عرب وعالمعربي السعودية ربحت حرب النفط لكن الثمن قد يكون باهظا by admin 22 أبريل، 2020 written by admin 22 أبريل، 2020 152 AFP / قد تكون السعودية قد فازت في حرب أسعار نفطية مع روسيا، لكن استراتيجية المملكة ساهمت بحسب خبراء في انهيار أسعار الخام المتأثّرة بفيروس كورونا المستجد، رغم اتفاق خفض انتاج تاريخي. وتراجعت العقود الآجلة للنفط الخام الأميركي إلى ما دون الصفر لأول مرة في التاريخ الاثنين، وسط وفرة في المعروض زادت من تفاقمها حرب الأسعار التي بدأت في آذار/مارس بين القوتين النفطيتين. وزادت السعودية، العضو في منظمة الدول المصدّرة “أوبك”، إنتاج النفط إلى مستويات قياسية في آذار/مارس ونيسان/أبريل وعرضت تخفيضات كبيرة ردا على رفض روسيا خفض صادراتها لرفع الأسعار. وتسبّبت هذه الخطوة بتراجع كبير في أسواق الطاقة حيث انخفضت الأسعار إلى أدنى مستوياتها في عدة سنوات، في وقت كانت السعودية تستعرض قوتها المالية لتؤكد أنها على النقيض من منافسيها قادرة على تحمّل الأسعار المنخفضة لسنوات. وأدّى اضطراب السوق في نهاية المطاف إلى عودة روسيا والمنتجين الآخرين إلى دائرة الاتفاق، ما ادى الى صفقة تاريخية لخفض الإنتاج بنحو 10 ملايين برميل يوميًا في أيار/مايو وحزيران/يونيو. لكن أسعار الخام استمرت في الانخفاض. وقالت تشينزيا بيانكو الخبيرة في شؤون الخليج في معهد “المجلس الأوروبي للعلاقات الدولية” لوكالة فرانس برس “كانت الكلفة بالنسبة لسوق الطاقة ما يقرب من شهرين من أسعار النفط المنخفضة، ولكن مع أكبر صفقة لخفض الإنتاج في التاريخ، فازت السعودية في حرب أسعار النفط”. وتداركت “هناك خطر كبير من أن الصفقة ضعيفة للغاية وقد تكون أتت متأخرة، ففي ظل عدم وجود إشارة الى أن أسعار النفط سترتفع بشكل مستدام، قد تكون الرياض أطلقت العنان لأمر لا تستطيع السيطرة عليه”. منع التفريغ خرجت أسعار الخام الأميركي لفترة وجيزة من المنطقة الحمراء الإيجابية الثلاثاء، لكن الانهيار يؤكد ان الضربة التي وجّهت لصناعة الطاقة ستكون طويلة الأجل. ويلقي المشرّعون الأميركيون اللوم على السعودية حيث يهدّد الانهيار إلى دفع منتجي النفط الأميركيين إلى الإفلاس. وقال السناتور الأميركي كيفين كرامر إن “الانخفاض الكبير يبرز سبب وجوب عدم السماح للسعودية بإغراق السوق، خصوصا بالنظر إلى ضعف طاقتنا التخزينية”. وأضاف “في الوقت الحالي، أكبر عدد من ناقلات النفط السعودية منذ سنوات في طريقها إلى شواطئنا. في ضوء المستجدات الأخيرة، أدعو الرئيس (دونالد) ترامب لمنعها من تفريغ حمولاتها في الولايات المتحدة”. ولدى سؤاله عن تعليق كرامر، لمح ترامب الاثنين إلى أنه يفكر في إمكان وقف شحنات النفط الخام السعودية القادمة إلى بلاده. وقال للصحافيين “لدينا بالتأكيد كثير من النفط. لذا سأنظر في ذلك”. وذهب عضو مجلس الشيوخ الأميركي الآخر جيمس إنهوف إلى أبعد من ذلك، مطالبا بفرض تعرفات جمركية على النفط السعودي. وكتب إنهوف في رسالة إلى وزير التجارة الأميركي ويلبر روس “من