واكبت المداهمات بحملة إعلامية مكثفة على الرغم من “حظر كورونا”
وسط انخراط دول العالم في البحث عمّا يحدّ من انتشار وباء كورونا، الذي ذهب ضحيته مئات الآلاف ويعاني الملايين من الإصابات بعوارضه، شهدت الساحة الألمانية التي تُسابقُ المرض في البحث عن عقار يردعه، تطورات لافتة بعد اقتحام قوات أمنها مساجد وجمعيات ومدارس في برلين ودورتموند ومونستر وبريمن، قالت إنها “تعود إلى حزب الله اللبناني”، في أعقاب وضع برلين “الحزب” على لائحة المنظمات الإرهابية، في خطوة طرحت التساؤلات لجهة توقيتها والدوافع التي تقف وراءها.
فقد أعلنت وزارة الداخلية الألمانية، الخميس 30 أبريل (نيسان) المنصرم، أن البلاد حظرت رسمياً وبشكل كامل “ميليشيات حزب الله المدعومة من إيران على أراضيها” وصنّفتها “منظمة إرهابية”. وترافق الإعلان مع تنفيذ الشرطة مداهمات في الصباح الباكر لاعتقال أشخاص “يُشتبه في كونهم أعضاء في الميليشيا اللبنانية”. وذكرت وكالة “رويترز” أن الأمن داهم أربع جمعيات تابعة لمساجد في ثلاث ولايات غرب البلاد من بينها برلين، وتعتقد السلطات أن تلك الجمعيات على صلة بالحزب.
تغطية إعلامية لافتة
وقال المتحدث باسم الوزارة ستيف ألتر، إن “حزب الله منظمة شيعية إرهابية”، مضيفاً أن وزير الداخلية هورست سيهوفر، أصدر قراراً بحظر أنشطته في البلاد. وبحسب وكالة “المكتب الاتحادي لحماية الدستور” الاستخباراتية المحلية، فهناك ما يقارب الـ 1000 شخص من أتباع “حزب الله” في ألمانيا.
وكان اللافت في الأمر تغطية هذه المداهمات بحملة إعلامية مكثفة لمصورين وصحافيين دُعيوا إلى المواقع التي جرت مداهمتها، متجاوزة “حظر كورونا”، وكأن ثمة رسالة يريدها “الألمان” أن تصل إلى جهات محددة بعينها، أشارت بعض التحليلات السياسية والإخبارية إلى أن الولايات المتحدة الأميركية وإسرائيل هما الجهتان اللّتان “غازلهما” القرار الألماني.
ويستغرب المراقبون الموقف الألماني، نظراً إلى العلاقات الجيدة التي تربط برلين بـ”حزب الله” والتي تجلّت سابقاً في جولات تفاوضية على تبادل الأسرى بين الحزب والإسرائيليين. ولطالما بررت برلين ولسنوات عدّة، تردّدها تجاه موقفها منه باعتباره “حزباً إرهابياً” بـ”المخاوف من زعزعة الاستقرار فى لبنان”. وكانت طيلة الأعوام الماضية تدافع عن موقفها هذا بعدم حظر الجناح السياسي للحزب، قائلةً “إن ذلك سيضرّ بالعلاقات مع بيروت وحكومتها” ومشيرةً إلى أن “للحزب دوراً اجتماعياً في لبنان”.
تبدل الموقف الألماني
ماذا عدا ممّا بدا من تبدّل الموقف الألماني فجأة تجاه “حزب الله” وكذلك تجاه العلاقة مع بيروت؟
سؤال توقّفت عنده جهات سياسية وإعلامية عدّة في لبنان، لا سيما أنّه سرعان ما ترافق مع ردات فعل إسرائيلية مرحّبة، بدءًا من رئيس الوزراء الإسرائيلي بنيامين نتنياهو، الذي قال في بيان صدر عن مكتبه، “أرحّب بوضع منظمة حزب الله الإرهابية خارج القانون”، متابعاً “ألمانيا تنضمّ في هذا القرار إلى دول مثل الولايات المتحدة وبريطانيا وكندا وأستراليا ودول في أميركا اللاتينية التي اتّخذت سابقاً هذه الخطوة”. كذلك أبدى وزير خارجية إسرائيل يسرائيل كاتس “امتنانه العميق لحكومة ألمانيا”.
