حتى الآن اندبندنت عربية \ إسراء الشاهر شهد السودان في الفترة الأخيرة مبادرات عدة تهدف إلى تحقيق نتيجة واحدة وهي الوصول بالبلاد إلى بر الأمان، خصوصاً بعد ثورة ديسمبر (كانون الأول) 2018 وسقوط نظام عمر البشير وحدوث انقلابات عسكرية متتالية، وسط غموض في المشهد السياسي السوداني، ما يؤكد عدم وجود رؤية واحدة مشتركة للخروج من الأزمة والوصول إلى حكومة مدنية عبر صناديق الاقتراع. 6 مبادرات وتنوعت المبادرات السياسية بين الدولية وعلى رأسها مبادرة الأمم المتحدة، ومبادرة الهيئة الحكومية الدولية للتنمية “إيقاد” ومبادرة الاتحاد الأفريقي ومبادرة أخرى من جنوب السودان، ومبادرتان محليتان هما خريطة طريق من حزب الأمة القومي ومبادرة تقدّم بها مدراء جامعات سودانية. ويشهد السودان غلياناً كبيراً في الشارع الذي لم يهدأ أبداً منذ انقلاب 25 أكتوبر (تشرين الأول) الماضي والذي يرى أن المبادرات لن تكون الحل النهائي، إذ يعتبر المحتجون أن الحل هو تصحيح مسار الثورة وإعادة تشكيل حكومة الفترة الانتقالية. وبسبب ضغط الشارع والمكونات السياسية الأخرى والخلافات الدائمة بين الأطراف المؤثرة، لم تسِر المبادرات على النحو المطلوب وواجهت تحديات كبيرة. التحديات التي تواجه المبادرات في هذا السياق، رأى القيادي في “قوى الحرية والتغيير” (الميثاق الوطني) مبارك أردول أن “أكبر التحديات التي تواجه المبادرات السياسية في السودان يكمن في أنها تصدر بغالبيتها من جهات خارجية، لا تملك معرفة كافية بالبلاد. بالتالي يجب أن تكون هناك إرادة وطنية صادقة وقادرة على تقبّل كل الأطراف، مع الإحساس بالمسؤولية وتكون لديهم روح قبول الآخر مع الانطلاق للحلول. لكن المبادرات التي تأتي في ظل وجود روح إقصاء وعدم قبول الآخر، من المؤكد ستواجه تحديات”. وعن فاعليتها، قال أردول “حتى لو وُقّع على هذه المبادرات، هناك شكوك في تنفيذها والتزام جميع الأطراف بها، لذلك يجب خلق مبادرة وطنية نابعة من إرادة السودانيين الحرة يكون هدفها النظر إلى مشكلة البلد بروح وطنية مع قبول الآخرين جميعاً من دون فرز أو تصنيف للمضي إلى الأمام، لأن روح الإقصاء يعقبها دائماً الدمار والتخريب”. في السياق، أعلن رئيس البعثة الأممية فولكر بيرتس في مطلع يناير (كانون الثاني) الماضي، إطلاق مشاورات بين الأطراف السودانية بهدف إيجاد حل للأزمة السياسية، خصوصاً بعد استقالة رئيس الوزراء عبدالله حمدوك. وترمي المبادرة الأممية في هذه المرحلة إلى بدء مشاورات فردية مع كل المجموعات المؤثرة سياسياً للمضي إلى الأمام. وعملت المبادرة على تطبيق هدفها بسرعة، فاجتمعت البعثة الأممية مع قوى إعلان الحرية والتغيير والحزب الشيوعي والمؤتمر السوداني ولجان المقاومة ومجموعات نسائية وقوى المجتمع المدني، لكنها لم تصل إلى نتيجة بعد وما زالت اللقاءات جارية. دور “إيقاد” في الوقت الذي انطلقت مبادرة فولكر بيرتس، طرحت الهيئة الحكومية للتنمية (إيقاد) في 11 يناير 2022، مبادرة لتسهيل الحوار بين كل الأطراف لحل الأزمة. في الأثناء، ظهرت مبادرة الاتحاد الأفريقي الذي أرسل مبعوثاً إلى السودان حاملاً رسالة