عرب وعالمعربي ضابط مخلوع يكشف خفايا التغييرات الأمنية والسيطرة الروسية على سوريا by admin 13 أغسطس، 2019 written by admin 13 أغسطس، 2019 96 الوسيلة – متابعات/ أجرى موقع “مستقلة” الإلكتروني حواراً مطولاً مع أحد الضباط الذين تم إبعادهم مؤخراً من أمن الدولة التابع لنظام الأسد، وتمحور الحوار حول خفايا التغييرات الأمنية الكبيرة في سوريا ودور روسيا فيها, وعلاقة ضباط الأسد بها. وقال الضابط المخلوع بحسب ما رصد موقع الوسيلة إنه لا زال يعيش في سوريا وتحديداً ما بين حمص ودمشق, فهو لا يستطيع المغادرة كون المخارج للأشخاص الذين عملوا في الأمن سابقاً أصبحت شديدة الضيق. وعن السبب وراء التغييرات في بنية النظام الأمنية, أوضح الضابط الذي ترك العمل في الجهاز الأمني في هذه الفترة رافضاً تحديدها بدقة: “هذه ليست تغيرات في البنية الأمنية للنظام بل هذه تغيرات في بنية النظام الإيراني في دمشق، كما بات معروفاً لقد عمل الإيرانيون منذ وصولهم على تثبيت أقدامهم، وعقد شراكات وصداقات مع عدد كبير من الضباط في السلكين العسكري والأمني، وتبادلوا الكثير من الهدايا والمكاسب، وأصبحت البلد مستحلة من قبلهم، وإن كثيراً من الضباط كانوا سعداء بدخول الروس على الخط، لتحقيق نوع من التوازن، وقد لعب بعض من هؤلاء الضباط على هذا التوازن مثل جميل حسن بالذات، إلاّ أن اللعب على الحبلين، كان يقوم به بشكل أساسي الضباط الأصغر رتبة، كرتبتي السابقة، بعض هؤلاء الضباط قاموا بذلك بمعرفة مباشرة من مرؤوسيهم، والبعض الآخر بالخفاء”. وأضاف الضابط الذي لم يكشف عن اسمه: التواجد المخابراتي الروسي في سوريا لم يتوقف للحظة حتى في أصعب اللحظات التي أعقبت انهيار السوفيات، وهذا أمر عرفته مؤخراً، فلم أكن في السلك الأمني خلال بداية التسعينات من القرن الماضي، إلاّ أن السرعة التي وجد فيها الروس من يعمل معهم بعد 2011 أظهرت ذلك بوضوح، بالإضافة للمعلومات التي وصلتني عندما بدأت بالتعامل معهم خاصة خلال الأعوام الماضية. وتابع: “علم الروس منذ البداية أن عليهم أن يقوموا بحملة تنظيف في الأجهزة الأمنية، ولقد علم الإيرانيون ذلك أيضاً، إلاّ أن الطرفين كانا يودان أن يستشعرا مدى تغلغل الآخر في الدولة السورية، ظهر أن الروس كانوا أقوى بمراحل من الإيرانيين، المشكلة وقعت أن بعضاً من الضباط السوريين ظنوا أنهم أذكى من الروس والإيرانيين، وأرادوا اللعب على الحبلين، هنا كانت الطامة الكبرى، فالروس يحبون الإخلاص حتى وإن كان الوضع في سوريا شديد التعقيد، يحبون الولاء المطلق، ومن هنا جاءت هذه التغيرات، فالروس لا يريدون ضباطاً حتى إن كان ولاؤهم للرئيس الأسد”. وحول علاقته بروسيا وإيران ولقائه ضباطاً من الروس, بين الضابط المخلوع أن هذه سذاجة أفلام ومسلسلات، القضية أعقد من ذلك، أكيد في بعض الأحيان تلتقي ببعض الضباط أو العناصر، لكن غالباً تكون العلاقة أو الأوامر الاستخبارية من خلال ممثلين لهم أو مقربين منهم، وتأتي بشكل رسائل مبطنة داخل الحديث، فأنا من رتبة صغيرة. وعبر الضابط المخلوع عن تفاجئه