AFP / كشف تقرير لمكتب الأخلاقيات التابع للأمم المتحدة عن سوء إدارة واستغلال سلطة من قبل مسؤولين على أعلى المستويات في وكالة غوث وتشغيل اللاجئين الفلسطينيين (اونروا) التي تواجه أزمة مالية غير مسبوقة بعد قطع التمويل الأميركي.
وينظر محققو الأمم المتحدة حاليا في الاتهامات الواردة في التقرير السري لمكتب الأخلاقيات.
وكانت الإدارة الأميركية قد أعلنت العام 2018 وقف كامل تمويلها لأونروا، بحجم نحو 300 مليون دولار.
وأكدت “أونروا” أنها تتعاون بشكل كامل مع التحقيق الجاري ولا يمكنها إصدار أي تعليق قبل انتهائه.
ويشير تقرير لجنة الأخلاقيات الذي حصلت فرانس برس على نسخة منه إلى انتهاكات خطيرة للأخلاقيات “ذات مصداقية” يطال بعضها المدير العام للوكالة بيار كرانبول.
كذلك يتضمّن التقرير اتّهامات لبعض كبار مسؤولي الوكالة بالتورط في “سلوك جنسي غير لائق ومحاباة، وتمييز وغيرها من ممارسات استغلال السلطة لمنافع شخصية وقمع المخالفين بالرأي تحقيقا لأهداف شخصية”.
وبحسب أونروا، فإن مسؤولا فيها ورد اسمه في التقرير استقال بسبب “سلوك غير لائق” على صلة بالتحقيق، كما استقالت مسؤولة اخرى “لأسباب شخصية”.
واعلنت الوكالة الأممية لفرانس برس إنها “على الأرجح إحدى أكثر الوكالات الأممية الخاضعة للمراقبة بسبب طبيعة النزاع والبيئة المعقدة والمسيسة التي تعمل فيها”.
وأضافت “خلال الأشهر الـ18 الأخيرة، واجهت الوكالة ضغوطا مالية وسياسية لكن فريق عملها تحمّل ذلك وتمكّن من تقديم خدمات إلى 5,4 ملايين لاجئ فلسطيني خلال أزمة مالية كبرى غير مسبوقة في تاريخ الوكالة الذي يناهز 70 عاما”.
وأُرسل تقرير لجنة الأخلاقيات إلى الأمين العام للأمم المتحدة في كانون الأول/ديسمبر، ومذّاك زار محققو المنظمة الدولية مكاتب الوكالة في القدس وعمان لجمع المعلومات المتعلقة بهذه الاتهامات، حسبما ذكرت مصادر مطّلعة.
وقال كرانبول في بيان لفرانس برس “إذا توصّل التحقيق الجاري، متى أنجز، إلى نتائج تقتضي تدابير تصحيحية أو إجراءات إدارية أخرى، فلن نتردد في اتّخاذها”.
من جهته، قال جيسون غرينبلات، مبعوث الرئيس الأميركي دونالد ترامب إلى الشرق الأوسط، في تغريدة على تويتر إنّه “قلق للغاية بشأن التهم الموجّهة ضدّ أونروا”، مطالبا بإجراء “تحقيق كامل وشفّاف من جانب الأمم المتّحدة”.
المحسوبيات
تأسّست “وكالة الأمم المتحدة لغوث وتشغيل اللاجئين الفلسطينيين في الشرق الأوسط” في كانون الأول/ديسمبر 1949 بموجب قرار أصدرته الجمعية العامة للأمم المتحدة في أعقاب الحرب العربية-الإسرائيلية الأولى التي اندلعت غداة إعلان قيام الدولة العبرية.
وبعد ان غادر نحو 760 ألف فلسطيني منازلهم أمام تقدّم القوات اليهودية، أو تم طردهم منها بالقوة، لجأ معظم هؤلاء إلى دول مجاورة.
ومذاك، أصبحت أونروا، في غياب أي جهة أخرى ذات صلاحية، الهيئة الوحيدة التي تقدم الخدمات التعليمية والطبية لملايين اللاجئين الفقراء في لبنان والأردن وسوريا والأراضي الفلسطينية.
وتوظف الوكالة نحو 30 ألف شخص معظمهم من الفلسطينيين.
يندد تقرير لجنة الأخلاقيات بعدد صغير من كبار المسؤولين معظمهم من الأجانب “تتمركز السلطة والنفوذ بايديهم تمكنوا من الالتفاف على ضوابط الأمم المتحدة”.
يقول التقرير إن كرانبول نفسه متورط عاطفيا مع زميلة تم تعيينها في عام 2015 واستحدث لها وظيفة “كبيرة المستشارين” بعد ان طلب “اجراءات سريعة” للغاية لتوظيفها.
وقد سافرت معه في رحلات درجة رجال الأعمال في جميع أنحاء العالم، وفقا للتقرير .
وتراجعت مساعدات الامم المتحدة الى الفلسطينيين بشكل كبير إثر توقف الولايات المتحدة عن مساهمتها في هذه المساعدات.
كما خفضت ادارة الرئيس الاميركي دونالد ترامب عام 2018 بأكثر من 500 مليون دولار مساعداتها الى الفلسطينيين، فضلا عن توقفها عن دعم الوكالة.
وتتهم الادارة الأميركية وإسرائيل اونروا بإدامة النزاع الإسرائيلي الفلسطيني.
لكن الوكالة تعترض على ذلك مؤكدة أن “الخدمات التي تقدمها للفلسطينيين لن تكون متاحة بدونها”.
وبعد بدء الأزمة المالية أنشأ كرانبول وحدة لجمع الأموال خارج الآليات التقليدية ويقول التقرير انه ” لم يجمع سوى مبالغ متواضعة الا ان ذلك مكنه في الوقت نفسه من مواصلة السفر مع شريكته”.
ويتهم التقرير ايضا بشكل منفصل مساعدة كرانبول بالتلاعب وانها خلقت وظيفة لزوجها بأجر مرتفع وذلك خلال الأزمة المالية عام 2018.
ويؤكد التقرير أن :اسلوب ادارتها كان متسلطا، وقد أبعدت اولئك الذين لم يحظوا باعجابها عن صناعة القرارات ،وتجنبت الضوابط والتوازنات”.
واستقالت المرأة من أونروا الخميس الماضي في ما وصفته الوكالة “لاسباب شخصية”.
لم تتمكن فرانس برس من الحصول على تعليق منها.
ويوصف التقرير مسؤولا كبيرا اخر بأنه متسلط على الموظفين ويتصرف وكأنه “رجل عصابات” و”بلطجي”.
وأكدت الوكالة “فصل هذا المسؤول مؤخرا عن الوكالة بسبب سلوكه غير اللائق”.
وللرجل علاقة التحقيق لكن لم يتسن الحصول على تعليق منه.
