دمى تحركها “الممانعة” وتخضع لتعليماتها. العرب اللندنية / علي الأمين – كاتب لبناني منذ أكثر من أسبوعين، يشهد لبنان سلسلة تحركات احتجاجية من قبل اللاجئين الفلسطينيين، ضد إجراء قامت به وزارة العمل اللبنانية، ينطوي على تنفيذ قانون إلزام اللاجئ الفلسطيني بالحصول على إجازة عمل. ورغم إعفاء الفلسطينيين من رسوم الإجازة إلا أنّ الاحتجاجات لم تزل مستمرة بدعم من قوى سياسية لبنانية، تطالب بوقف هذا الإجراء، ولعل أبرز ما أظهرته هذه الاحتجاجات أن التظاهرات الفلسطينية خرجت من أسوار المخيمات وانتقلت إلى خارجها ولاسيما مدينة صيدا. لا أحد من اللبنانيين يشكك بالأوضاع الاجتماعية البائسة داخل المخيمات الفلسطينية، كما أن تنظيم العلاقة اللبنانية الفلسطينية هو حاجة لبنانية كما هو مطلب فلسطيني، خاصة وأن هذه العلاقة ظلت ولا تزال رهينة الحسابات الإقليمية؛ السورية في زمن الوصاية السورية سابقا والإيرانية اليوم، رغم الخطوات المهمة التي تم إنجازها خاصة على صعيد تشكيل لجنة الحوار اللبناني الفلسطيني بعد الانسحاب السوري من لبنان عام 2005. على أهمية هذه الخطوة المؤسساتية على هذا الصعيد، ما لبثت الوقائع السياسية، أن كشفت أن القرار اللبناني والقرار الفلسطيني في لبنان، هما خارج هذه اللجنة وفي مكان آخر، وتحديدا في جعبة المسيطر، أي إيران وتحت إدارة حزب الله. في هذا السياق وفي مشهد يحفزُ على القراءة السياسية، استقبل قبل يومين، مسؤول الملف الفلسطيني في حزب الله النائب السابق حسن حب الله، وفد الفصائل الفلسطينية في لبنان وعددا من المنظمات والمجموعات الإسلامية الناشطة في مخيم عين الحلوة، مثل “عصبة الأنصار” و”الحركة الإسلامية المجاهدة”، للبحث في ملفات عدة منها قرار وزير العمل. والأهم في اللقاء، هو أن المجتمعين أشادوا بمواقف حزب الله، وأثنوا على دوره في مواجهة “المشروع الأميركي الصهيوني” فضلا عن موقفه المعارض لإجراءات وزارة العمل اللبنانية. هذا اللقاء ممنوع على مؤسسات الدولة أن تديره، بمعنى أن الملف الفلسطيني يجب أن يبقى خارج دائرة العلاقات الرسمية بين الدولة اللبنانية والسلطة الوطنية الفلسطينية. وإلاّ ما معنى أن تفشل هيئة الحوار التي طلبت الاجتماع مع هذه الفصائل، فرفضت الأخيرة التجاوب بحجة “وجود وزير العمل في اللقاء”. السؤال الذي يطرح، هل تستطيع هذه الفصائل بما فيها حركة فتح، رفض دعوة حزب الله للقاء؟ بالتأكيد لا تجرؤ، ولم تفعل ذلك وما فعلته، لكنها تملك الجرأة على عدم التجاوب مع مؤسسة رسمية معنية وطالما كانت هيئة الحوار اللبناني الفلسطيني، متهمة من بعض المسؤولين بأنها منحازة للاجئين الفلسطينيين في لبنان. الكثير من المراقبين واللبنانيين عموما، أثارت انتباههم الاحتجاجات التي شهدتها شوارع مدينة صيدا وبعض المناطق الأخرى قبل أسبوع، لا رفضا أو قبولا لمبدأ حق الاحتجاج الفلسطيني تجاه أي قضية تعنيهم، بل لسبب آخر هو السماح الأمني غير المسبوق للفلسطينيين بالاحتجاج خارج المخيمات، وهذا لا يمكن أن يتم دون غطاء سياسي يقرره حزب الله بالدرجة الأولى، ولاسيما أن الفلسطينيين داخل المخيمات، وخاصة المنظمات التي تخضع لسلطة الرئيس محمود عباس أو المعارضة له، خاضعة إلى حدّ كبير لتوجهات حزب الله