سكاي نيوز عربية – أبوظبي / أعلن رئيس الوزراء التونسي إلياس الفخفاخ، ليل السبت الأحد، عن حزمة إجراءات إستثنائية تبلغ كلفتها ملياري ونصف المليار دينار (850 مليون دولار) تهدف إلى حماية الأفراد والمؤسسات من أجل التخفيف من التاثيرات السلبية لتفشي وباء كورونا.
وقال الفخفاخ في كلمة متلفزة إن الإجراءات التي اتخذتها الحكومة منذ بدء تفشي وباء كورونا استهدفت حماية المواطن التونسي وعدم فقدان أماكن العمل ودعم المؤسسات الاقتصادية من أجل الخروج من الأزمة.
وأضاف أنه من أجل تحقيق هذه الأهداف “قررنا الإجراءات الاستثنائية التالية التي تناهز كلفتها 2500 مليون دينار”:
أولا: للمحافظة على مواطن الشغل وضمان تواصل الدخل للعمال والأجراء والموظفين وتخفيف العبئ المالي عليهم:
1- فتح خط تمويل بقيمة 300 مليون دينار كمساعدات لفائدة العمّال المحالين على البطالة الفنية.
2- تخصيص اعتمادات مالية استثنائية بقيمة 150 مليون دينار لفائدة الفئات الهشة ومحدودي الدخل والفئات ذات الاحتياجات الخاصة.
3- تأجيل خلاص أقساط القروض البنكية لمدة 6 أشهر بالنسبة للذين لا يتجاوز دخلهم الشهري ألف دينار.
ثانيا: بالنسبة للمؤسّسات الاقتصادية وخاصة المؤسّسات الصّغرى والمتوسّطة وأصحاب المهن الحرّة:
1- تأجيل دفع الأداءات لمدة 3 أشهر ابتداءا من أول أبريل.
2- تأجيل دفع المساهمة في الضمان الاجتماعي للثلاثية الثانية لمدة 3 أشهر.
3- تأجيل خلاص أقساط الديون البنكية والمؤسسات المالية لمدة 6 أشهر.
4- جدولة الديون الجبائية والديوانية لمدة 7 سنوات.
5- وضع خط ضمان بقيمة 500 مليون دينار لتمكين المؤسسات من قروض جديدة للتصرف والأشغال.
6- التمكين من استرجاع فائض الأداء على القيمة المضافة في أجل أقصاه شهر.
الصحة التونسية تحث المواطنين على الالتزام بالحجر الصحي
ومن أجل المحافظة على المؤسسات الاقتصادية ودعمها في استئناف نشاطها:
1- إحداث صناديق استثمارية بمبلغ جملي قدره 700 مليون دينار لهيكلة ورسملة المؤسسات المتضررة.
2- السماح للشركات المصدرة كليا بترفيع نسبة التسويق في السوق المحلية من 30 في المئة إلى 50 في المئة.
3- تمكين الشركات من إعادة تقييم العقارات المبنية وغير المبنية المضمنة بموازنتها حسب قيمتها الحقيقية.
4- إقرار عفو جبائي وديواني لفائدة المطالبين بالأداءات المتخلدة بذمتهم.
5- إعفاء المؤسسات التي أبرمت صفقات عمومية وتعطل إنجازها نتيجة أزمة الكورونا من خطايا التأخير لمدة أقصاها 6 أشهر.
ثالثا: إجراءات دعم المخزون الاستراتيجي:
توفير اعتمادات إضافية بقيمة 500 مليون درهم لدعم المخزون الاستراتيجي من الأدوية والمواد الغذائية والمحروقات.
رابعا: دراسة التعديلات القانونية لتعليق وقتي للملاحقات في الجرائم المالية، والعمل على إيقاف كل القرارات إلي تخص رسوم الماء والكهرباء والهواتف لمدة شهرين.
