيليفيلد في أبريل/ نيسان عام 2017 حول “وجهات النظر اليهودية بشأن معاداة السامية في ألمانيا”. ووفقاً لما خلصت إليه نتائج هذه الدراسة، فإن 70 في المائة من اليهود الذين شملهم استطلاع الرأي يخشون من ارتفاع نسبة المعادين للسامية بسبب المواقف المعادية لها بين اللاجئين. وفي الوقت نفسه، يرى 84 في المائة منهم أن معاداة السامية في ألمانيا تبقى مشكلة غير مرتبطة باللاجئين.
قمع الحكومات
على المستوى الرسمي تفاقمت عمليات الحظر والقيود عن طريق العقبات القانونية والبيروقراطية ضد جماعات دينية معينة. ووفقًا لمركز بيو، ارتفع عدد الدول التي فرضت مثل هذه القيود من 40 إلى 52 دولة بين عامي 2007 و 2017. وقد انضمت الصين و روسيا وإندونيسيا والسعودية إلى القائمة. وبشكل خاص ازداد قمع الحكومات للمجتمعات الدينية في منطقة الشرق الأوسط وشمال أفريقيا بنسبة 72 في المائة. وباستثناء لبنان، ووفقاً لمركز بيو للأبحاث، فإن جميع الدول العشرين في المنطقة تفضل ديناً معيناً. وفي 17 منها يُعد الإسلام دين الدولة الرسمي.

يستند استطلاع الرأي الذي أجري في شهر يونيو/ حزيران من هذا العام بتكليف من هيئة الإذاعة البريطانية (BBC)إلى آراء أكثر من 25 ألف شخص من 11 دولة عربية. باستثناء اليمن، ارتفعت نسبة السكان الذين يعرّفون أنفسهم على أنهم “غير متدينين” في جميع الدول المعنية بين عامي 2013 و 2018. أكبر تطور كان في تونس، حيث وصف ثلث السكان أنفسهم في عام 2018 بأنهم “غير متدينين”. وفي عام 2013، كانت النسبة لا تزال 10 في المائة. في المغرب، ارتفعت النسبة من أربعة إلى عشرة في المائة، وفي ليبيا من 10 إلى 25 في المائة وفي الجزائر من سبعة إلى اثنتي عشرة في المائة. في المقابل، فإن هذا الاتجاه بالكاد ملحوظ في العراق والأردن والأراضي الفلسطينية.