في ما يتصل حتى بإدارة أوضاع المخيمات الأمنية والسياسية، فممنوع على الفلسطينيين إنهاء حالات التسيب الأمني داخل المخيمات، ولا التوصل إلى صيغة موحدة ومرجعية فلسطينية واحدة تكون مسؤولة أمام الفلسطينيين وأمام الدولة اللبنانية. هذا المسار من إدارة “الورقة الفلسطينية” والقائم على استراتيجية إبقاء المخيمات الفلسطينية منصة لتوجيه الرسائل الأمنية، كانت منهجية سورية اعتمدت طيلة المرحلة الممتدة من عام 1985 مع بدء حرب المخيمات إلى عام 2005، تاريخ خروج الجيش السوري من لبنان، حيث ورث حزب الله هذه المنهجية، وصار المرجعية الفعلية لتوازن القوى داخل المخيمات، وضابط الإيقاع الفلسطيني في لبنان. ما يعزز هذه الحقيقة أن مختلف المنظمات الفلسطينية تتفق على العلاقة الجيدة مع حزب الله، وتتصارع في ما بينها وتقف في وجه الدولة إذا أراد حزب الله ذلك. لذا أن ترفض الفصائل الفلسطينية لقاء وزير العمل، ليس بطولة ذاتية بل استجابة لتعليمات “إلهية”، ولعل المشهد الذي كان فيه المحتجون الفلسطينيون يرفعون فيه أعلام حزب الله هو الأكثر تعبيرا عن الانسحاق الفلسطيني أمام رغبات حزب الله، وهو تشويه للهوية الفلسطينية حيث باتت الفصائل الفلسطينية تلوذ بعلم حزب الله ولا تجد في العلم الفلسطيني ما يغري على رفعه. المدخل المهم لفهم هذه العلاقة يتصل بقضية محورية عنوانها السلاح داخل المخيمات. لقد ثبت من خلال الوقائع منذ أكثر من ربع قرن، أن الوظيفة الأهم للسلاح الفلسطيني في لبنان هي الاقتتال الفلسطيني، بعدما منع على الفلسطيني ولاسيما من قبل محور الممانعة، أي نشاط عسكري ضد إسرائيل، فالمقاومة هي عنوان للعبة المزايدات الداخلية ولتسجيل المواقف ولتأبيد البؤس في المخيمات الفلسطينية، كوسيلة من وسائل الابتزاز السياسي الداخلي اللبناني والإقليمي من جهة، ولإبقاء المخيمات مصدر تفجير ومنصة رسائل في اتجاه الخارج حين تقتضي الحاجة. كانت السلطة الفلسطينية قد عرضت رسميا على الحكومة اللبنانية قبل عشر سنوات، وجددت الطلب قبل عامين، تنظيم مسألة السلاح الفلسطيني في لبنان، وأبدى أبومازن نفسه استعداد الجانب الفلسطيني لتسليم السلاح إلى الدولة اللبنانية، لكن المفارقة أن الرفض الفعلي كان لبنانيا، وتحديدا من قبل حزب الله كما أكدت ذلك مصادر رسمية فلسطينية، وليس من غاية وراء هذا الموقف كما تشير المصادر نفسها، سوى إبقاء الملف الفلسطيني رهن الاشتعال الأمني، وغبّ طلب الاستغلال السياسي من قبل الطرف المتحكم بالقرار اللبناني. المأساة الفلسطينية في خضم الاحتجاجات الأخيرة، هو مشهد القتل المجاني في مخيم عين الحلوة، حيث أدت معارك شهدها المخيم قبل يومين إلى سقوط قتلى، فيما لا يزال السلاح يتدفق إلى المخيمات، علما أن المخيم أشبه بسجن مسور يخضع لحراسة مشددة من قبل القوى الأمنية والعسكرية الرسمية اللبنانية. المأساة الفلسطينية التي يعبر عنها حال الفصائل الفلسطينية اليوم، أنها تحولت إلى مجرد دمى تحركها “الممانعة” وتخضع لتعليماتها، فيما الحقوق الفلسطينية من لبنان والحقوق اللبنانية على اللاجئين، عناوين محرّمة على المعالجة أو البحث الجدي. المأساة الفلسطينية في لبنان ليست في الحقوق المنتهكة، بل تتمثل في غياب القيادة الفلسطينية في
