CANADAكندا عربي مجلس العموم يتبنى اقتراحاً بالمصادقة على قانون الطوارئ والمحافظون يحاولون إبطاله by admin 22 فبراير، 2022 written by admin 22 فبراير، 2022 81 راديو كنداالدولي \ RCI تبنّى أعضاء مجلس العموم الكندي عند الثامنة من مساء أمس اقتراحاً بالمصادقة على قانون تدابير الطوارئ الذي كان رئيس حكومة الأقلية الليبرالية جوستان ترودو قد استدعاه مطلع الأسبوع الفائت لإنهاء الاحتجاجات التي كانت تغلق وسط العاصمة الفدرالية أوتاوا ومعابرَ حدودية رئيسية مع الولايات المتحدة. وجدّد ترودو أمس دفاعه عن اللجوء إلى هذا القانون معتبراً أنه يظل ضرورياً للحفاظ على السلم في البلاد حتى ولو انتهت العملية الواسعة التي قامت بها الشرطة في أوتاوا وأدت إلى طرد المتظاهرين الذين أغلقوا وسط المدينة أكثر من ثلاثة أسابيع. وهذه المرة الأولى التي تلجأ فيها كندا لاستخدام قانون تدابير الطوارئ الذي صدر عام 1988 ليحلّ مكان قانون تدابير الحرب. وجادل ترودو في مؤتمر صحفي عقده خلال نهار أمس بأنّ اللجوء إلى هذا القانون لم يزل ضرورياً. ’’استدعاء هذا القانون كان ضرورياً، وقوى الأمن بحاجة إليه (…) وهو أتاح منع التمويل الأجنبي (عن المتظاهرين)‘‘، قال ترودو الذي كان يتحدث في مؤتمره الصحفي برفقة نائبة رئيس الحكومة وزيرةِ المالية كريستيا فريلاند، ووزير العدل ومدّعي عام كندا دافيد لاميتي، ووزير السلامة العامة ماركو منديتشينو، ووزير الحماية المدنية بيل بلير. عناصر من الشرطة يواصلون مراقبة شارع ويلينغتون في أوتاوا أمام مبنى البرلمان الفدرالي بعد أن أخرجوا المتظاهرين منه.الصورة: RADIO-CANADA / IVANOH DEMERS لم نزل نشعر، في هذه الأيام، في الوقت الحاضر، بأنّ الوضع لا يزال هشّاً. حالة الطوارئ لا تزال قائمةنقلا عن جوستان ترودو، رئيس الحكومة الكندية ’’سنواصل المراقبة يوماً بعد يوم لمعرفة متى يمكننا رفعها (حالة الطوارئ). لن يكون ذلك في وقت قريب، لكننا سنعيد التقييم كلّ يوم ونأمل بألّأ نحتفظ بها يوماً واحداً أكثر من اللازم‘‘، أضاف ترودو. واعتُمد الاقتراح بأغلبية 185 صوتاً مقابل 151 صوتاً ضدّه، إذ دعمه الحزب الليبرالي الكندي بقيادة ترودو والحزب الديمقراطي الجديد، اليساري التوجه، بقيادة جاغميت سينغ، فيما عارضه حزب المحافظين الكندي الذي يشكل المعارضة الرسمية وحزبُ الكتلة الكيبيكية، ثاني أحزاب المعارضة. أمّا الحزب الأخضر الكندي فصوّت أحد نائبيْه في المجلس لصالح الاقتراح فيما اقترع الآخر ضده. الزعيمة الانتقالية لحزب المحافظين، كانديس بيرغن.الصورة: LA PRESSE CANADIENNE / ADRIAN WYLD وخلال فترة الأسئلة في مجلس العموم، بعد ظهر أمس، سألت الزعيمة الانتقالية للمحافظين، كانديس بيرغن، الحكومةَ عن المعايير التي ستسمح لها بإعلان انتهاء حالة الطوارئ، فأجابها ترودو بأنّ حالة الطوارئ ستُرفع ’’ما أن تصبح هذه التدابير (تدابير الطوارئ) غير ضرورية‘‘. وسيحاول حزب المحافظين استخدام قواعد قانون تدابير الطوارئ للمطالبة بإبطال الاقتراح. وتمّ تقديم اقتراح بهذا الشأن بعد ظهر أمس في مجلس الشيوخ الذي سيناقشه ابتداءً من قبل ظهر اليوم. ميدانياً، تقول الشرطة إنّ بعض المتظاهرين أو الجماعات التي شاركت في التظاهرات أثاروا إمكانية استئناف احتجاجاتهم. وكان الرئيس الانتقالي لجهاز شرطة أوتاوا، ستيف بيل، قد قال يوم الأحد إنّ مرحلة الحفاظ على السلام في وسط العاصمة الفدرالية قد تستغرق مزيداً من الوقت.
