بأقلامهمعربي إملاءات المفكّر الإسلامي العلّامة السيّد محمّد حسن الأمين (1) by admin 20 يوليو، 2019 written by admin 20 يوليو، 2019 193 لماذا تأخر الشيعة عن بناء الدولة توجد ضرورة طبيعية أن يكون لكلّ اجتماع بشري دولة تعتبر ممثّلة لهذا المجتمع ومكوناته، ليس في زماننا الحاضر فحسب ولكن هذه المسألة قائمة منذ بدايات تطور الإجتماع البشري، من طور المشاعية الأولى إلى طور التمدن ونشوء المجتمعات التي تحتاج إلى تنظيم شؤونها، ولكن الدولة أو السلطة التي كانت تنشأ في هذه المجتمعات القديمة كانت باستمرار سلطة تفرضها معادلة القهر والغلبة، ولكنها مع ذلك نقلت الإجتماع البشري من فوضاه ومشاعيته إلى اجتماع منظّم، بغض النظر عن مسألة العدالة في حكم هذه المجتمعات. ومن وجهة نظر إسلاميّة فإن الشريعة الإسلاميّة أقرّت بل أوجبت قيام مثل هذه الدولة لنظم شؤون المسلمين، ووضعت الأسس والضوابط لقيام سلطة عادلة تنظّم شؤون المجتمع، وتحقق العدالة بين أفراده ومكوّناته. صحيح أن الإسلام لم يفرض شكلاً محدداً للدولة، وقد ترك للمسلمين مسألة اختيار شكل هذه الدولة وصورتها، على أن تكون عادلة، وأن تتضمن مؤسسات ترعى هذه العدالة، فكانت بعد وفاة الرسولw الدولة التي اختارها المسلمون هي دولة الخلافة، ولما لم يكن هناك نصّ يحدد شكل الدولة وصورتها، كملكية أو دستورية أو جمهورية، فإن المسلمين اختاروا بما يسمى بدولة الخلافة، وقد فرضت سلطتها وسيادتها على دولة واسعة الأرجاء، تضم كامل المجتمع الإسلامي، واعتمدت في تنظيم ورعاية الشؤون العامّة على تعيين الولاة في الأقطار الإسلاميّة الواسعة. والذي نريد أن نلاحظه هنا أن موازين القوى التي نشأت فيها الدولة الإسلاميّة انتهت إلى حق إدارة هذه الدولة من قمّة الهرم إلى قاعدته إلى أن تكون تحت سلطة مكوّن من مكوّنات المذاهب الإسلاميّة، وهو المكوّن السني، في الوقت الذي كان المكون الآخر ـ وهو التشيع ـ ابتدأ في تأسيس عقيدته على تبني الإمام علي بن أبي طالبt بوصفه الخليفة الأحق بمركز الخلافة، أي برئاسة دولة المسلمين. ويجب أن نعترف أن الإجتماع الإسلامي شهد في أوقات مختلفة ومتعددة أشكالاً من الصراع والحروب الساخنة كما الحروب الباردة في النزاع على أحقيّة كل من الطرفين السنة والشيعة للإمساك بشؤون الدولة. من وجهة نظرنا فإن النهج الإسلامي الديني لأئمة الشيعة ولعلمائهم من بعدهم كان نهجاً متشدّداً في التزام قواعد الإسلام وقيمه، وكان هذا التشدد يختلف مع ميل الخلفاء بعد عصر الخلافة الراشدة إلى اعتبار الخلافة أو الخليفة ذو سلطة مطلقة، وبالتالي فإنه يدير شؤون الدولة ويعيّن ولاتها وفقاً لحساباته السياسية، مع ميل واضـح ـ وأحيانا ميل فاضح ـ إلى أن الخليفة هو خليفة الله على الأرض، وأن ما يصدر عنه فهو يصدر عن الله تعالى، وكانت هذه السلطات المطلقة للخلفاء تمكّنهم من حصر الخلافـة ـ أي السلطة ـ بتوجّهات مذهب محدد، كما تمكّنهم من عزل الفريق الآخر الذي هو الشيعة، وفصلهم عن امتلاك صلاحيات ضمن هذه الدولة، الأمر الذي أدى إلى انكفاء الشيعة عموماً ـ رغم ثوراتهم المتعددة ـ عن موقع السلطة من جهة، وذهابهم إلى موقع المعارضة التي تكاد تكون مستمرة عبر التاريخ الإسلامي كلّه، واستمر التاريخ الإسلامي ـ كما أشرت سابقاً ـ يسير على نهج واحد في الشكل الذي اختير للدولة الإسلاميّة وصولاً إلى آخر خلافة شهدها العالم الإسلامي، وهي السلطنة العثمانية التي استمرت أكثر من أربعة قرون، وكانت تعتمد نهج الخلافة نفسه الذي شهدته المراحل السابقة ابتداء من الخلافة الراشدة، ثم الخلافة الأموية، ثم العباسية، ثم تفكك الكيان السياسي للمسلمين، وصولاً كما قلنا للدولة العثمانية التي أعادت السيطرة على هذه الكيانات المفككة. وكان أتباع المذهب الشيعي ـ رغم كل هذا العزل الواضح ـ يعتبر نفسه جزءاً من هذا الكيان، ولكنه توقّف عن المطالبة بحقوقه السياسية بعد عجزه عن الوصول إلى هذه الحقوق، وانصرف قادة الشيعة وعلمائها إلى حقول أخرى لا تقل أهميّة عن الحقل السياسي، ولكنها لا توصل إلى أي شكل من أشكال السلطة إلا في أوقات نادرة، وفي مساحات صغيرة من رقعة العالم الإسلامي، كدولة البويهيين مثلا، وفي كل الأحوال فإن هؤلاء العلماء أو القادة انصرفوا إلى تطبيق قواعد الشريعة التي يؤمنون بصحتها داخل مجتمعاتهم، وتوجّهوا إلى إثراء العلوم الإسلاميّة، وإلى ميدان الفقه الذي مكنتهم السلطات من الإنصراف إليه ما دام لا يهدد البنية السياسية التي اعتبرت حقاً حصرياً للمذهب السني وللخليفة الذي يمثّله. وكما نعلم فإن سقوط آخر خليفة في التاريخ السياسي للمسلمين بسقوط الدولة العثمانية فإن منظومة الخلافة سقطت بأكملها، وبدأ تكوين كيانات سياسية جديدة، ذات طابع قومي وقطري، توزّع فيه الكيان الإسلامي إلى دول وأقطار وممالك منفصلة، وهنا نلاحظ أنه بالرغم من زوال الخلافة فإن الحصيلة التاريخية التي تكوّنت في الإجتماع السني عموماً من خلال ممارسة الحكم أكثر من ألف سنة، جعل العقل السني أقدر باعتماده على هذه الحصيلة التي ذكرناها على تسلم أكثر السلطات في هذه الدول الحديثة والأقطار المختلفة، وقد كان ابتعاد الشيعة عن مراكز السلطة طيلة هذه القرون عاملا أساسيا من عوامل عجزهم عن المشاركة الفعّالة في هذه السلطات الجديدة، رغم أن هذه السلطات باتت بعيدة عن مفهوم الخلافة، وأشبه بمكوّنات الدول الأوروبية الحديثة!
