مراسل @aliyahi32735487 عادت التغيرات في المؤسسة العسكرية لتصنع الحدث في الجزائر، على الرغم من الأزمة الصحية التي ضربت العالم بسبب فيروس كورونا، حيث عيّن الرئيس تبون بصفته وزير الدفاع القائد الأعلى للقوات المسلحة، الجنرال محمد قايدي على رأس هيئة الاستعمال والتحضير، الذي يعتبر المنصب الثالث في قيادة أركان الجيش. وجاء التعيين عكس كل توقعات المتابعين بمن فيهم السياسيون الذين روّجوا منذ سقوط “العصابة” في يد المصالح الأمنية لقيادة الجنرال قايدي لجهاز الاستخبارات المعروف بدائرة الاستعلام والأمن، التي كان يديرها الجنرال محمد مدين المدعو توفيق، وعلى الرغم من أن الخطوة فتحت باب التساؤل على مصراعيه حول أسباب تجنب منحه جهاز الاستخبارات، غير أنها كشفت في المقابل عن استمرار عمليات “التطهير والترتيب” داخل المؤسسة العسكرية التي بدأها قائد الاركان الراحل قايد صالح. تمهيد لرئاسة قيادة الاركان؟ يعتقد أستاذ القانون والعلوم السياسية إسماعيل معراف في تصريح لـ”اندبندنت عربية”، أن تعيين الجنرال محمد قايدي في هذا المنصب الحساس، تمهيد لتعيينه في منصب قائد الأركان خلفاً لسعيد شنقريحة، وذلك بطلب من الأخير. وقال إنه بحسب المعلومات فإن الراحل قايد صالح هو نفسه كان يحضّره لهذا المنصب، استعداداً لدخول الجيش مرحلة جديدة، مشيراً إلى أنه من الصعب على الجيش الاستمرار في الدور السابق ذاته لأن الحراك أوجد حالة سياسية غير مسبوقة. وتابع معراف أنه من المنتظر أن يتواصل الحراك لإجبار العسكر على التراجع عن فكرة السيطرة على الحكم، ودفعه إلى قبول فكرة تقاسم السلطة مع الطبقة السياسية التي سيفرزها الحراك مستقبلاً. وختم رداً على سؤال حول علاقة التعيين بما يحدث في المنطقة وجوار الجزائر، أن “النظام في الجزائر غير معني بما يجري في المحيط، لأن ذلك شأناً فرنسياً وأميركياً، والقرار الدبلوماسي هو بيد باريس التي تحمي استقرار النظام في الجزائر من هزات اجتماعية وسياسية مقابل مصالح جمة تحصل عليها”. استمرار الارتباك وفتح التعين أبواب الحديث عن استمرار “الارتباك” داخل المؤسسة العسكرية بعد رحيل قايد صالح، بخاصة أن هناك جهات عسكرية كانت رافضة للرئيس تبون ودعمت منافسه في الانتخابات الرئاسية الأخيرة عز الدين ميهوبي، ويؤكد ذلك الاحتفاظ بقائد القوات البرية سعيد شنقريحة في منصب قائد الأركان بالنيابة، في حين يتواجد الأعلى رتبة في المؤسسة العسكرية الفريق بن علي بن علي، على رأس الحرس الجمهوري، فلا شنقريحة ثُبّت قائداً للأركان، ولا بن علي منحوه المنصب أو أحالوه على التقاعد. استعداد لأسوأ سيناريو “كورونا” في المقابل، عبر السياسي أنور هدام في حديث لـ”اندبندنت عربية”، عن أمله في أن يكون التعيين لصالح مواجهة فيروس كورونا، حيث في حالة تدهور الأوضاع لا قدر الله، سيكون البلد في حاجة ماسة إلى تدخل الجيش لتكثيف جهود تأمين الحجر الصحي والابتعاد الاجتماعي والاستعانة بمعدات المستشفيات العسكرية. وتساءل “هل هذا التعيين يدخل في استراتيجية مواجهة جائحة كورونا التي هي على رأس انشغالات الشعب في هذه المرحلة؟”، مضيفاً أن الشعب الجزائري علّق حراكه السلمي الحضاري حتى لا يعرقل الجهود التي على السلطات بذلها لمواجهة الفيروس الخطير. من جهة ثانية، يُعتبر رئيس دائرة الاستعمال والتحضير ثالث أهم منصب في هرمية الجيش الجزائري، بعد قيادة الأركان والقوات البرية، حيث تشرف الهيئة على التنسيق والتحضير بين القوات البرية والجوية والبحرية، وتعيين أصغر جنرال لهذا المنصب قد يكون في سياق الدفع بالشباب وأصحاب الكفاءات إلى الصفوف الأمامية في الدولة الجزائرية الجديدة وفق رؤية الرئيس تبون. بين العادي والثقة من جانبه، يصنف الكاتب والإعلامي محمد دلومي في حديث لـ”اندبندنت عربية”، هذا التعيين في خانة العادي بتدوير المناصب في المؤسسة العسكرية وفق قوانين الجمهورية. وقال إنه “كان بالإمكان إصدار قراءات سياسية لهذا التعيين لو كنا في حالة فراغ دستوري أو في مرحلة ما قبل الانتخابات الرئاسية”، مؤكداً أنه على الرغم من محاولات البعض إعطاء صبغة سياسية لهذا التغيير وإيهام الرأي العام بوجود صراع داخل المؤسسة العسكرية، إلا أن الوضع السياسي المستقر الذي تمر به البلاد يثبت أن التعيين عادي. كما يعتبر المحلل السياسي مومن عوير، أن الجنرال قايدي يشترك مع قائد الأركان بالنيابة شنقريحة في كونهما من رجالات قائد الأركان السابق قايد صالح، وعليه قد يكون هذا التعيين من باب الثقة، حيث أن شنقريحة عمل على تنصيب من يضع فيهم ثقته الكاملة في مثل هذه المناصب القيادية بعد التشاور مع رئيس الجمهورية بصفته وزير الدفاع. في السياق ذاته، عيّن الرئيس تبون العميد عبد الغاني راشدي نائباً للمدير العام للأمن الداخلي بصلاحيات واسعة، حيث عيّن رئيس أركان الجيش
