/ إسماعيل محمد علي صحافي سوداني @ismaelAli61 ما إن انتهى مؤتمر باريس لدعم السودان اقتصادياً وسياسياً، الذي عقد يومي 17 و18 مايو (أيار) الحالي بتنظيم من الحكومة الفرنسية، للإسهام في خلق وجذب شراكات استثمارية أجنبية مباشرة بين الخرطوم ودول العالم، وإعفائها من ديونها التي تقدر بنحو 60 مليار دولار، أثير جدل حول مدى نجاحه وانعكاساته المباشرة على الاقتصاد المحلي. ويقول أستاذ الاقتصاد في الجامعات السودانية الدكتور عبد العظيم المهل، إن “المؤتمر كان إيجابياً عكس المؤتمرات السابقة، حيث حقق جزءاً كبيراً من أهدافه”، مشيراً إلى أن “تحقيق هذه الأهداف ينفصل تماماً عن مسألة تأثير ذلك على المواطن مباشرة في المدى القريب، لكن من الطبيعي أن يظهر هذا الأثر في حال استلام السودان لأي مبلغ تم التعهد به سواء في شكل منح أو قروض، وهذا يعتمد على مقدرتنا كسودانيين، إضافة إلى رغبة الجهة المانحة أو التي قدمت القرض، في تنفيذ المشروعات ذات الجدوى ومدى حاجة المواطن لها، لأنها ستقلل من درجة الإحباط وتزيد من عملية الإنتاج والرفاهية”. نقطة تحول وأضاف المهل “في شأن الديون، فإنه تم التعهد بإعفاء السودان من 90 في المئة من مجملها، ويتوقع أن يتم ذلك في يونيو (حزيران) المقبل، بعد استيفاء الخرطوم الشروط المطلوبة التي كانت قاسية على المواطن من خلال رفع الدعم عن معظم السلع الاستراتيجية، بخاصة الوقود والكهرباء والأدوية، لكن بالنسبة إلى الجزء المتبقي من الديون يجب التعامل معه وفق نظام التشغيل والبناء والتحويل (BOT)، وذلك باختيار مشروعات محددة في مجال البنى التحتية مثل توليد الكهرباء والطاقة والطرق والمطارات يتم تنفيذها بواسطة القطاع الخاص المحلي أو الأجنبي، على أن يقوم بتشغيلها وإدارتها لفترة محددة للحصول على تكاليفها وأرباحها، ومن ثم تنقل ملكيتها إلى الدولة. أما في ما يتعلق بالاستثمارات، فمن الواضح كان اختيار وتقديم المشروعات موفقاً للغاية، بالتالي أصبحت الكرة في ملعبنا من ناحية التنفيذ وتجهيز البنى التحتية”. وأشاد بالمجتمع الدولي، الذي كان على درجة عالية من الجدية، حيث لعبت الولايات المتحدة دوراً مهماً في حث كثير من الدول ومؤسسات التمويل الكبرى على تقديم العون والمساعدة للسودان، من أجل تجاوز أزمته الاقتصادية. كساد وتضخم في المقابل، يعتقد المحلل المالي السوداني طه حسين، أن مؤتمر باريس نجح من حيث المبدأ، مقارنة مع المؤتمرات الثمانية السابقة، فقد تم الإعداد له بطريقة مختلفة، مشيراً إلى أنه للمرة الأولى يحدث التزام السداد والتنفيذ، فهناك تعهدات منذ عام 2005، وآخرها ما تم الإعلان عنه في مؤتمر أصدقاء السودان الذي عقد نهاية عام 2020 في برلين، ولم يتم سداد غير 20.5 في المئة من إجمالي التعهدات فقط. وأضاف حسين “المؤتمر بدأ خطوات ممتازة تجاه تمكين السودان إنتاجياً، فالمصالحة مع المجتمع الدولي كان لها أثر بالغ، وستمنح البلاد قيمة مضافة من ناحية التقنية والتدريب، لكن المشكلة أن القطاع المصرفي