رد الفعل الإسرائيلي ترافق مع إعلان وزير الخارجية الألماني هايكو ماس أن “من بين الأسباب التي جعلت سلطات بلاده تتّخذ هذا القرار هو نفي حزب الله حق إسرائيل في الوجود”.
في هذا الإطار، يشير السفير جواد الهنداوي (سفير عراقي سابق ورئيس المركز العربي الأوروبي للسياسات وتعزيز القدرات في بروكسل) إلى أن “مَنْ أصدر القرار وصّرحَ به وسّبَبّه، هي الحكومة الألمانية بطبيعة الحال، ولكن مَنْ سوّى القرار ورتّب إجراءات تنفيذه هو اللّوبي الصهيوني، ولا أظن أنّ للإدارة الأميركية او للرئيس دونالد ترمب، والذين ينتظرون القرار منذ مدّة، دوراً مباشراً، الآن، في استصدار القرار”.
حزب يحظى بـ”رصيد شعبي”
لبنان اليوم، أقرب بكثير إلى “زعزعة الاستقرار فيه” من أي وقت مضى لأسباب كثيرة، بدأت بانهيار اقتصادي وارتفاع مخيف لسعر الدولار الأميركي، وحجز المصارف اللبنانية أموال المودعين بسبب عدم توافر السيولة والدولار، ناهيك عن جائحة كورونا التي أقفلت البلاد وعطّلت المصالح والأعمال، وحجزت الجميع في المنازل، وتسببت هي الأخرى في إقفال مؤسسات كبيرة عدّة في البلاد وصرف عمالها، كان آخرها شركة “كوكا كولا”. ومن هنا تتساءل الأوساط السياسية والإعلامية اللبنانية عبر عددٍ كبيرٍ من التحليلات التي انتشرت على مواقع التواصل الاجتماعي، عن توقيت القرار الألماني في وقت تحتاج البلاد إلى دعم عالمي، وأوروبي بشكل خاص، للخروج من محنتها بسلام وعدم زعزعة استقرارها الأمني والسياسي؟
لم يصدر أي تعليق رسمي لـ”حزب الله” في لبنان حول القرار الألماني، والتزمت قياداته الصمت. لكن المتحدث باسم الخارجية الإيرانية عباس موسوي دان “بشدّة” القرار الألماني بحق “حزب الله”، قائلاً “يبدو أن بعض الدول في أوروبا يتّخذ مواقفه من دون الأخذ في الاعتبار حقائق منطقة غرب آسيا وإنما فقط أهداف الماكینة الدعائية للكيان الصهيوني والنظام الأميركي المتخبّط”.
وأضاف “قرار الحكومة الألمانية اتُّخذ تماماً من دون مراعاة أو احترام لبنان حكومة وشعباً، لأن حزب الله جهة رسمية ومشرّعة من الحكومة والبرلمان اللبنانيَّيْن، وكان على الدوام حزباً سياسياً مؤثراً في دعم الاستقرار السياسي في هذا البلد ويحظى برصيد شعبي واسع في لبنان والمنطقة”.
وتابع “القرار غير الحكيم يطال قوة لها مكانة أساسية في مكافحة إرهاب داعش، وبناء عليه تتحمّل الحكومة الألمانية مسؤولیة التداعيات السلبية لقرارها على مكافحة الجماعات الإرهابية الحقيقية”.
“توقيت مريب”
كذلك دانت الأمانة العامة للمؤتمر العام للأحزاب العربية في بيان هذا القرار، معتبرةً أنه “صدر في توقيت مريب، ويحمل في طياته تساؤلات كثيرة، لجهة استهداف لبنان ككل، خصوصاً أن حزب الله مكون أساسي من الشعب اللبناني، ويعبّر عن تطلعات اللبنانيين وثقتهم من خلال وجوده في البرلمان والحكومة”.
