عرب وعالمعربي انتخابات مجلس الشورى القطري: من هم أبناء قبيلة آل مرّة الذين تعتبرهم الحكومة غير قطريين؟ by admin 5 أكتوبر، 2021 written by admin 5 أكتوبر، 2021 153 BBC \ قالت “هيومن رايتس ووتش” إن القوانين التي تم إقرارها في يوليو/تموز من هذا العام حول الانتخابات التشريعية الأولى في قطر، ستحرم فعليا آلاف القطريين من الاقتراع أو الترشح. وشهدت قطر في أغسطس/آب الماضي، احتجاجات واسعة من قبل بعض أبناء قبيلة آل مرّة القطريين، حول قانون الانتخابات البرلمانية (مجلس الشورى) المقررة يوم السبت، في الثاني من أكتوبر/ تشرين الأول، والذي أثار جدلاً واسعاً بعد أن تم التصديق عليه من قبل أمير قطر، تميم بن حمد آل ثاني. وسيقتصر حق الترشح والتصويت في هذه الانتخابات، على القطريين “الأصليين”، بينما القطريون المجنسون المولودون في قطر والذين حصل أجدادهم على الجنسية القطرية، فيحق لهم التصويت فقط، ولن يُسمح لباقي المجنسين بالترشح أو التصويت. وجاءت الاعتراضات على البند الذي ينص على “أن تكون جنسية الشخص الأصلية قطرية”، هذا الشرط بالتحديد أدى إلى خروج قبيلة آل مرّة، في المظاهرات احتجاجاً على “إقصائهم من حقهم الطبيعي في الترشح أو حتى التصويت بالنسبة لبعض أبناء آل مرّة”. ويقول بنو مرّة، إن جذورهم عريقة في البلاد وتعود إلى ما قبل ولادة دولة قطر أساساً. من هم آل مرّة ولماذا هناك جدل حول أصولهم؟ كانت القبائل والعشائر المحلية والأجنبية التي تقطن قطر، متنوعة ومتنافسة، إلى حين خضوعها لحكم أسرة آل ثاني، في القرن التاسع عشر، بمساعدة بريطانيا التي بالمقابل، كانت تسيطر على سياسة قطر الخارجية حتى استقلالها في عام 1971. ويتوزع معظم أبناء آل مرّة في دول الخليج العربي، مثل الإمارات والكويت والبحرين وبشكل أساسي في قطر والسعودية اللتين وقّعتا على اتفاقية ترسيم الحدود النهائية بينهما عام 2001. ولقبيلة بنو مرّة تاريخ متقطع مع الدولة القطرية. ففي عام 1995 ، تمت الإطاحة بأمير قطر آنذاك، خليفة بن حمد آل ثاني، في انقلاب قام به نجله حمد بن خليفة آل ثاني (والد الأمير الحالي). في عام 1995، استولى الشيخ حمد بن خليفة على السلطة في انقلاب أبيض على أبيه الشيخ خليفة بدعم من القوات المسلحة القطرية ومجلس الوزراء وبعض الدول المجاورة. و في عام 1996 ، حاول خليفة بن حمد آل ثاني، استرداد السلطة، وسانده في مساعيه أبناء قبائل آل مرّة. وزعمت الحكومة القطرية أن السعودية والإمارات والبحرين لعبت دوراً في ” مؤامرة عام 1996 ” لإعادة الأمير خليفة إلى السلطة. ومنذ ذلك الحين، لم يخف التوتر بين آل مرّة والدوحة. وفي عام 2005 جرّدت الحكومة القطرية، الآلاف من أبناء قبائل آل مرّة، من جنسياتهم وبذلك حُرموا من حقوق المواطن القطري الأساسية. وفي عام 2019، نددت منظمة هيومن رايتس ووتش، بإلغاء قطر لجنسية أبناء البلد بشكل تعسفي، وحرمتهم من حق الحصول على وظائف لائقة في القطاع العام وتلقي الرعاية الصحية المجانية وفرضت قيوداً على التعليم والزواج وفتح الحسابات المصرفية والحصول على رخص القيادة إلى جانب الاعتقالات بحق أبنائها بحسب ما قالت المنظمة. وعندئذ، بررت قطر سبب سحب الجنسية من أبناء عشيرة الغفران (أحد أفرع بنو مرّة ) بأنهم يحملون الجنسية السعودية وأن القانون