من أجل “وجود صوت عربي فاعل في الكنيست للقضاء على التهميش وعدم المساواة”

على الرغم من أصولهما الفلسطينية المشتركة، إلا أن لكل من الزوجين عبلة وجمال دار حمدان جنسية مختلفة عن الآخر، فبينما تحمل عبلة الجنسية الإسرائيلية، يحتفظ جمال بالفلسطينية.
ولجأت عائلة عبلة إلى بلدة الطيبة في المثلث وسط إسرائيل إثر تهجير أهلها من حي المغاربة في القدس الشرقية عام 1967، قبل أن تحصل على الجنسية الإسرائيلية الكاملة عقب ذلك.
وحصل جمال المولود في بلدة بيت سيرة غرب رام الله على تصريح إقامة في إسرائيل بعد زواجه من عبلة، لكنه لم يمنح الجنسية الإسرائيلية إثر وقف تل أبيب “لمّ الشمل” منذ عام 2000.
وعلى الرغم من عمله في تل أبيب وإقامته مع زوجته في الطيبة، لكنه ممنوع من قيادة السيارة وامتلاك العقارات، ومحروم من التأمين الصحي والضمان الاجتماعي والمشاركة في الانتخابات الإسرائيلية.
ولأربع مرات، شاركت عبلة دار حمدان في انتخابات الكنيست الإسرائيلي خلال أقل من عامين، في حين لم يتمكّن زوجها جمال من المشاركة ولو لمرة واحدة في الأراضي الفلسطينية.
وبينما ينتظم إجراء الانتخابات في إسرائيل، وتحرص عبلة على المشاركة فيها “لتفعيل الصوت الفلسطيني”، بقيت العملية الديمقراطية في الأراضي الفلسطينية غائبة منذ نحو خمسة عشر عاماً.
وبدأ الفلسطينيون في إسرائيل المشاركة في الانتخابات تصويتاً وترشحياً مع تشكيل أول كنيست قبل عام 1950 وذلك ضمن الأحزاب الصهيونية والحزب الشيوعي، قبل أن يشرعوا في ثمانينيات القرن الماضي بتأسيس أحزاب سياسية تخوض الانتخابات، ويحصلوا على 15 مقعداً في انتخابات 2020 عبر القائمة المشتركة.
ويعتبر هؤلاء الفلسطينيون مشاركتهم في الانتخابات الإسرائيلية “جزءًا من مواطنتهم وضماناً لبقائهم في أراضيهم ومن أجل تحسين ظروف حياتهم وتعزيز حقوقهم المدنية والسياسية”، بحسب الباحث في المركز الفلسطيني للدراسات الإسرائيلية أنطوان شلحت، الذي أضاف أن الكنيست “أصبح ساحة للنضال المدني والقومي الفلسطيني لتحقيق المساواة مع اليهود”.
وعن دوافع مشاركتها في الانتخابات الإسرائيلية، تقول عبلة إنها تتركز على ضرورة “وجود صوت عربي فلسطيني فاعل في الكنيست للقضاء على التهميش وعدم المساواة وانتشار الجريمة وهدم المنازل في ظل منع تل أبيب التمدد العمراني للبلدات العربية في إسرائيل”.
“على الأقل نستطيع التعبير عن آرائنا بحرّية” تقول عبلة، مضيفة أن تلك الحرية غير موجودة في الأراضي الفلسطينية على الرغم من تأكيدها “وجود عنصرية يهودية تجاه الفلسطينيين وحقوقهم”.
لكن زوجها جمال يعارضها في ذلك، ويرفض المشاركة في الانتخابات التشريعية والرئاسية الفلسطينية المقبلة، إذ يعتبر أن “لا وجود للديمقراطية والسيادة في دولة تحت الاحتلال الإسرائيلي”.
ويشكو جمال من المتاعب التي يتكبّدها بسبب حرمانه من حقوقه في إسرائيل، معرباً عن أمله في الحصول على جنسية إسرائيلية عبر زوجته كي يحظى بالتأمين الصحي والضمان الاجتماعي.
ويرفض جمال المشاركة في الانتخابات الإسرائيلية بسبب عدم جدوى ذلك في استراداد الفلسطينيين لحقوقهم المدنية والسياسية.
ويبلغ عدد أصحاب حق الاقتراع من الفلسطينيين في إسرائيل نحو 997 ألف شخص (نحو 17 في المئة) من أصحاب حق التصويت.
