CANADAكندا عربي المعارضة الكندية تطلب من مفوّض الأخلاقيات فتح تحقيق ثان حول مورنو في قضية “وي تشاريتي” by admin 24 يوليو، 2020 written by admin 24 يوليو، 2020 153 راديو كندا الدولي/ إعداد فادي الهاروني | barid@rcinet.ca طلب كلٌّ من حزب المحافظين الكندي، الذي يشكّل المعارضة الرسمية في مجلس العموم، والحزبِ الديمقراطي الجديد، اليساري التوجه وثالث أحزاب المعارضة، رسمياً من المفوض الفدرالي للشؤون الأخلاقية وتضارب المصالح ماريو ديون إجراءَ تحقيق حول ما كشف عنه أمس وزير المالية الفدرالي بيل مورنو قي قضية “وي تشاريتي” (WE Charity – UNIS). وكان وزير المالية في حكومة الحزب الليبرالي الكندي قد أعلن أمس أمام لجنة المالية التابعة لمجلس العموم أنه أرسل في وقت سابق من اليوم نفسه شيكاً بقيمة 41.366 دولاراً لمنظمة “وي تشاريتي” الخيرية بهدف تسديد نفقات متصلة برحلات إنسانية إلى كينيا والإكوادور قام بها مع أفرادٍ من عائلته عام 2017. وأضاف مورنو أنه كانت لديه “دوماً النية في تسديد التكلفة الكاملة لهذه الرحلات” وأنه لم يدرك سوى مؤخراً أنه لم يسدّد المبلغ بعد، وأقرّ بأنّ ذلك يشكل “خطأً” من قبله وقدّم الاعتذار عن هذا “الخطأ”. ومن جهتهم قال ثلاثةٌ من نواب حزب المحافظين، هم مايكل كوبر ومايكل باريت وبيار بوالييفر، في مؤتمر صحفي عقدوه اليوم إنّ حزبهم طلب بشكل محدد من مفوض الشؤون الأخلاقية التحقق مما إذا كان وزير المالية قد انتهك قانون تضارب المصالح. الناطق باسم حزب المحافظين للشؤون المالية بيار بوالييفر خلال إحدى مداخلاته في مجلس العموم / Adrian Wyld / CP “يحاول بيل مورنو إقناعنا بأنه، فجأةً وفي اليوم نفسه الذي كان سيدلي فيه بشهادته أمام هذه اللجنة البرلمانية، لاحظ أنّ هذه التكاليف لم تكن قد سُدِّدت. لا أحد يصدّق هذا الجانب من القصة”، قال بوالييفر وهو الناطق باسم حزب المحافظين للشؤون المالية. وكرّر المحافظون مطالبتهم باستقالة وزير المالية في حكومة جوستان ترودو. ويشغل مورنو هذا المنصب منذ تشرين الثاني (نوفمبر) 2015. ومن جهته نشر عضو مجلس العموم عن الحزب الديمقراطي الجديد تشارلي أنغوس على موقع “تويتر” للتواصل الرسالةَ التي وجهها إلى مفوض الشؤون الأخلاقية والتي طلب منه فيها النظر في مسألة عدم كشف مورنو النقاب عن “الهدية” التي تلقاها من “وي تشاريتي”، ما يشكل انتهاكاً، حسب قوله، لقانون تضارب المصالح. ولا يستثني الحزب الديمقراطي الجديد المطالبة، هو الآخر، باستقالة مورنو، لكنه يؤثر الاطّلاع قبل ذلك على خلاصات مفوض الشؤون الأخلاقية قبل اتخاذ موقف في هذا الملف، كما قال نائب رئيس الحزب أليكساندر بولريس. المفوض الفدرالي للشؤون الأخلاقية وتضارب المصالح ماريو ديون (Adrian Wyld / CP) وكان المفوّض قد قال الأسبوع الماضي إنه سيجري تحقيقاً حول كون مورنو لم يُقصِ نفسه عن المحادثات التي أجرتها الحكومة بشأن العقد الذي منحته لـ”وي تشاريتي” بالرغم من العلاقة الوثيقة التي تربط ابنتاه غرايس أكان وكلير بهذه الجمعية الخيرية الواقع مقرها الرئيسي في تورونتو، كبرى مدن كندا. وكرّر مورنو أمس الاعتذار لكونه لم يُقصِ نفسه عن تلك المحادثات التي أفضت إلى منح “وي تشاريتي” في الربيع الفائت، ودون إجراء مناقصة، عقداً بقيمة 912 مليون دولار لإدارة برنامج يقدّم منحاً دراسية للطلّاب لقاء قيامهم بأعمال تطوعية. وألغت حكومة ترودو فيما بعد العقد بسبب الجدل الذي أُثير حول ظروف منحه لـ”وي تشاريتي”. ويجري مفوض الشؤون الأخلاقية تحقيقاً حول رئيس الحكومة أيضاً. فترودو، هو الآخر، لم يُقصِ نفسه عن المحادثات المتصلة بالعقد بالرغم من وجود علاقاتٍ وثيقة بين أفرادٍ من أسرته والجمعية الخيرية. فزوجة ترودو، صوفي غريغوار، ووالدته مارغاريت سينكلير وشقيقه أليكساندر تقاضوا جميعاً بدلات أتعاب من “وي تشاريتي” عن خطابات ألقوها في حفلات ولقاءات نظمتها الجمعية، وبلغت قيمتها 250.000 دولار لوالدة رئيس الحكومة و32.000 دولار لشقيقه خلال الفترة الممتدة بين عاميْ 2016 و2020. رئيس الحكومة الكندية جوستان ترودو وزوجته صوفي غريغوار في كانون الأول (ديسمبر) 2019 / Justin Tang / CP ووصل ترودو إلى سدّة الحكم في أوتاوا في تشرين الثاني (نوفمبر) 2015. وهو رئيس حكومة كندا بشكل متواصل منذ ذاك التاريخ، إذ فاز الليبراليون بقيادته بحكومة أقلية في الانتخابات العامة الأخيرة في تشرين الأول (أكتوبر) الفائت. واعتذر ترودو أكثر من مرة الأسبوع الماضي لعدم إقصاء نفسه عن المحادثات المتصلة بـ”وي تشاريتي”. وسيمثل رئيس الحكومة ورئيسة مكتبه كايتي تيلفورد أمام لجنة المالية التابعة لمجلس العموم للإدلاء بشهادتيهما أيضاً في هذه القضية. وسبق لمفوض الشؤون الأخلاقية أن لام ترودو مرتيْن منذ وصوله إلى سدة الحكم. ومن جهته يطالب حزب الكتلة الكيبيكية، ثاني أحزاب المعارضة، بانسحاب ترودو من مهامه كرئيس للحكومة لصالح نائبته كريستيا فريلاند ريثما تنكشف كلّ الحقائق المتصلة بالقضية.
