الساعة تشير إلى الثانية بعد منتصف الليلة، لكن خليل لم يرقْ له النوم، بسبب انشغال تفكيره في طريقة تسديده الديون المتراكمة عليه، وفي تلك اللحظات، دقّ هاتفه كثيراً، وفي المرة الرابعة ردّ خليل على المتصل، وكان صوت فتاة “مرحباً… كيفك يا خليل، مشتقالك جداً، وين من فترة ما حكينا، بعرف عليك ديون ولا تستطيع تسديدها، أنا راح أساعدك” هكذا بدأت حالة اختراق خليل.
لكنّه كان يعي بأنّ المتصلة ضابط في جهاز الأمن العام الإسرائيلي “شاباك”، ولم ينتظر للحظة واحدة، فتواصل مع جهاز الأمن الداخلي التابع لوزارة الداخلية في الحكومة الموازية (في غزة)، وهو المختص في متابعة هذا الموضوع ومعالجة مَن يتعرض لما يطلق عليه اسم “الإسقاط”.
لم تكن فكرة إسقاط الفلسطينيين في العمالة حديثة على أجهزة الاستخبارات الإسرائيلية، بل بدأت قبل احتلال إسرائيل فلسطين عام 1948، ولكنها انتشرت بين سكان قطاع غزّة بعد خطة فك الارتباط الأحادية الإسرائيلية مع غزّة عام 2005، وأخذت منحى تصاعدياً بعد العدوان الإسرائيلي الأوّل على القطاع عام 2008، ووصلت ذروة محاولات الإسقاط في أواخر العام 2014، وفقاً للخبراء الأمنيين.
أشكال “الإسقاط” لسكان قطاع غزّة عديدة، وعندما تنجح الأجهزة الإسرائيلية في محاولاتها، فإنّها تُطلق مصطلح “متعاون” على هذه الشخصية، فيما يطلق عامة الناس عليه لقب “عميل أو جاسوس”، ولكن وفقاً للدراسات الأمنية والقانونية، فإنّ التسمية الصحيحة هي “متخابر”.
وعلى أيّ حال، فإنّ “اندبندنت عربية” ستستخدم مصطلح “متخابر”، وفقاً لقواعد الأمن والقانون. وتأخذ هذه المحاولات أشكالاً عديدة، في العادة يخصّص الجيش فريقاً متخصّصاً من الاستخبارات للإيقاع بالأشخاص واستغلال معلوماتهم.
بحسب الخبراء الأمنيين، المحاولات الإسرائيلية عديدة تبدأ باستغلال الأمور الحياتية، ولا تنتهي مع الاختراق من خلال الإنترنت، وخصوصاً عبر منصات التواصل الاجتماعي نظراً إلى الانتشار الكبير لتلك المواقع بين الفلسطينيين.
الهندسة الاجتماعية
يقول الخبير في المجال الأمني محمد أبو هربيد إنّ “الاختراق الإسرائيلي على منصات التواصل الاجتماعي يأخذ ثلاثة أشكال، الشكل الأول نشر الرسالة الإسرائيلية التي تظهر التعايش السلمي، والحرص على المصالح الفلسطينية، والهدف من ذلك إزالة الحواجز التي تحول بين علاقة الفلسطيني والإسرائيلي، تمهيداً لاستهدافه بالتجنيد.
وتسمى هذه الحالة “الهندسة الاجتماعية” المعروفة بأنّها فن اختراق العقول، من خلال المحتوى الذي يقوم نشره الإسرائيلي بأنّه متعاطف مع المواطن الفلسطيني، وقادر على مساعدته في فرص العمل والعلاج والتسهيلات، ويعد ذلك وفقاً لأبو هربيد “استهدافاً جمعياً”، وهناك منصات إسرائيلية لهذا النوع من الاختراق مثل صفحة “المنسق”، و”الخارجية الإسرائيلية”.
ووفقًا لأبو هربيد، “الشكل الثاني يأتي عبر الإنترنت من الحسابات العالمية التابعة لضباط الشاباك. إذ يطلبون صراحة من سكان القطاع “العمل” معهم. فيما الشكل الثالث يكون عبر حسابات وهمية سواءً كانت لأشخاص (ضباط وجنود من بينهم فتيات) أو جمعيات ومؤسسات خيرية تعمل على تقديم مساعدات”.
