بالعقوبات انزبندنت عربية/ مصطفى الأنصاري كاتب وصحافي @mustfaalansari انطلق المتفاعلون مع فيروس “كورونا” منذ الإعلان عن ظهوره وتفشيه نحو طرائق شتى، فبينما اتجه الأطباء إلى المختبرات والسياسيون إلى تدابير السيطرة على الأزمة، حضر في المشهد أيضاً أصحاب المصالح ومن يُسمون “تجار الأزمات”، يروجون بضائعهم ويحاولون توظيف الجائحة في تحقيق أعلى المكاسب على طريقة “تاجر البندقية” في رواية شكسبير الشهيرة. لكن السلطات الأمنية والرقابية في البلدان التي شهدت ظواهر اعتبرت من قبيل “الاحتكار”، تدخلت لفرض هيبة القانون بغية الحد من الأضرار، بعد استغلال رفع الطلب على المعقّمات والكمامات ومواد غذائية في بعض الدول إلى نسب مضاعفة، بينما لجأت دول إلى تحويل خطوط إنتاج مصانع بهدف الاستجابة للسوق، وضمان وفرة المخزون التمويني وضروريات الحياة. وهي الخطوات التي دعا إلى التشديد فيها نظام “الأغذية العالمي” التابع للأمم المتحدة. ولم تتوقف دول عند مجرد التحذير من تجار البندقية الجُدد، إذ تدخلت القوات الأمنية العراقية باعتقال مجموعة من التجار الذين رفعوا أسعار المواد الغذائية في العاصمة بغداد، كما هددت السلطات الفرنسية والإيطالية بمعاقبة شركات تباطأت في الاستجابة لمناشداتها بالتعاطي الإيجابي مع الأزمة، بينما سن المغرب تشريعاً في هذا الخصوص، وتوعدت وزارة التجارة في السعودية والنيابة العامة في البلاد بـ”الضرب بيد من حديد المستثمرين الجشعين، الذين لا يفصحون عن الكميات التي لديهم لهيئة الغذاء والدواء”. وكانت أحداث الرواية تدور في مدينة البندقية الإيطالية، حيث يهيمن التاجر المرابي شيلوك على الاقتصاد فيها، عبر استغلال حاجة الناس، وإقراضهم بفوائد باهظة أرهقت المواطنين فأصبح مكروهاً عندهم قاطبة، وبدلاً عن محاولته تحسين صورته بين سكان المدينة المنكوبة آنذاك بسبب الكساد والغلاء التجاري، والآن أيضاً جراء كورونا، قام بمحاولة الانتقام من منافسه أنطونيو الذي كان على النقيض منه متسامحاً محبوباً من الناس، وهذا ما كاد يتم له، لولا دهاء أحد المحامين الذي قلب الطاولة على شيلوك وأقنع قاضي المدينة باستصدار حكم بمصادرة كل ثروته! فتح المخازن والضرب بيد من حديد وإذا عدنا إلى تجار البندقية الجدد، ففي محاولة من ماجد القصبي الذي يحمل حقيبتي التجارة والإعلام في السعودية لطمأنة الرأي العام في بلاده، قام أخيراً بجولات ميدانية في الأسواق، لتطويق ارتفاع الأسعار والحد من مخاوف المستهلكين عبر تكثيف الحضور الرقابي. وقال إن بلاده لديها “وفرة في المخزون الغذائي بكميات ضخمة جداً، وسنضرب بيد من حديد كل من يستغل الظرف الطارئ”، مؤكداً أن السعودية “تملك المخزون الأكبر في منطقة الشرق الأوسط، بطاقة تخزينية إجمالية تتجاوز 3.3 مليون طن من القمح، لإنتاج جميع أنواع المخبوزات”. وأوضح بيان للوزارة أن جولاتها الرقابية أسفرت نتائجها عن الوقوف على 3723 متجراً كبيراً “هايبر ماركت” في جميع أنحاء البلاد، كما أظهرت وفرة في السلع التموينية والمواد الاستهلاكية واستقرار أسعارها وتوافر مخزون كاف واستمرارية سلال الإمداد للأسواق ومنافذ البيع. ووجهت هيئة الغذاء والدواء السعودية المصانع والموردين بزيادة الطاقة الإنتاجية للمعقمات والكمامات الطبية، وتوفيرها بشكل عاجل في نقاط البيع لتلبية الطلب المتزايد عليها، وذلك عقب الجولات الرقابية المشتركة للهيئة مع الجهات المختصة. لكن الصيدليات لا تزال فيها المعقمات شحيحة، حسب جولة قامت بها “اندبندنت عربية” في الرياض، ويفسر ذلك أحد المسؤولين في نقاط البيع بأن “المنتجين الكبار صاروا يحددون سعراً عالياً للمعقمات، فأصبحنا نرفض بيعها خشية أن يظن المستهلكون أننا المسؤولون عن تلك