ورأت أن “برلين حالها كحال دول عدّة، ترضخ للتبعية والإملاءات الأميركية – الصهيونية، وهذا يجعل من ألمانيا فاقدة لقرارها المستقل، ما من شأنه تقويض دورها عالمياً، وحتى داخل منظمة الأمم المتحدة، وهي الدولة التي رعت عمليات إطلاق سراح أسرى، بالتعاون مع حزب الله، لتنهي الحكومة الألمانية بإصدارها القرار، الدور الذي كانت تلعبه كوسيط محايد”.
وذهبت صحيفة “البناء” اللبنانية الناطقة باسم الحزب السوري القومي الاجتماعي، وهو (الحزب) حليف “حزب الله” في السياسة وفي البرلمان وتحت عنوان “ماذا تريد ألمانيا من حزب الله؟”، إلى الاستغراب من موقفها، إذ “كانت برلين تشكّل دائماً تميّزاً في المشهد الأوروبي، فهي بَنَت علاقتها بإيران وحزب الله على يقين بأن التصعيد الأميركي التفاوضي لا يجب أن يسمح بتحويلها إلى جزء من هذا التصعيد، ويحرص الألمان على أن لا يكونوا مجرد أوراق تفاوض”. وأضافت الصحيفة “الخطوة الألمانية تجاه حزب الله بتصنيفه على لوائح الإرهاب مستغربة في توقيتها، إذ إنّ العالم منشغل بتداعيات أزمة كورونا ومن ضمنه ألمانيا التي تعاني من تفشّي الوباء، وفي زمن ينصرف حزب الله صوب اهتمامات ليس من بينها جلب عداوات مع أطراف خارجية، وأوروبية خصوصاً. القرار الألماني المترافق مع حمى التسابق على رئاسة الحزب الديمقراطي المسيحي الذي يقود الحكم في ألمانيا، جاء كما يؤكد الخبراء بالشؤون الألمانية، في سياق تقديم وزير الداخلية الألماني هورست زيهوفر أوراق اعتماده لدى الأميركيين كمرشح لخلافة أنغيلا ميركل وسعياً لدعمهم”.
علاقات ألمانيا مع لبنان
ويرى المراقبون أنه من شأن حظر “حزب الله” أن يؤثر في علاقات ألمانيا مع لبنان، “لأن الجماعة ممثلة من خلال جناحها السياسي في البرلمان منذ عام 1992. وهي تتمتع مع حلفائها حالياً بالغالبية البرلمانية. كما أن هذا الحظر قد يفقد برلين دورها كوسيط بين الأطراف المختلفة في المنطقة”.
وينفي المحلل السياسي العراقي جواد هنداوي أن يكون للقرار “ضرر مادي أو معنوي على حزب الله، ولكنه خطأ استراتيجي، وكشفَ عن انصياع ألماني، ليس للضغوط الأميركية، وإنّما للدوائر الصهيونية”.
ثمة ترجيحات لبنانية عن خلفيات أخرى للقرار، تأتي في سياق الحصار الاقتصادي والمالي الأميركي على إيران وحلفائها في المنطقة. وسبقت هذا التحرك البرلماني تقارير إعلامية ألمانية صدرت تباعاً منذ مايو (أيار) 2019، تحدثت عن استغلال الحزب ألمانيا لجمع الأموال لتمويل عملياته العسكرية في سوريا. وذكرت صحيفة “تاغس شبيغل” الألمانية أن المراكز الثقافية والمساجد التابعة لـ”حزب الله” في البلاد تقوم بالدعاية والتجنيد وجمع التبرعات لصالحه.
أما موقع “قناة العالم – أوروبا” (الإيرانية)، فقد رجّح أن تأتي كل هذه المستجدات “لتؤكّد أمراً واحداً وهو نجاح سياسة واشنطن بالضغط على برلين، حيث تأتي تلك المداهمات استباقاً لتظاهرات (يوم القدس العالمي) في آخر جمعة من شهر رمضان المبارك، التي تشهد خروج عشرات الآلاف من المؤيدين للقضية الفلسطينية والمناهضين لسياسة الاحتلال الإسرائيلي”. ومعنى ذلك أنه بات ممنوعاً أن يرفرف علم “حزب الله” مجدداً في أمكنة ألمانيا وشارعها.