من قرار إبعاده وهو المطيع للروس رغم أنه كان يعتقد أنه بإمكانه التقدم في رتبته. ورفض الإجابة عن سؤال فيما إذا أحيل على التقاعد أم لم يحال أو تقاعد بملء إرادته. وأشار الضابط إلى أن زار قاعدة حميميم لمرة واحدة, مضيفاً: لم أدخل إلى داخل القاعدة. بقيت في قسم خارجي، لكنه أتاح لي أن أرى ما يكفي. وأكد أنه اكتشف من خلال تلك الزيارة السريعة أنه من هناك تدار سوريا. وأضاف: ” لقد سبق وزرت عنجر في لبنان خلال وجودنا هناك، خلال الفترة التي كان فيها رستم غزالة “رحمه الله” قبل أن يخف النفوذ السوري في لبنان؟”. واعتبر أن الوضع حاليا ً في حميميم يشبه كثيراً الوضع في عنجر اليوم. قلت لنفسي وقتها ((الله يلعن الساعة يلي قلبتنا هل قلبة يعني كانوا اللبنانية يجو الضباط السوريين في كل المراحل في لبنان، المشكلة أنه أراد أن يبدأ من حيث انتهى غازي كنعان من موقع القوة، وكان ذلك مستحيلاً… على كل حال، لم تكن تصرفات غزالي هي السبب في خروجنا من لبنان، بل الظرف السياسي الدولي، والمؤامرة التي لعبت على سوريا.. أبو عبده “رستم غزالي” كان ضد التدخل الإيراني وخاصة حزب الله في سوريا، وكان أول من استشعر خطورة الدور الروسي في سوريا”. وعن حقيقة مقتل رستم غزالة وهوية قاتله, أكد الضابط أن غزالة نعم قتل.. والروس هم من قتلوه. عن طريق جميل حسن. واستدرك القول: جميل حسن كان مقرباً من الروس، لكن عقليته كانت متحجرة، ويرى قدسية حقيقية في بيت الأسد، لم يكن براغماتيا. القبضة الروسية على مراكز صنع القرار وفيما يتعلق بالروايات التي تقول إن النظام هو من أبعد جميل حسن، لأنه كان عراب صعود “النمر” سهيل الحسن, رأى أن هذه محض إشاعات، النظام لا يستطيع أن يفعل شيئاً دون الرجوع إلى الروس، لقد رأيت ذلك بأم عيني، كثير من القرارات التي كانت تتخذ يتم التراجع عنها بأوامر روسية. ومن مثل ذلك, وفق الضابط, في إحدى المرات قرار بزيادة القبضة الأمنية على مناطق محددة في دمشق، وبعد بدء العملية بيوم، جاءت الأوامر المباشرة بإيقاف العملية في 20 أو 21 حزيران من العام الماضي على ما أذكر، وعندما سألت عن الأسباب، فهمت أن الروس أمروا بذلك. في أحد المرات كنت أعلم أنا وشخص آخر بالفرع بأمر تسهيل عبور آليات لحزب الله في محيط دمشق رغم أنه ليس من اختصاصي، ليأت الأمر مباشرة من مكتب أبو أيهم “علي مملوك ” بتسكير المنطقة، وعدم السماح لآليات حزب الله بالمرور. وكمثال للتدخل الصارخ للروس في سوريا, يقول الضابط: “أحد أقاربي في الدفاع الجوي، يقول لي بالحرف الواحد، عند تحليق الطائرات الإسرائيلية في سوريا، يمنع منعاً باتاً التصدي لها. وتابع: “كان الوضع السياسي مختلفاً، لكن الآن هناك حالة احتقان في أوساط البيئة الحاضنة للنظام، وعليه الرد إلاّ أن الأوامر الروسية تمنع ذلك تماماً، وأكثر من ذلك فقد تم إنزال عقوبات عسكرية ببعض العساكر الذين أبدو تذمرهم من عدم التصدي للطائرات الإسرائيلية. وعن التصدي للقصف الإسرائيلي, أوضح أنه مؤخراً تم السماح بالتصدي وفقاً للإعلام السوري هذا للإعلام فقط، لن يسمح