الرغم من أنه يقود تحركاً لانفصال الحركة عن السلطة الفلسطينية. وعمل طيلة الأشهر الماضية على إنهاء ملف الانقسام بين حركتي فتح وحماس بتكليف من الرئيس الفلسطيني محمود عباس، الذي تُوّج بالاتفاق على إجراء الانتخابات العامة خلال العام الحالي، قبل أن يؤجلها عباس في ظل عدم رضا الرجوب عن ذلك. وكشف أمين سر اللجنة المركزية لـ”فتح” عن معارضته طريقة تأجيل الانتخابات، الأمر الذي لقي رفضاً من فصائل وشخصيات فلسطينية باعتباره قراراً منفرداً، وقال إن “إخراج الموضوع كان خطأ، وكان يتوجب الدعوة إلى اجتماع للأمناء العامين للفصائل الفلسطينية برعاية مصرية لاتخاذ قرار التأجيل”. وكان عباس قرر في مايو (أيار) الماضي تأجيل الانتخابات بعد اجتماع للقيادة الفلسطينية من دون مشاركة حركة حماس والقوائم المرشحة، إلى حين “ضمان” إجرائها في القدس. لكن الرجوب شدد على أن “الكل مُجمِع على معارضة إجراء الانتخابات من دون القدس، كما أجريت في أعوام 1996 و2005 و2006″، مشيراً إلى “وجود إجماع وطني فلسطيني على مبدأ أن تكون القدس مشاركة في الانتخابات ترشيحاً وتصويتاً ودعاية انتخابية”. وشدد الرجوب على أن “لا حل وسط، ولا تراجع عن إجراء الانتخابات العامة في القدس”، مشيراً إلى “استمرار الجهود الفلسطينية مع الإدارة الأميركية والاتحاد الأوروبي لإجبار إسرائيل على السماح بإجرائها في القدس”. فالرجوب الذي كان اسمه في مقدمة قائمة حركة فتح للانتخابات التشريعية، أكد بأنه “لن يستطيع أحد حكم فلسطين إلا من خلال الانتخابات العامة التي أجريت آخر مرة قبل 15 عاماً، وأوصلت الرئيس عباس إلى رئاسة السلطة في عام 2005، وحركة حماس إلى الفوز بأغلبية المجلس التشريعي عام 2006 قبل أن تسيطر بعدها بعام على قطاع غزة، وتحكمه منفردة”. اختلافات في “المركزية” وتعليقاً على ذلك، اعتبر الكاتب السياسي جهاد حرب أن عدم رضا الرجوب عن طريقة تأجيل الانتخابات “يعبر عن وجود اختلافات بين أعضاء اللجنة المركزية لحركة فتح بشأن قضايا عدة ومنها ملف المصالحة مع حماس”، مضيفاً أن “الرجوب كان يحاول التوصل إلى تفاهمات مع الفصائل الوطنية بشأن الانتخابات وعدم اتخاذ قرار منفرد بتأجيلها”. وقال حرب إن الرجوب “تمكن من التقدم في مسار المصالحة مع حماس بسبب قوة شخصيته، وإمكاناته، وإدراك حماس أنه يستطيع الدفاع عن قراراته حتى لو تعارض ذلك مع مراكز القوى في حركة فتح”. وأوضح حرب أن الرجوب يشعر بأنه “زعيم تيار في حركة فتح، ولديه سلطة تقديرية تساعده على إنهاء ملف الانقسام، على الرغم من وجود قيادات في حركة فتح حاولت التخريب عليه، وعدم السماح له بتصدر المشهد”. انفصال “فتح” عن السلطة وبسبب الانتقادات الموجهة لحركة فتح بسبب أداء السلطة الفلسطينية، يقود الرجوب تياراً في الحركة يعمل على فصلها عن السلطة، على الرغم من أن الأخيرة يقودها رجال من الحركة التي عملت على