GETTY IMAGES، هُزم جيش منغستو هيلا مريام قبل ثلاثة عقود مداهمة قاعدة عسكرية لتنظيم القاعدة وعلى مدى السنوات السبع التالية، قاد الجنرال عملية إعادة بناء الجيش الإثيوبي، ومُنح رتبة جنرال ومنصب رئيس الأركان. وخلال السنوات العشرة التي قضاها تسادكان كرئيس لقوات الدفاع الوطني الإثيوبية، شكل القادة السابقون في جبهة تحرير تيغراي، نواة الجيش، الأمر الأمر الذي أدى إلى بروز اصوات معارضة قالت أن الجيش لم يكن متوازناً عرقياً، لأن أبناء تيغراي يشكلون حوالي 6٪ فقط من السكان بينما يمثلون غالبية القوات المسلحة. عاد الجنرال تسادكان إلى الدراسة في الجامعة للحصول على ماجستير إدارة الأعمال عن طريق المراسلة في الجامعة المفتوحة في المملكة المتحدة. ويتذكر البروفيسور غرايم سلامان تلميذه السابق بقوله: “كان هادئاً بعيداً كل البعد عن صفات ضابط الجيش النمطي، كان مولعاً بالتأمل ومستمعاً جيداً منفتح الذهن وخجولاً ولكن بالطبع كان بداخله قلب من حديد”. ربما كانت الحرب الأهلية قد انتهت ولكن القرن الأفريقي كان لا يزال في حالة اضطراب. وأرسل الجنرال قواته لمداهمة قاعدة خاصة بتنظيم القاعدة في الصومال عام 1996 كما أرسل سراً قوات عبر الحدود إلى السودان لدعم مناهضي حكم الرئيس عمر البشير.