بإسقاط طائرة إسرائيلية من الورق. وإن حصل فالويل للفاعل. علي مملوك الكل بالكل وعن علي مملوك يتحدث الضابط قائلاً: أبو أيهم من أذكى من عمل في الأمن السوري، وأبرز من استفاد من تناقضات المرحلة، فعلى عكس بقية الضباط والمسؤولين الذين يذهبون بأقدامهم إلى الروس والإيرانيين، فأبو أيهم لم يقم بذلك، عدم ظهور أبو أيهم وعمله بصمت دعا الروس إلى أن يتواصلوا معه. وحول تواصل جيش النظام مع الروس بداية الثورة, أوضح الضابط أن مملوك تواصل معهم منذ البداية، بشكل مؤسساتي، وبهدف واضح وصريح، وبعد أن تمت المهمة، لم يعد يتواصل معهم أبداً. ويصف قوة مملوك في النظام بالقول: لا أريد أن أقول أنه الكل بالكل، إلاّ أنه رجل المهمات الصعبة، وبات “إعلامكم” يحكي كثيراً عنه. وأضاف الضابط: قرأت في إعلام المعارضة عما يسمى بالزيارات المستحيلة فيُحكى عن زيارات قام بها للسعودية، ولقطر ، أنا لا أملك أي معلومات عن هذه الزيارات، إلاّ أني متأكد من زياراته إلى الإمارات العربية على سبيل المثال، ومتأكد من زياراته المتكررة لمصر وبالطبع العراق وإيران، أما علاقته مع النظام الجديد في مصر قوية كتير. وبين الضابط المخلوع أن النظام يملك أقوى قواعد بيانات للجهاديين في المنطقة، وأسراراً كثيرة حول المتطرفين الاسلاميين، والتنظيمات الأخرى بما فيها التنظيمات الكردية والفلسطينيية وحركة التنظيمات الشيعية في المنطقة. وعلى سبيل المثال, ذكر أن هناك بعض المعلومات لا يعلم بها حتى الفلسطينيون الذين كانوا في المخيم ولا حتى الفروع الأمنية، من هذه المعلومات مكان دفن الجندي الاسرائيلي الذي سلمت جثته إلى اسرائيل، فكيف استطاع الروس الوصول إلى هذه الجثة في هذه المقبرة التي إن كنت تعرفها جيداً ستعرف أنه من الصعب أو المستحيل العثور علىها. من جهة أخرى، فمن المعروف أن الأجهزة المخابراتية لا تقطع علاقاتها مع بعض حتى في بعض أزمنة الحروب، تبقى نقاط التقاء كثيرة، وعادة ما يكون الأشخاص الذين يستطيعون التحكم بنقاط الالتقاء هذه يحققون الكثير من المكاسب الأمنية أولاً ثم السياسية، فعمل مملوك استمر مع الأجهزة الأمنية التركية إلى اليوم، فنحن نعرف كل تفاصيل الجماعات الكردية في الشمال، لا تستطيع تخيل حجم المعلومات، والأتراك بحاجة إلى هذه المعلومات، ويقدمها مملوك بذكاء وحنكة. علي مملوك وحول دور علي مملوك في تسلّم حسين الهرموش اعتقد الضابط أن علي مملوك هو من قاد الصفقة شخصياً. وحول سؤال أن النظام السوري كان شريكاً في صناعة الجماعات بشكل عام بما فيها الكردية والجهادية، قال: إذا سقط النظام غداً لن يستطيع أحد أن يجد ورقة واحدة تثبت هذا الأمر، لكن هذا الأمر بات معروفاً لدى الكل. وحول سؤال عن إمكانية تسلم علي مملوك بدلاً عن بشار الأسد, ضحك الضابط, وقال: إذا بقي على قيد الحياة… لا أعلم حقيقة، أبناء الطائفة العلوية من الضباط باتوا يتململون من نفوذ مملوك السني، من جهة أخرى مملوك لا زال يعمل على المستوى الاستخباراتي والسياسي، وهناك حالة من الغضب المتزايدة حوله. سهيل الحسن نكتة أما بالنسبة