شهد اليومُ الأول لتقديم طلبات الاستفادة من برنامج إعانات الأجور الفدرالي الموجّه لشركات القطاع الخاص والمؤسسات غير الربحية إقبالاً ملموساً.
فقد تلقت المنصة الإلكترونية التابعة لوكالة الضرائب الكندية (ARC – CRA) أمس نحواً من 30 ألفاً من هذه الطلبات بين السادسة صباحاً والثالثة من بعد الظهر.
وقال رئيس الحكومة الفدرالية جوستان ترودو إنّ المؤسسات التي تستوفي شروط الاستفادة من البرنامج الجديد ستحصل على أوّل دفعة من المال ابتداءً من 7 أيار (مايو) المقبل.
ويوفّر برنامج الإعانة الكندية الطارئة للأجور (SSUC – CEWS) ما نسبته 75% من رواتب موظفي المؤسسات التي تراجعت إيراداتها جرّاء جائحة “كوفيد – 19″، حتى حدّ أقصاه 847 دولاراً في الأسبوع ولفترة أقصاها 12 أسبوعاً مع مفعول رجعي حتى 15 آذار (مارس) الفائت.
وتأمل الحكومة في أن تقوم المؤسسات المستفيدة من البرنامج بإعطاء موظفيها الجزء المتبقي من رواتبهم، غير المشمول بهذا البرنامج الجديد، لكنها لا تُلزمها بذلك.

ويساهم البرنامج الجديد من وجهة نظر الحكومة في الحفاظ على رابط العمل بين المؤسسات المعنية وموظفيها وفي التخفيف من الضغط على برنامج المساعدة الكندية لحالات الطوارئ (PCU – CERB) الذي أطلقته في 6 نيسان (أبريل) الجاري والذي يحصل بموجبه الموظف الذي فقد عمله أو تراجع دخله الشهري إلى 1000 دولار وما دون، بسبب “كوفيد – 19″، مبلغ 500 دولار في الأسبوع ولغاية 16 أسبوعاً كحدٍ أقصى.
وتقدّر الحكومة أنّ برنامجها الجديد للإعانة الطارئة للأجور سيكلفها 73 مليار دولار. أمّا برنامج المساعدة لحالات الطوارئ فأرسلت بموجبه الحكومة لغاية 24 نيسان (أبريل) 22,4 مليار دولار لأكثر من 7 ملايين شخص.
ويرى ترودو أنّ عدد الحاصلين على الإعانة الطارئة للأجور سيرتفع تدريجياً وأنّ هؤلاء لن يعودوا بحاجة لبرنامج المساعدة لحالات الطوارئ الموجّه للأفراد.

ونبّه رئيس الحكومة الليبرالية المواطنين إلى أنه لا يحقّ لهم الاستفادة من البرنامجيْن معاً، فمن يحصل على مبالغ من البرنامجيْن للفترة الزمنية نفسها يتوجّب عليه إعادة المال الزائد.
“لن يكون بوسعكم الاحتفاظ في آن معاً بالإعانة الطارئة للأجور وبالمساعدة لحالات الطوارئ. يحق لكم بالواحدة أو بالأُخرى، لا بالاثنتيْن معاً”، قال ترودو أمس موضحاً أنّ البرنامجيْن، وإن كانا مختلفيْن، “يهدفان للقيام بالأشياء ذاتها”، في إشارة منه إلى أنهما يدعمان الكنديين في اجتياز الأزمة الاقتصادية الناجمة عن الجائحة.
“ولدينا في الحكومة أنظمة صلبة بما فيه الكفاية لنعرف كم حصل كلّ شخص، ومن حصل على المال من البرنامجيْن، ومن عليه إعادة المال الزائد عند الاقتضاء”، أضاف ترودو.
وكانت حكومة الأقلية الليبرالية قد قدّمت نهاية الأسبوع الفائت مشروع قانون لبرنامج مساعدة طارئة مخصص للطلاب يتيح لهم الحصول على 1250 دولاراً شهرياً بين أيار (مايو) وآب (أغسطس) المقبليْن إذا لم يعثروا على وظائف صيفية تؤمّن لهم راتباً شهرياً يفوق 1000 دولار.

وستجري مناقشة مشروع القانون في مجلس العموم يوم غد الأربعاء، ومن المتوقَّع إقراره، وإن وُجّهت له انتقادات، حسب تقرير لوكالة الصحافة الكندية.
“سنقدّم أفكاراً لتحسين مشروع القانون، لكن نريد رؤية رابط بين الوظائف المتوفّرة والشباب الباحثين عن عمل”، قال زعيم المحافظين أندرو شير بعد ظهر أمس. ويشكّل حزب المحافظين المعارضة الرسمية في المجلس.
ويرى شير، أسوةً بآخرين، أنّ هذا البرنامج المقترَح قد يُخفف من حماس الطلاب للبحث عن عمل.
لكن لترودو رأيٌ آخر. “ليس هناك حالياً ما يكفي من وظائف للكنديين. ليس هناك ما يكفي من وظائف للطلاب. نحن بحاجة لأن ندعمهم”، قال ترودو أمس مجادلاً بأنّه يجب توفير المال “بسرعة” للطلاب بموجب البرنامج الجديد كي يتمكنوا من تسديد إيجارات مساكنهم وتأمين قوتهم.