الواضح أن السعوديين والروس يواصلون إغراق سوق النفط العالمية في ما أعتبره محاولة لسحق منتجي النفط والغاز الأميركيين والاستحواذ على حصتهم في السوق”. وتابع “أحثّكم (…) على فرض رسوم جمركية على النفط المستورد من السعودية وروسيا، ومعاقبتهم على سلوكهم المدمر”. وتجاهلت المملكة السعودية هذه التصريحات، لكنّها أكدت الثلاثاء انها تراقب من كثب أوضاع سوق النفط ومستعدة لاتخاذ أي اجراءات اضافية لإيجاد توازن، رغم انها أعلنت في السابق انها لم تعد مستعدة للعب دور “المنتج البديل” الذي يتحمل عبء استقرار الأسواق. ثمن سياسي؟ يقول محللون إن انهيار الأسعار ستكون له عواقب واسعة النطاق، من تراجع الإيرادات في الاقتصادات المعتمدة على الطاقة، إلى التسبب بانكماش عالمي وإعاقة مشاريع التنقيب عن النفط. ويبدو الضرر الاقتصادي واضحا في دول الخليج، بما في ذلك السعودية أكبر مصدّر للنفط في العالم، والتي تمثل مجتمعة خمس إمدادات الخام العالمية وحيث يشكل دخل النفط 70 إلى 90 في المئة من الإيرادات العامة. ويمكن أن تقوّض هذه الصعوبات الإصلاحات الاقتصادية الطموحة التي قام بها ولي العهد الأمير محمد بن سلمان، الحاكم الفعلي للسعودية، لانهاء ارتهان المملكة للنفط. وسجّلت الرياض عجزًا في الميزانية في كل عام منذ آخر هبوط في أسعار النفط في عام 2014، وقد اقترضت أكثر من 100 مليار دولار وسحبت من احتياطياتها لسد العجز. واتفقت روسيا والسعودية على خفض إنتاجهما إلى 8,5 ملايين برميل في اليوم، لكن محللين يقولون إن مزيدا من الخفض قد يكون ضروريا إذا استمرت الأسعار في الانهيار. وقالت بيانكو “الرياض ربما تشعر الآن بالرضا بعدما أكّدت إرادتها وعزّزت قيادتها لسوق النفط العالمية (…) وأوضحت لموسكو أن السياسة الروسية يجب أن تتماشى مع استراتيجية النفط السعودية في المستقبل”. واضافت “لكن الحلقة لم تنته والمخاطر عالية بالنسبة للسعودية. قد يكون هناك ثمن سياسي يجب دفعه”. 40 comments 0 FacebookTwitterPinterestEmail admin previous post 22people killed in Nova Scotia rampage: RCMP next post فيروس كورونا يجبر البرلمان اللبناني على عقد جلسة تشريعية خارج مقره You may also like قرار قضائي بمنع الوزير السابق أمين سلام من... 20 مارس، 2025 حزب الله والخوف من سيناريو إسرائيلي جديد شبيه... 20 مارس، 2025 بيروت مستعدّة لتسليم أكثر من 700 سجين سوري... 20 مارس، 2025 مدير الأحوال المدنية في سوريا: قريبا إلغاء الجنسية... 20 مارس، 2025 رئيس بلدية إسطنبول المعتقل: ارفعوا أصواتكم 20 مارس، 2025 هل ما زالت لـ”حزب الله” مراكز داخل سوريا؟ 20 مارس، 2025 الجيش السوري: أي خرق من حزب الله لتفاهمنا... 19 مارس، 2025 إيران تلغي “شرطة الآداب” بالكامل 19 مارس، 2025 تقرير: رسالة ترمب إلى خامنئي تضمنت مهلة شهرين... 19 مارس، 2025 ترمب يتعهد القضاء على الحوثيين… وضربات تستهدف صنعاء... 19 مارس، 2025 40 comments зарубежные сериалы в хорошем HD качестве 24 مارس، 2024 -