القطري يمنع ازدواج الجنسية. وتعد قبيلة بنو مرّة بمثابة المظلة الكبرى لآل الغفران وآل بحيح وآل فهيدة وآل جابر وآل زيدان. ومعظمهم يقطنون شرق شبه الجزيرة العربية في السعودية وقطر. وتقول قبيلة آل مرّة، إن أبناءها ضحايا التمييز والإجراءت التعسفية بسبب رفضهم انقلاب أمير قطر السابق على والده في عام 1996، مما عرّض أفراد ووجهاء القبيلة بحسب زعمهم، للتنكيل وسحب الجنسيات وإبعادهم إلى خارج بلادهم باتجاه الدول المجاورة كنوع من العقاب الجماعي. TWITTER اعتقلت السلطات المحامي هزاع بن علي بسبب رسالة وجهها إلى الأمير تميم حول حقوق آل مرّة وأشار دبلوماسيون إلى أن العديد من مزدوجي الجنسية الآخرين في قطر لم يتأثروا بهذا القانون. كما تحدثت هيومن رايتس ووتش إلى بعض الأشخاص الذين سُحبت منهم جنسياتهم، نفوا جميعهم امتلاكهم لجنسية ثانية في الوقت الذي سحبت السلطات منهم جنسياتهم. وقال آخرون إنهم تمكنوا من الحصول على جنسية ثانية، لكن أصولهم تبقى قطرية. ورغم أن الحكومة القطرية أعادت الجنسية إلى عدد كبير منهم في السنوات الماضية، لكنها استمرت في سحب جنسيات المزيد من أبناء القبيلة. وخلال الأزمة الخليجية بين دول الخليج ومصر من جهة وقطر من جهة أخرى في عام 2017 ، وصف زعيم قبائل آل المرّة الشيخ طالب بن لحوم بن شريم، حكومة قطر بأنها “ملاذ للإرهابيين” واتهمها بأنها قريبة جداً من إيران في مقابلة على قناة العربية السعودية الإخبارية. فسحبت السلطات القطرية جنسية بن شريم إلى جانب 55 شخصاً آخر من نفس القبيلة. وزادت وتيرة الاعتراضات على القانون في الأسبوع الماضي وأطلق رواد مواقع التواصل الاجتماعي، هاشتاغات مثل “هل قطر قبل آل مرّة” و”قطر تنتفض” كما نشروا فيديوهات ومنشورات علق من خلالها أصحابها على القانون “التعسفي” بحق أبناء القبيلة، وطالبوا بمقاطعة الانتخابات التي وصفوها بـ “العنصرية وغير المنصفة”. واعتقلت السلطات إثر ذلك سبعة أشخاص بتهمة “نشر أخبار غير صحيحة وإثارة النعرات العنصرية والقبلية”. قانون الجنسية الدستوري وبحسب المادة 16، “لا يجوز التساوي بين من اكتسب الجنسية القطرية وبين القطري الأصلي، فيما يتعلق بالوظائف العامة أو العمل في قطاعات الدولة المختلفة قبل مرور 5 سنوات من حصولهم على الجنسية، ولا يحق لمن اكتسب الجنسية القطرية الانتخاب أو الترشيح أو التعيين في أي هيئة تشريعية”. لكن المحامين والنخبة من آل مرّة يرون هذا القانون غير دستوري ويستثنيهم من حقوقهم الطبيعية، ويتمسكون بقانون الجنسية الدستوري الذي صدر في عام 1961، وبموجبه يحصلون على كافة الحقوق كأي مواطن قطري، بعد عشرة سنوات من حصولهم على الجنسية، كما يتمتع أبناؤهم بتلك الحقوق فور ولادتهم بشكل تلقائي. ولكن ماذا يعني أن يكون الشخص ذو أصول قطرية؟ بحسب المادة الأولى من قانون الجنسية القطرية، القطريون هم: المتوطنون في قطر قبل عام 1930 ميلادية وحافظوا على إقامتهم العادية فيها، واحتفظوا بجنسيتهم القطرية حتى تاريخ العمل بالقانون رقم (2) لسنة 1961. من ثبت أنه من أصول قطرية، ولو لم تتوفر فيه الشروط المنصوص عليها في البند السابق، وصدر باعتباره كذلك قرار أميري. من ردت إليهم الجنسية القطرية طبقاً لأحكام القانون. من ولد في قطر أو في الخارج لأب قطري بموجب البنود السابقة.