تأسيس السلطة بعد توقيع اتفاق أوسلو عام 1993. وقال “لا يصح أن يكون هناك ارتباط بين الفصائل الوطنية والإسلامية ومؤسسات السلطة الفلسطينية؛ كالمؤسسة الأمنية، والرئاسة، وسلطة القضاء. يجب أن تخضع تلك المؤسسات لقانون الدولة وليس لأجندات الفصائل”. وأضاف أن “تلك الرؤية جاءت بعد نقاش داخلي في حركة فتح”، مشدداً على أن “تطبيق ذلك ليس سوى مسألة وقت، فأي تفاهم مستقبلي يقود إلى إنهاء الانقسام يجب أن يطبق تلك الرؤية، حتى لا نبقى في الموقع نفسه”. وبحسب الرجوب فإن الفلسطينيين “مقبلون على نظام سياسي ذي تعددية سياسية تحتم على الجميع أن يتصرف بعيداً عن القطبية الأحادية أو الثنائية”، مشدداً على أن حركة فتح “يجب أن تكون على يسار السلطة الفلسطينية في مواقفها”. القرب من “حماس” ورفض الرجوب وصفه بأنه أكثر الشخصيات في “فتح” قرباً من “حماس”، لكنه أشار إلى أنه قريب من حسّ الشارع الفلسطيني، قائلاً إنه “يعكس جوهر موقف حركة فتح، الذي يعتبر أن حماس جزء من النسيج الوطني الفلسطيني، وأن إدارة الخلاف معها تتم عبر الحوار”. وأضاف أن “حركة فتح عبرت بأهدافها، وبمبادئها عن مصالح الشعب الفلسطيني، وكانت العمود الفقري في النضال الوطني، ولا تستطيع التخلي عن مسؤولياتها في المنعطفات الحادة”. وأشار إلى أن “فتح اتخذت قرار إطلاق المقاومة العسكرية في منتصف ستينيات القرن الماضي، وأبرمت اتفاق أوسلو عبر منظمة التحرير، وتقود الآن المقاومة الشعبية السلمية”. ومع أن الرجوب يطرح رؤية تقوم على فصل الحركة عن السلطة، لكنه رفض بشدة فكرة أن “تكون الحركة تخلّت عن دورها كحركة تحرر وطني، وأصبحت حزباً حاكماً”، قائلاً إنها “ستبقى حركة تحرر وطني حتى إنهاء الاحتلال الإسرائيلي، وإقامة دولة فلسطينية مستقلة”. نزار بنات ضحية ويعتبر الرجوب من أوائل المسؤولين الذين اعترفوا بمسؤولية السلطة عن وفاة الناشط السياسي نزار بنات في يونيو (حزيران) الماضي، خلال محاولة جهاز الأمن الوقائي اعتقاله من مدينة الخليل. وتسبب ذلك باندلاع موجة احتجاجات على وفاته، في حين قالت مؤسسات حقوقية فلسطينية إن تعامل السلطة مع قضية بنات اتسم “بالتخبط والبطء”. وأوقف القضاء العسكري الفلسطيني 14 عنصر أمن فلسطيني شاركوا في اعتقال بنات، إذ أظهر تشريح جثمانه بأنه “تعرضه لضرب مبالَغ فيه وغير مبرر سبّب وفاته”. وعبر الرجوب عن أسفه لوفاة الناشط، وقال إنه “ضحية”، لكنه شدد على أنه متأكد من أنه لم يكن هناك قرار مسبق بقتله. ودعا إلى انتظار نتيجة التحقيقات والمحاكمات. لكن الرجوب عبر عن رفضه تسييس عائلة بنات القضية، وتحويلها إلى قضية جدلية في المجتمع الفلسطيني، مضيفاً أن “التسييس كان خطأً”. وشدد الرجوب على احترام القيادة الفلسطينية الحريات العامة، وحماية التظاهرات الشعبية السلمية، لكنه طالب بأن تكون “ضمن القانون، وليست على حساب الناس، وبأن تخلو من العنف اللفظي
