الرباط- “القدس العربي” / قرر الرئيس الجزائري عبد المجيد تبون إنشاء الوكالة الجزائرية للتعاون الدولي (AACI اختصارا بالفرنسية)، ووضع على رأسها عقيداً عمل في المخابرات، وهو محمد شفيق مصباح.
وقالت صحيفة “آتالايار” الإسبانية إن للمبادرة الرئاسية غرضين، أحدهما “انتزاع السيطرة على السياسة الخارجية من الجيش وخدمات المخابرات”.
والهدف الثاني، وفق الصحيفة الإسبانية، هو “تهيئة الظروف بحيث يصبح ملف الصحراء الغربية والأزمة السياسية الإستراتيجية التي تعاني منها المنطقة المغاربية مرة أخرى من صلاحيات رئاسة الجمهورية”.
وتسببت قضية الصحراء في توتير العلاقات الجزائرية المغربية منذ فتح ملفها عام 1975 وإغلاق الحدود البرية بينهما منذ صيف 1994 حتى الآن.
وأشارت الصحيفة، في تقريرها، إلى أن “إحدى المشاكل التي تواجهها الجزائر، والمرتبطة بسياستها الخارجية، هي بلا شك تلك المتعلقة بالصراع في الصحراء الغربية من ناحيتيه الجيوسياسية والعسكرية”.
وأضافت الصحيفة، في المنطقة العسكرية البحتة، والتي تشمل الدفاع عن الحدود ونشر القوات والتوازنات العسكرية في المنطقة، بشكل رئيسي بين الجزائر والمغرب، لا “يملك الرئيس تبون سلطة التدخل، على الأقل في الوقت الحالي، على الرغم من كونه القائد الأعلى للقوات المسلحة ووزير الدفاع”.
وأشارت إلى أنه وبدلاً من ذلك، حيث يمكنه ويبدو على استعداد للقيام بذلك، فهو في “الجانب السياسي من الصراع”.
وستكون إحدى المهام الرئيسية لهذه المؤسسة الجديدة، وفق المصدر ذاته، هي أن تقدم إلى رئيس الجمهورية الجزائرية “تقريرا سياسيًا وإستراتيجيًا مفصلاً عن الصراع الصحراوي وسيناريوهاته المستقبلية”.
وتقول الصحيفة إن حقيقة وضع ضابط سابق في المخابرات، على رأس “الوكالة الجزائرية للتعاون الدولي”، لها “قراءة مزدوجة”.

حيث ينتمي العقيد شفيق مصباح إلى أعضاء النخبة في المخابرات السرية في عصر بومدين، وهم أشخاص لديهم تدريب جامعي مكثف، وشهادات أكاديمية، وخبراء في لغات متعددة، وخبراء في الاقتصاد، وعلم الاجتماع، وفي العلوم السياسية.
وتم تجنيد هذه النخبة الجديدة من قبل العقيد قاصدي مرباح، الذي بنى على مدى 20 عامًا بعد الاستقلال في عام 1962 الهيكل الأساسي للأجهزة السرية وتولى بعد ذلك مناصب وزارية مختلفة، حتى ترأس الحكومة قبل اغتياله في 1993 في الجزائر من قبل “كوماندوس إسلامي مزيف”.
العقيد شفيق مصباح كان، علاوة على ذلك، شديدا في إداناته المتكررة للنظام الذي حكم الجزائر لمدة عشرين عاما، على أساس التحالف بين عبد العزيز بوتفليقة والجنرال توفيق مديان، الذي خلف مصباح في المخابرات خلال 25 سنة.
