AFP / سلّمت الإدارة الذاتية الكردية في شمال شرق سوريا الإثنين أربعة أطفال من أفراد عائلات تنظيم الدولة الإسلامية إلى ممثلين عن الحكومة الألمانية، وفق ما أفاد مراسل فرانس برس، في أول عملية من هذا النوع مع برلين.
وقال المسؤول في هيئة العلاقات الخارجية في الإدارة الذاتية فنر كعيط لوكالة فرانس برس على هامش مؤتمر صحافي عقد في معبر سيمالكا مع إقليم كردستان العراق، “سلمت الإدارة الذاتية أربعة أطفال يتامى ألمان من عائلات داعش لوفد من الحكومة الألمانية”.
وأوضح كعيط أن “ثلاثة منهم يتامى الوالدين، بينما لا تزال والدة الرابع على قيد الحياة”.
في برلين، أكد متحدث باسم وزارة الخارجية الألمانية لفرانس برس تسليم الأطفال الأربعة ومغادرتهم سوريا، مشيراً إلى أنه “تمّ استقبال الأطفال عند الحدود السورية – العراقية من قبل فريق من القنصلية (الألمانية) في أربيل وسيتم تسليمهم إلى أفراد عائلاتهم” للسفر إلى ألمانيا.
والأطفال الذين لم يبلغ أكبرهم عشر سنوات هم ثلاث بنات، بينهم شقيقتان وطفلة رضيعة وافقت والدتها على نقلها بسبب وضع صحي حرج تعاني منه، بالإضافة إلى صبي، بحسب السلطات الكردية.
وهي المرة الأولى التي تتسلم فيها برلين أفراداً من عائلات الجهاديين الألمان من الإدارة الذاتية الكردية في سوريا.
وترفض دول عدة، خصوصاً الأوروبية منها، استعادة مواطنيها من عناصر تنظيم الدولة الإسلامية المعتقلين لدى الأكراد، وأفراد عائلاتهم الموجودين في مخيمات في مناطق يسيطر عليها الأكراد في شمال شرق سوريا.
وتؤوي تلك المخيّمات، وأبرزها مخيم الهول في محافظة الحسكة، نحو 12 ألف أجنبي، هم 4000 إمرأة و8000 طفل من عائلات الجهاديين الأجانب، يقيمون في أقسام مخصّصة لهم وتخضع لمراقبة أمنية مشددة. ولا يشمل هذا العدد العراقيين.
ويُشكّل قاطنو تلك المخيمات عبئاً كبيراً على الإدارة الذاتية التي تطالب الدول المعنية باستعادة مواطنيها. وقد تسلمت دول قليلة عدداً من أفراد عائلات الجهاديين، مثل أوزبكستان وكازاخستان وكوسوفو، وأعداد مواطنيها الذين سلموا إليها كبيرة، وأخرى تسلمت أعداداً محدودة مثل السودان والنروج والولايات المتحدة وفرنسا.
وعمدت دول أوروبية عدة مثل فرنسا وهولندا وبلجيكا إلى استعادة عدد محدد من الأطفال اليتامى فقط.
ويقبع مئات الجهاديين الأجانب ممن التحقوا بصفوف التنظيم المتطرف في سجون المقاتلين الأكراد. إلا أن مصير هؤلاء لا يزال مجهولاً مع رفض غالبية الدول استعادتهم ما دفع الإدارة الذاتية إلى اقتراح إنشاء محكمة دولية لمحاكمتهم لديها.
ويعرب مراقبون عن خشيتهم من أن تشكّل السجون والمخيمات سبباً لانتعاش التنظيم مجدداً.
وأعلنت قوات سوريا الديموقراطية في 23 آذار/مارس القضاء على “الخلافة” التي كان التنظيم قد أعلنها منذ العام 2014، بعد سيطرتها على آخر جيب كان يتحصّن فيه مقاتلوه في بلدة الباغوز في شرق البلاد.