التسعيرة فنخسر ثقتهم”. لكن مراكز بيع المواد الغذائية ظلت الحركة فيها عادية وكذا الأسعار. عقوبات التحكم في الاسعار وقال الكاتب السعودي خالد السليمان، إن “عبوة معقم 50 ملم تُباع بـ20 ريالاً (5.32 دولار أميركي) وهذا جشع يدل على غياب الرقابة، وتبقى بيانات تحذير التجار من التلاعب بالأسعار حبراً على ورق ما لم ترافقها عين رقيبة ويد حازمة”، مضيفاً “رغم حاجتي الماسة لعبوة المعقم فقد رفضت شراءها، إذ لم تطاوعني ما نفسي أن أخضع للاستغلال”، على حد قوله في حسابه على “تويتر”، الذي حكى فيه أنه أبلغ وزارة التجارة بالمخالفة، فجاء مندوبها إلى الموقع، وجرى التعامل مع الواقعة. من جهتها هددت النيابة العامة المتلاعبين بإخضاعهم للمساءلة والعقوبة، مذكرة بأنه “يُحظر على المنشآت التي تمارس أعمالاً تجارية أو زراعية أو صناعية أو خدمية، استغلال تداعيات وقتية أو أحداث عالمية أو معطيات استثنائية لأجل القيام بمُمارسات مفتعلة توجد انطباعاً غير صحيح ومضلل، وتوحي بعجز غير حقيقي بشأن السلع أو الخدمات بهدف التحكم في الأسعار”. وذكرت النيابة “يُعاقب المخالفون بغرامة تصل إلى 30 في المئة من إجمالي قيمة المبيعات السنوية محل المخالفة أو بما لا يتجاوز عشرة ملايين ريال (2.66 مليون دلوالر أميركي) عند استحالة تقدير المبيعات السنوية، أو الاستعاضة عن ذلك بتوقيع غرامة لا تتجاوز ثلاثة أضعاف المكاسب التي حققها المخالف نتيجة المخالفة”، وفق القوانين التي تطبقها. وفي المسار ذاته، نقلت وسائل إعلام أقطار عربية عدة مثل المغرب ومصر، يقظة السلطات فيها لمحاصرة “تجار البندقية” المعاصرين، والتلويح بإخضاعهم للعقوبات الزجرية، المنصوص عليها في قوانين كل دولة. وقالت “هسبرس” المغربية إن مدناً مغربية شهدت ازدحاماً، وُصف بأنه “غير مفهوم”، من جانب المواطنين على المحال التجارية، وخصوصاً الكبرى منها، مع التسابق على شراء السلع والمنتجات التي يتم استهلاكها يومياً، وهو الأمر الذي دفع العديد من التجار إلى زيادة أثمان بعض المنتجات الغذائية ومواد النظافة التي تستعمل بشكل كبير. وأكدت مصادر الصحيفة أن رجال السلطة وقفوا على العديد من الاختلالات في السوق المغربية، وتقرر اتخاذ الإجراءات القانونية في حق كل من تورط في رفع أسعار المواد الغذائية أو المضاربة بها، كاشفة أنه سيتم إعلام الرأي العام بالمخالفات التي ستسجل في هذا الصدد. تحذيرات أممية من مخاطر غذائية تفاقم الصحية وحذر برنامج الأغذية العالمي التابع للأمم المتحدة من نشوب أزمة غذاء تزيد من تفاقم جائحة الوباء الصحية، ودعا من أجل الحيلولة دون ذلك إلى “مراقبة أسعار الأغذية ومراقبة الأسواق وهو المجال الذي يتمتع فيه البرنامج بخبرة طويلة وتبادل المعلومات حول هذا الشأن بشفافية ستعمل على تعزيز السياسات الحكومية وعدم انتشار الذعر بين الناس”. واعتبر من الأهمية أن يتوافر الدعم للبلدان والشعوب الأشد احتياجاً، ليس عن طريق توفير الرعاية الصحية فحسب، وإنما أيضاً عن طريق المساعدات عبر شبكات الأمان التي تتمتع بالمرونة في الاستجابة للأزمات. وعلى صعيد الطلب، يمكن لنقص القدرة الشرائية بسبب المرض أن يغير من الأنماط الغذائية بين الأفراد، وسينشأ عن ذلك ضعف التغذية الصحية. وحالات الشراء الهستيري للأغذية مثل تلك التي شهدتها بعض البلدان حول العالم في الآونة الأخيرة قد تؤدي إلى تحطيم سلسلة التوريد، وأن تتسبب في ارتفاع الأسعار على الصعيد المحلي، حسب تقدير البرنامج. وبعيداً عن تداعيات انتشار مرض كورونا المستجد على الأمن الغذائي الذي يترتب عليه التباطؤ الاقتصادي، فإن الانتشار الواسع النطاق للمرض في أي بلد أكثر فقراً وأشد معاناة من انعدام الأمن الغذائي قد يؤدي إلى خسائر فادحة