للعميد سهيل حسن فيرى أنه نكتة يا رجل، نكتة، في دوائرنا الضيقة نقوم بإلقاء النكت عليه، ونتبادل الفيديوهات التي تنتجها المعارضة عنه على وتس آب بدون خوف، لا يمكن أن تقارن بينه وبين علي مملوك أو ماهر الأسد، كل هذه الأحاديث عن سهيل حسن هي للاستغلال السياسي، والعسكري ولمرحلة محدودة، وحقيقة لا أعرف من يقوم بتسويق ذلك أكان الإيرانيون أم الروس. ربما الروس. سهيل الحسن وتوقع الضابط أن تؤدي التغيرات العسكرية والتغيرات الأمنية التي طالت بنية النظام خلال السنتين الأخيرتين، بالجميع إلى التهلكة، لقد رافقت عملية التغيير الأمني التي حصلت في سوريا عقب وفاة حافظ الأسد، وأعرف أن التغييرات لتسلم بشار الأسد لم تحدث بهذا الشكل وبهذا العنف – إن نحن استثنينا خدام وكنعان- إلاّ أن اليوم كل هذه التغيرات التي تحصل في بنية النظام تحدث تحت هدف واحد وهو تثبيت أقدام الروس، من خلال الضباط الذيّن يقدمون الولاء والطاعة لهم، والأمر المحزن هو تسابق الأجهزة الأمنية لتقديم فروض الطاعة والولاء، بما فيهم ماهر الأسد، الأمر الذي أحدث صدامات بين هذه الفروع. الصراع في اللاذقية وعن الصراع في اللاذقية, اعتبر الضابط أن هذه واحدة من الصدامات الكثيرة التي لا يتم الحديث عنها فالأمر أصعب بكثير، الروس يعتمدون سياسة فرق تسد، فما هو المعنى من أن تأتي برجل علي مملوك والمقرب جداً منه في 3 مراكز حساسة في الدولة السورية. وعن كيفية مقاومة النظام للتغلغل الروسي وقبله الإيراني, يرى أن النظام لا يستطيع المقاومة، وتابع: كان هناك محاولة يائسة من قبل ديب زيتون قبل سنوات لإقامة جهاز استخبارات موازي، يكون مرتبطاً بشخص بشار الأسد فقط، لا أعلم تفاصيل الموضوع لكن كما هو معروف أن هذه وظيفة الجوية “المخابرات الجوية”، وقد فكر بشار الأسد بإسناد الإدارة لشخص آخر تفاقم الموضوع وأدى إلى صراع بين قادة الأفرع الأمنية فيما بينها. ولا يخفي سراً خوفه على حياته, لكنه يتأمل خيراً بعد عودة معلمه السابق “حافظ مخلوف” الذي أبعده الروس عن مركز عمله فسافر خارج سوريا لترتيب البيت الأمني في سوريا, كما يقول الضابط. وأكد الضابط العامل تحت أمرة حافظ مخلوف سابقاً أن الروس قاموا بإبعاد مخلوف، لكسر العلاقة التي كانت تربطه مع الإيرانيين، ومن ثم يعود برتبة أعلى وبصلاحيات أكثر. وكشف الضابط أن الروس يعطون معلومات مغلوطة للإعلام بشأن التنقلات والإعفاءات بعيداً عن الأسباب الحقيقية لما يفعلونه. إقرأ أيضاً: بتكليف روسي.. الشرطة العسكرية تُوقف عناصر وضباط حاجز بارز في حلب وختم بالتأكيد أن عملية ومطلع العام الحالي, أجرى نظام الأسد وروسيا تغييرات أمنية كبيرة في سوريا، جزء منها كان بنقل بعض من هؤلاء إلى مراكز اخرى أقل أهمية، وجزء آخر تمت إقالته أو إحالته إلى التقاعد، يتم الحديث اليوم عن المناصب العليا في هذه القيادات بينما يتم إهمال التغيرات في صفوف الضباط أو الضباط ذوو الرتب الدنيا، مع العلم أنه خلال الثورة السورية وما أعقبها لعب هؤلاء الضباط والعناصر الصغيرة دوراً كبيراً في إدارة الصراع
