من إتلاف 17 طنا من الحشيش قادمة من لبنان، بقيمة بلغت ﺣﻮﺍلى 37 ﻣﻠﻴﻮﻥ ﺩﻭﻻﺭ، فيما أعلن تقرير صادر عن” ناشيونال إنترست”، قبل أسابيع، أن السلطات المغربية قد اعتقلت لبنانيا خمسينيا، ينتمي لحزب الله اللبناني، كان قد دخل أراضيها، باستعمال جوازات سفر مزورة، وذلك بداية العام الجاري، مما يؤشر على تزايد أنشطة حزب الله في غرب وشمال إفريقيا. وتتنوع أنشطة المنظمة العسكرية الموالية لإيران، بين تجارة المخدرات وغسيل الأموال، إضافة إلى تغذية الإرهاب والمشاريع الانفصالية، وذلك بسبب ما يعتبره مراقبون تعقدا للمشاكل في المنطقة، وضعفا في قدرات دول غرب إفريقيا على إنفاذ القانون، وهو ما يستغله الحزب لتوسيع تحركاته. تداخل العقيدة بالمصلحة يقول الباحث النيجري، إدريس آيات، في تصريح لموقع “سكاي نيوز عربية” إن نشاط حزب الله في القارة الإفريقية قد بدأ مع أوائل العام 1980، وذلك حين زرع شبكته التي أطلق عليها “سفراء دائرة العلاقات الخارجية لحزب الله”. وأضاف أن الشبكة قد اعتمدت على “تجّار حزب الله من الشيعة الناشطين في التجارة غير الشرعية للأحجار الكريمة وغسيل الأموال وتجارة المخدرات والابتزاز الإيديولوجي”. وأوضح أن التجارة غير الشرعية للألماس نشطت في سيراليون منذ أواسط الثمانينات، وتقوت بعد نهاية الحرب الأهلية في سيراليون عام 2002، وصولا إلى تحطم طائرة تابعة لشركة Africans UTA في العام 2003، والتي كان على متنها ساعي حزب الله وبحوزته 20 مليون دولار من عوائد التجارة غير الشرعية للألماس، بحسب آيات. وبحسب مراقبين فإن الحزب يقوم بالتحايل على أنظمة التحويل المالي “سويفت” و”إيبان” لتنقيل الأموال من دول غرب إفريقيا، حيث ينشط رجال أعماله، إلى عدد من الدول الأوروبية غير المتشددة في مراقبة مصادر الأموال، قبل أن ينتهي بها الأمر إلى البنوك اللبنانية المملوكة لرجال أعمال موالين للحزب، مثل “الجمال ترست بنك” والبنك اللبناني الكندي. ويعول حزب الله في أنشطته على أفارقة يتبنون المذهب الشيعي، في عدة دول، فأضحى مثلث نيجيريا والنيجر وتشاد، أكثر مناطق تركز تلك الأنشطة التي تطل برأسها على منطقة شمال إفريقيا، حيث المعبر الضروري بالنسبة للحزب لنقل الأموال التي يجنيها نحو بنوك أوروبا ومن ثم إلى بيروت وطهران. عامل إضعاف للدول ومن جانبها، قالت الباحث في جامعة غرونوبل، عبير عبودي، في تصريح لموقع “سكاي نيوز عربية” إن “التسلل المتزايد لحزب الله في غرب إفريقيا مقلق للغاية”، مؤكدة أن “هذه المنطقة أصبحت قاعدة جديدة للتنظيم الشيعي، ومكانا للنشاط الإجرامي، خصوصا بعدما ضاقت به السبل في بيئته الأصلية بسبب ارتدادات مشاكله الداخلية مع الفرقاء اللبنانيين”. وأشارت إلى أن “قبضة حزب الله على غرب إفريقيا جزء من اتجاه دولي يتسم بزيادة التعاون بين المنظمات الإجرامية والإرهابية”، معتبرة أن أنشطة الحزب التي تدور حول تهريب الأسلحة والمخدرات، قد “أصبحت تهديداتها تطال جميع أنحاء المنطقة، وتمتد حتى أمريكا اللاتينية وأوروبا”، ما يجعل تلك التحركات عوامل لتكريس المزيد من الضعف في الدول التي تنتشر فيها. وأوضحت الباحثة المهتمة بشؤون الشرق الأوسط، أن “تصاعد نشاط الحزب في غرب إفريقيا، بدأ منذ العام 2006، عقب المواجهة التي دارت بينه وبين إسرائيل، حيث لجأ إلى إفريقيا وتجارة المخدرات، للتغطية على مشاكله المالية لما بعد الحرب”. ويواجه “الحزب” اللبناني، الكثير من العراقيل، حيث باتت يده مغلولة، بسبب ما تعرض له في الفترة الأخيرة من قيود على نشاطاته ومداخيله المالية، خصوصا بعدما أقدمت الولايات لمتحدة الأمريكية على اتخاذ عدد من الخطوات التي من شأنها تقييد تحركات الحزب المصنف من طرفها ضمن القوائم السوداء. تغذية الانفصال والإرهاب وقالت مصادر لبنانية، لموقع “سكاي نيوز عربية ” إن “حزب الله يمثل حالة منفصلة عن الدولة اللبنانية، ولذلك فإن أنشطته في إفريقيا وأميركا اللاتينية ليس غريبا عليها أن تنتهج نفس المسار”. وأضافت المصادر أن “مجرد امتلاك الحزب لطبيعته تلك، فإن تواجده في أي مكان بإمكانه أن يغذي جميع النزعات الانفصالية، كما هو شأن علاقته المشبوهة مع تنظيم بوليساريو الذي يسعى إلى انفصال الصحراء المغربية، فضلا عن كون مجرد تواجده في مكان ما يعتبر تغذية للتنظيمات الإرهابية الأخرى، وحافزا لها للاستمرار، كما حدث عقب تدخله في سوريا”. وأكدت المصادر أن “الحزب، وكما يعتمد على التقية في نشاطه العقدي، باعتبار خلفيته الشيعية، فإنه يفعل نفس الشيء مع تجارة المخدرات والأسلحة وغسيل الأموال، حيث يجاهر بأنه يحرّم تلك الأنشطة، لكنه يفعل ذلك تقية فقط”.”. وكان المغرب قد قطع علاقاته الدبلوماسية مع إيران، قبل سنتين، بسبب دعمها للبوليساريو، عبر عناصر من حزب الله، ما يرجح بأنها تسعى لنقل خبرات الحزب إلى الجبهة الانفصالية فيما يتعلق بحرب العصابات، وهذا التوتر في العلاقات بين البلدين، كانت قد بدأت فصوله بحسب مصادر مغربية، منذ اعتقال رجل الأعمال اللبناني المقرب من حزب الله، قاسم تاج الدين، في مارس من العام 2017. المزيد عن :