وعادة ما تأخذ الحسابات الوهمية الانتشار الأكثر، وخصوصاً تلك التي تتبع لفتيات يطلبن الحب والغرام من بعض شباب القطاع، على اعتبار أنّها أقصر الطرق للوصول إلى الموافقة على “التخابر” بعد تورطهم معهنّ، وتهديدهم بفضحهم في مجتمعاتهم.
التجنيد من بعد
وأمّا الطرق العادية لإسقاط شباب غزّة، فتأتي من طريق استغلال الأمور المعيشية، ويذكر أبو هربيد “استخدام الاتصال عبر الهواتف، من باب استقاء المعلومات تحت ستار الجمعيات الخيرية أو مؤسسات تقوم بتعبئة استبيانات، أو من خلال فتيات تعرضنَ إقامة علاقة جنسية مع الشاب المستهدف، أو اتصالات تهدف إلى إرعاب الناس خصوصاً في حالة الصراع”.
بعد الانسحاب الإسرائيلي من غزّة عام 2005، غيّر “الشاباك” خطته، واتّبع طريقة التجنيد من بعد، الذي يؤدي إلى تحويل بعض الضحايا إلى “متخابرين” من دون الاحتكاك بهم على أرض الواقع.
ومن بين البؤر الأخرى التي تستغلها إسرائيل هي بيئة الصيادين، من خلال الابتزاز في الصيد، (إذا أردت ذلك عليك تقديم معلومات)، ويرى أبو هربيد أنّ “كلّ الاخترقات التي تقوم بها البحرية الإسرائيلية في عرض البحر، تكون بالتنسيق مع الشاباك”.
كذلك تستغل إسرائيل المعابر مع غزّة، تحت ستارة تقاسم الحاجة، يضرب أبو هربيد مثلاً: “إذا أردت أنّ تتعالج عليك تقديم معلومة، إذا أردت السفر للدراسة عليك الإدلاء بالمعلومات، بمعنى آخر قضاء حاجتك مرتبطة بتخابرك”. وبات معبر بيت حانون (إيرز)، محطة مهمة للتجنيد، وإلى جانب ذلك فإنّ إسرائيل تستهدف أيضاً المزارعين بالقرب من السياج الحدودي، وصيّادي العصافير، وكلّ ذلك يعد انتهاكاً للقوانين الدولية”.
في محاولة لإنقاذ الشباب من التورط، فإنّ مجموعة خبراء أطلقوا حملات توعية مجتمعية، من بينها حملة “احسبها صح”، وكذلك فتحت وزارة الداخلية في غزّة باب التوبة “للمتخابرين” مرتين، وخلصت النتائج من التائبين إلى أنّ الجيش الإسرائيلي يدفع “للمتخابرين” ما حصيلته الدولار الواحد في اليوم!
لكن ووفقاً لحديث أبو هربيد، فإنّ إسرائيل “تنفق الكثير من الأموال على الأدوات التقنية التي تساعد في عملية جمع المعلومات، مثل الهواتف المحمولة والكاميرات، وعادة لا تكون هذه الأدوات ملكها ولا يمكن للمتخابر أن يحتفظ بها”.
إعدام بغياب التوقيع
وبطبيعة الحال، فإنّه يُمنع على الفصائل أو غيرها من التحقيق مع “المتخابر”، وتتولى الأمر وزارة الداخلية، وتعمل وفقاً لقانون العقوبات الثوري لعام 1979 الذي شرّعته منظمة التحرير الفلسطينية، ولكن لم يتمّ إقراره من المجلس التشريعي، وعلى الرغم من ذلك يستند إليه القضاء العسكري في محاكمة المتورّطين في التخابر مع إسرائيل.
لكن مخرجات هذا القضاء التي لها علاقة بالإعدام، تتطلب توقيعاً من رئيس السلطة الفلسطينية، وفقاً للقانون الأساسي الفلسطيني المعدل لعام 2003، ولا يجوز تنفيذ أيّ حكم إعدام إلا بعد توقيع الرئيس.
ومن بين التناقضات أنّ المحكمة العسكرية في غزّة اتخذت أكثر من مرّة حكماً بالإعدام، من دون توقيع الرئيس الفلسطيني محمود عبّاس الذي لم يوافق على هذه الأحكام منذ العام 2005. في وقت تمّ تنفيذ هذه الأحكام بعد توقيع النائب الأول لرئيس المجلس التشريعي أحمد بحر، على اعتبار أنّ ولاية عبّاس انتهت وفقاً للقانون، وأنّ ولاية بحر تتجدّد حتى إجراء الانتخابات التشريعية، وفقاً لرأي الأمين العام للمجلس التشريعي في غزّة نافذ المدهون.
