عرب وعالمعربي إيران تدفع الأحزاب الشيعية في العراق إلى عزل رئيس الجمهورية by admin 18 مارس، 2020 written by admin 18 مارس، 2020 250 بسبب تكليف الزرفي بتشكيل الحكومة اندبندنت عربية / محمد ناجي صحافي @mohamme84352094 يتعرض الرئيس العراقي برهم صالح لضغوط سياسية هائلة بسبب قراره تكليف عدنان الزرفي بتشكيل الحكومة الجديدة، متحدياً الرغبة الإيرانية في تأجيل هذا الأمر. وكانت ميليشيات عراقية موالية لإيران، بادرت منذ صدور قرار التكليف إلى تهديد الرئيس العراقي، واصفة الزرفي، وهو قيادي بارز في تحالف “النصر” بزعامة حيدر العبادي ومحافظ سابق للنجف، بأنه “صبي الأميركان” بسبب علاقاته الوثيقة بالولايات المتحدة. انقلاب بتشجيع إيراني فجر الأربعاء 18 مارس (آذار) 2020، انقلبت أحزاب شيعية على رئيس الجمهورية في العراق، بعدما دعمت قراره تكليف الزرفي، ما تسبب في تشنج الأجواء السياسية في بغداد. على سبيل المثال، تراجع ائتلاف “دولة القانون” بزعامة نوري المالكي وتيار “الحكمة” بزعامة عمار الحكيم عن دعم الزرفي، بعدما كانا ضمن القوى التي شجعت برهم صالح على تكليفه، فيما قال مراقبون إن “الضغوط الإيرانية أتت أكلها”. عقد زعماء شيعة بارزون، مقربون من طهران، في وقت متأخر من مساء الثلاثاء 17 مارس، اجتماعاً انتهى إلى الاتفاق على التصعيد ضد برهم صالح وقطع الطريق على الزرفي. حضر الاجتماع زعيم ائتلاف “دولة القانون” نوري المالكي وزعيم تحالف “الفتح” هادي العامري ورئيس هيئة الحشد الشعبي فالح الفياض وزعيم المجلس الأعلى همام حمودي. بيان شديد اللهجة ضد الرئيس وقّع ائتلاف “دولة القانون” وتحالف “الفتح” المدعوم إيرانياً ويقوده زعيم منظمة بدر، فجر الأربعاء، بياناً شديد اللهجة ضد رئيس الجمهورية، بسبب تكليف الزرفي، تضمن تلويحاً باتخاذ إجراءات قانونية وسياسية وشعبية تصعيدية. جاء في البيان، “في الوقت الذي يعيش شعبنا أوضاعاً استثنائية وأزمات حادة على الصعد الاقتصادية والصحية والاجتماعية، نعيش مع استحقاق دستوري حاكم تأخر حسمه ووقعت فيه مخالفات دستورية وتجاوز للأعراف والسياقات السياسية المعمول بها في الدولة العراقية الاتحادية وآخرها ما حدث من إقدام رئيس الجمهورية برهم صالح على تجاوز جميع السياقات الدستورية والأعراف السياسية وذلك من خلال رفضه تكليف مرشح الكتلة الأكبر ابتداء بطريقة غير مبررة وإعلانه ذلك رسمياً”، تذكيراً برفض صالح تكليف محافظ البصرة أسعد العيداني عندما رشحته القوى القريبة من إيران في وقت سابق لتشكيل الحكومة. عبّرت كتلتا “الفتح” و”دولة القانون” عن قلقهما من أن “حامي الدستور يعلن مخالفته الدستورية على الملأ”، فيما انتقدتا “قيامه أخيراً بتكليف مرشح آخر من دون موافقة أغلبية الكتل المعنية بذلك”. ويرفض التحالف والائتلاف، في البيان، “هذا المسار وما نتج منه من تكليف، وسنستخدم جميع الطرق والوسائل القانونية والسياسية والشعبية لإيقاف هذا التداعي”. وترى كتلتا “الفتح” و”دولة القانون” أن “هذا التداعي” إذا ما استمر، “فإنه سيهدد السلم الأهلي ويفكّك النسيج الوطني”. الكتلتان دعتا “الشركاء في الوطن”، في إشارة إلى القوى السياسية السنية والكردية، إلى “الوقوف موقفاً وطنياً واضحاً وصريحاً لمنع هذه التجاوزات وما ينتج منها وإعادة الأمور إلى نصابها الدستوري حفاظاً على الشراكة الوطنية ومصلحة الجميع ولكي ينعم العراق والعراقيون بالأمن والاستقرار”. وقرأ مراقبون في البيان تهديداً صريحاً بعزل الرئيس العراقي وتحريك الشارع الشيعي ضده، بعدما تحدى رغبة القوى السياسية الموالية لإيران. تيار الحكمة يتخلى عن الزرفي لم تقف الضغوط التي يتعرض لها الرئيس العراقي عند هذا الحد، بل ازدادت بانقلاب تيار الحكمة، لأسباب مجهولة، على قرار تكليف الزرفي. بعد صدور بيان الفتح ودولة القانون، أعلن تيار الحكمة اعتراضه على “آلية” تكليف الزرفي. قال تيار “الحكمة”، الذي كان قبل ساعات من إعلان هذا الموقف، أحد أهم القوى الداعمة للزرفي، إنه في الوقت الذي يؤكد “حرصه الكامل على تجاوز المنعطف الذي تشهده البلاد في ظرفٍ دقيق ، وسعيه الحثيث إلى لملمة المواقف وإنضاجها وتقريب الوجهات باتجاه الخروج من الأزمة السياسية القائمة”، فإنه “يؤكد في الوقت نفسه أهمية احترام المباني الأساسية التي يقوم عليها الدستور والعملية السياسية في العراق، والالتزام بما يعزز التلاحم ويعقد الشَمل الوطني”. واعترض التيار على “الآلية التي اعتمدها رئيس الجمهورية في التكليف الجديد لمهمة تشكيل الحكومة الانتقالية المقبلة وتحفّظ على “الطريقة التي اعتمدت في هذا التكليف بنحو يعكس عدم الإكتراث بعدد مهم من القوى الأساسية في الساحة السياسية، على الرغم من ثقتنا بحسن النيات وتقدير المصلحة العامة”. تيار الحكيم عبر عن أمله، في “رأب التصدعات والالتزام بالدستور ومراعاة السياقات الوطنية التي بنيت على أساسها العملية السياسية وحكوماتها المتعاقبة، والمضي في مشوار الإصلاح”. “سائرون” و”النصر” فقط!
