الأجهزة الأمنية تعتبر أن الحرب مع “حزب الله” باتت مسألة وقت وهناك حاجة للاستعداد لكل سيناريو متوقع

في أولى استخلاصاتها للتصعيد الأخير عند الحدود الشمالية وإطلاق صواريخ سقط معظمها في مزارع شبعا، ترى الأجهزة الأمنية في إسرائيل أن الوضعية الأخيرة تشير إلى ضرورة خلق ردع تجاه لبنان كدولة، بما في ذلك جيشها وليس تجاه “حزب الله”، والإبقاء على الموقف الإسرائيلي بتحميل الحكومة اللبنانية مسؤولية أي تطورات وأية تداعيات لها.

وفي تقديرات الإسرائيليين فإن الأحداث الأخيرة ستتكرر في غضون الأشهر القريبة ومن المتوقع أن تتطور إلى حد التدهور، وعليه ترى الأجهزة الأمنية أن الحرب على لبنان باتت مسألة وقت وهناك حاجة للاستعداد لكل سيناريو متوقع.

وفي وقت تصاعدت الأصوات التي انتقدت الرد الإسرائيلي الذي وصفته بـ”الهزيل” ويمنح مساحة جديدة لـ “حزب الله” والتنظيمات الفلسطينية لتنفيذ عمليات ضد أهداف إسرائيلية، رأت أوساط في أجهزة الأمن بأن القرار الذي اتخذ بعدم الرد على إطلاق الصواريخ باستثناء نيران المدفعية نحو مناطق مفتوحة، كان صحيحاً في الظروف القائمة ولم يكن من الصواب الانجرار إلى أيام قتالية مع “حزب الله”. فمثل هذا القرار كان سيصرف اهتمام الأسرة الدولية عن إيران وكان من شأنه أن يجر الشمال إلى تصعيد في ذروة موسم السياحة مع نهاية الإجازة الصيفية في إسرائيل. إضافة إلى ذلك، قال الإسرائيليون في استخلاصاتهم إن “الرابحة الوحيدة من المواجهة على الحدود الشمالية ستكون إيران ومحظور علينا أن نخدم أهدافها بل على إسرائيل مواصلة العمل ضد المنظمات الفلسطينية ولن تتردد في الهجوم على لبنان لمنع إطلاق النيران نحو إسرائيل”.

إنجاز أيديولوجي

مع إطلاق صافرات الإنذار في مختلف بلدات شمال إسرائيل، عند سقوط أول دفعة صواريخ وإصابة بعضها مزارع شبعا، أطلق الإسرائيليون، كما وصف بعضهم، صافرة إنذار سياسي استخلص البعض خلالها أن استهتار إسرائيل بقدرات “حزب الله” من جهة وعدم الاستعداد لوقوع مواجهات طارئة تضع تل أبيب في وضع غير مطمئن بل خطير. واعتبرت جهات إسرائيلية أن إنهاء هذه المواجهات في اليوم نفسه يشكل إنجازاً أيديولوجياً لـ “حزب الله”، ووصفها البعض بـ”اللعبة على الكرامة” ليطرح الإسرائيليون في ما بعد سؤالاً استقطب العديد من ردود الفعل: هل معادلة الردع بين إسرائيل و”حزب الله” تحطمت؟

تقديرات بعض المسؤولين الأمنيين تعتبر أن معادلة الردع تحطمت وعليه دعا البعض إلى خلق قوة ردع قوية تجاه لبنان كدولة. وفي تقديرات الإسرائيليين فإن “حزب الله” عمل بحسب تعليمات إيران، التي قررت استعراض العضلات في كل جبهة بعد فترة قصيرة من تنصيب إبراهيم رئيسي من أجل التأكيد بأن سياستها بقيت على حالها وأنها تفصل بين المفاوضات حول الموضوع النووي وبين نشاطاتها العسكرية الجارية للدفاع عن مصالحها في سوريا والعراق ولبنان واليمن.

وتطرق الإسرائيليون خلال مناقشة تداعيات الأحداث الأخيرة إلى مدى انعكاس الأوضاع الداخلية في لبنان على الأوضاع الأمنية، وبرأي جهات أمنية وسياسية فإن المواجهة الأخيرة تمنح “حزب الله” المقابل الأيديولوجي من دون تعرضه لأضرار. ولم يكن بإمكان “حزب الله” التخمين إذا كانت إسرائيل ستشن حرباً شاملة ضد لبنان في أعقاب الإطلاق، لكنه تحمل مسؤولية مخاطرة محسوبة وعقلانية، وفق الإسرائيليين.

وواصل أمنيون وعسكريون انتقاداتهم للقيادة التي اعتبرت أن “حزب الله” لا يريد الحرب واعتبروا هذا الحديث نقطة ضعف إسرائيلية حيث “من الممكن أن يكون حزب الله لا يريد حرباً مع إسرائيل لكنه من دون شك معني بتسخين الحدود بهدف أن يصرف النظر عن الضغط الدولي على إيران”.

وأوصى أمنيون أصحاب القرار بأن يفحصوا بشكل معمق مستوى جاهزية الجيش الإسرائيلي لمثل هذه الحرب، وأشاروا إلى أن الأحداث الأخيرة تشير إلى أن التصعيد أمر قد يحصل بغاية السرعة.

وضمن مناقشة الأحداث الأخيرة رأى إسرائيليون أن المشكلة المركزية، في هذه الأحداث، أنه بخلاف تقدير الجيش الإسرائيلي، سارع “حزب الله” إلى رسم معادلة تجاه إسرائيل، بموجبها أنه سيرد على غارات سلاح الجو، حتى بعد إطلاق الصواريخ. وبطريقة العمل هذه يسعى “حزب الله” إلى التضييق على حرية عمل الجيش الإسرائيلي في الرد على إطلاق الصواريخ في المستقبل، و”إملاء كهذا، لا يمكن لتل أبيب أن تقبله”، بحسب ما أكد الإسرائيليون.