السوداني لا يزال معزولاً عن التعاملات الخارجية، على الرغم من إزالة اسم البلاد من قائمة الدول الراعية للإرهاب في ديسمبر (كانون الأول) الماضي. وأوضح أنه “من المبكر الحديث عن خروج البلاد من أزمتها الاقتصادية في ظل بلوغ التضخم أكثر من 300 في المئة، واستمرار ارتفاع الدولار في السوق الموازية، ما أدى إلى ازدياد أسعار السلع، وحدوث كساد في السوق نظراً لضعف الإقبال على الشراء”. وحول مستقبل الاقتصاد وإمكانية تعافيه، قال “مر الاقتصاد السوداني منذ عام 2017 بثلاث مراحل، هي فك الحظر الأميركي، وإزالة اسم السودان من قائمة الإرهاب، ومحاولة إعفاء الديون الخارجية، لكن قبل ذلك كان يتعامل مع الدول والصناديق العربية والصين مباشرة، نظراً للاشتراطات المفروضة من قبل صندوق النقد والبنك الدولي التي حالت دون استفادته من مواردهما، وعدم جدوى تسديد مستحقاته لهما. بالتالي، فإن انتعاش الاقتصاد السوداني واندماجه مع المنظومة العالمية فى ضوء المؤشرات والتطورات الماثلة، لن يكون قبل ست إلى سبع سنوات مقبلة”. استيفاء الشروط في غضون ذلك، توقع رئيس الوزراء السوداني عبد الله حمدوك في تصريحات صحافية، عقب عودته إلى الخرطوم من العاصمة الفرنسية باريس، أن يتم إعفاء بلاده من حوالى 80 في المئة من ديونه الخارجية، أي ما يعادل 46.44 مليار دولار، بموجب مبادرة الدول الفقيرة المثقلة بالديون “هيبيك”، وذلك في نهاية يونيو المقبل، لافتاً إلى أن بقية الديون البالغة 14 مليار دولار هي بمثابة ديون خاصة على الحكومة السودانية. وأشار حمدوك إلى أن السودان استوفى الشروط الخمسة التي اتفقت عليها حكومته مع صندوق النقد الدولي سابقاً، حيث تم تحقيق أربعة شروط مسبقاً بهدف تطبيق مبادرة “هيبيك” حتى بلوغنا نقطة إعفاء الديون، وتبقى الشرط الخامس المتعلق بمعالجة ديون صندوق النقد، حيث قامت فرنسا بمساعدة السودان في تنفيذه، بتقديم قرض تجسيري بقيمة 1.5 مليار دولار، مبيناً أن السعودية ستقود المشاورات المتعلقة بديون الخرطوم خارج نادي باريس. وأكد أن السودان حقق كل الأهداف التي ذهب من أجلها إلى هذا المؤتمر، ومن أهمها معالجة ديونه التي أثقلت كاهله وكبلته وحرمته من الحصول على مساعدات المؤسسات المالية الدولية بشكل كبير. وبيّن حمدوك أن مؤتمر باريس أعاد السودان إلى منظومة التنمية الدولية، وقدمه بوجه استثماري وسياسي جديد، موضحاً أنه شكل علامة فارقة في مسار الانتقال المعقد نحو ديمقراطية راسخة في البلاد، كما اعتبر نتائجه أقل هدية يقدمها للسودانيين. ودعا مواطنيه إلى مواجهة تحديات الانتقال ومعالجتها محلياً من دون التفكير في تصديرها إلى العالم، الذي أكد بأنه معجب بالتجربة السودانية. وبحسب اقتصاديين سودانيين، فإن ديون السودان الخارجية حجمها صغير في الأصل، إذ تقدر بأقل من 20 مليار دولار، لكن زاد حجمها بسبب الفوائد الجزائية نتيجة التأخر في السداد، وأن معظمها موروث من سبعينيات القرن العشرين، وهي كانت لتمويل مشاريع ري وسكة حديد. ويذكر