إلى قائد الجيش عبد الفتاح البرهان حول التطورات السياسية وسبل الخروج من الأزمة. وفي 15 يناير، أعلنت دولة جنوب السودان استعدادها للمساهمة في الجهود الدولية لحل الأزمة السودانية. وقال مبعوث رئيس جنوب السودان كوستيلو قرنق إن زيارته إلى مقر البعثة الأممية في الخرطوم تأتي للاطلاع على التطورات وعلى أوضاع الانتقال السياسي مع طرح المساهمة المتوقعة من دولة جنوب السودان. وقدّم مدراء الجامعات في يناير أيضاً، مبادرة بقيادة مدير جامعة الأحفاد قاسم بدري، تهدف إلى حل الأزمة السياسية في السودان. كل تلك المبادرات التي انطلقت منذ أكثر من شهر، لم تظهر نتائجها حتى الآن والواضح أنها تواجه تحديات كبيرة، خصوصاً مع وجود جهات رافضة، كالحزب الشيوعي وقوى الحرية والتغيير وتجمع المهنيين السودانيين، رفعت اللاءات الثلاث ضد المكون العسكري وهي “لا تفاوض، لا شراكة ولا شرعية”. إلا أنه في الوقت الذي رفضت هذه الجهات الشراكة مع المكون العسكري، رحّبت جهات أخرى بها مثل المؤتمر الشعبي المعارض وحزب الأمة القومي. وقال الباحث السياسي عوض بابكر إن “المبادرات لا تخاطب المشكلة الأساسية وهي جذور الأزمة، فهي تتناول القضايا وتتأثر بحركة الشارع وصوت الناشطين العالي. لذلك تكون محدودة ولا تناقش القضية الأساسية على الرغم من أن الفترة الانتقالية يجب أن تكون واضحة المعالم. الآن، الوضع مختلط ما بين الانتقال والتأسيس”. وأضاف “لدينا مشكلة في تعريف الوضع الحاصل في السودان. التجربة الجديدة في الفترة الانتقالية تخالف أعراف السياسية السودانية كما حدث في الفترة الانتقالية عام 1964 وانتخابات 1985. الآن المشروع السياسي وصل إلى طريق مسدود وغير واضح المعالم، لذلك خلق أزمة بين المكونات وأوجد مواجهة ضد المكون العسكري”. وعن فاعلية المبادرات، قال بابكر إنها “تقصي التيار الإسلامي وهذا أمر غير مقبول. وفي الوقت ذاته، لدى القوى السياسية إرادة لطرح مشروع سياسي للعمل عليه في المرحلة الانتقالية، ولكن وجود مبادرة تعمل على إقصاء طرف دون غيره، بالتأكيد لن تنجح”. وعما يجب فعله لنجاح المبادرات، صرّح بابكر أنه “يجب طرح مشروع وطني شامل لا يستثني أي من الطرفين المدني والعسكري وجمع رؤى واضحة للخروج النهائي من الأزمة، خصوصاً أن السودان يعاني من تعقيدات سياسية كبيرة والمبعوث الأممي لا يُلام على كل التعقيدات”. جهات رافضة في المقابل، اعتبر الناشط السياسي محمود سلامة أن “الجهات التي رفضت المبادرات السياسية لديها أسباب مقنعة وهي الأقرب إلى الشارع الذي ما زال يغلي ولم ينصَع لأي مبادرة وطنية أو أممية يرغب بها حتى، لأنه لا يعترف بالحكومة الحالية التي يعتبرها انقلابية ولا تملك شرعية حتى تجتمع بجهات أممية وإقليمية”. وقال إن “من حق أي جهة التعبير عن رفضها. والشارع هو المحرك الأساس للعملية السياسية. حتى إن اجتمعت كل الأطراف ووافقت على الوصول إلى حل سياسي، ما لم يهدأ الشارع ويدعم الحل، لن نصل إلى بر الأمان. فنحن نشاهد بأعيننا غليان الشارع منذ 25 أكتوبر حتى يومنا هذا وحتى بعد طرح المبادرات السياسية، لذلك يجب أن تغير الجهات المسؤولة
