عرب وعالمعربي الحملة على حاكم مصرف لبنان.. أهداف سياسية بعناوين إصلاحية by admin 28 أبريل، 2020 written by admin 28 أبريل، 2020 154 العين / تحت عناوين إصلاحية شن الفريق القابض على السلطة في بيروت هجوما على حاكم مصرف لبنان رياض سلامة، لكن قوى المعارضة اعتبرته محاولة جديدة لتوسيع نفوذ المولاة بانقلاب داخل النظام المصرفي في البلاد. ويشهد لبنان منذ أيام حملة منظمة ضد حاكم مصرف لبنان رياض سلامة وصلت الى أعلى مستوياتها مع هجوم رئيس الحكومة حسان دياب عليه بشكل مباشر. فيما سرت معلومات عن مباحثات بين الأطراف المسيطرة على الحكومة، وتحديدا حزب الله والتيار الوطني الحر، لإقالته. وكان دياب قد تحدث الجمعة، عن غموض مريب في أداء سلامة، محملا إياه مسؤولية الأزمة المالية وارتفاع سعر صرف الدولار. وطالب بمصارحة اللبنانيين بالحقائق، ما لاقى ردود فعل مستنكرة من المعارضة في لبنان التي رأت في كلام دياب محاولة للانقلاب على النظام المصرفي. “انعزال مصرفي” وفيما يريد حزب الله الذي يعاني من العقوبات الأمريكية المتشددة عليه، السيطرة على القطاع المصرفي، يهدف رئيس التيار الوطني الحر، النائب جبران باسيل إلى قطع الطريق على سلامة، الذي يعتبر أحد منافسيه في معركة رئاسة الجمهورية المقبلة وتعيين حاكم بديل عنه مقرّب منه، بحسب مراقبين وساسة. وكان سلامة قد أكد مرات عدة أن تطبيق القانون الأمريكي المعروف بقانون مكافحة تمويل حزب الله دوليا “أمر ضروري” لتحقيق الاستقرار للمصارف اللبنانية. وشدد على أن عدم تطبيق العقوبات الأمريكية يعني “انعزال النظام المصرفي عن العالم”. وفي هذا الإطار، قال النائب السابق والقيادي في “تيار المستقبل” مصطفى علوش لـ”العين الإخبارية”: “يحاول باسيل إزاحة كل من يمكن أن ينافسه على موقع رئاسة الجمهورية، التي لا تزال هدفه الأول والأخير”. وذكر علوش أن حملة باسيل على سلامة مشابهة للحملة السابقة التي شنّها “الوطني الحر” في بداية الانتفاضة الشعبية على قائد الجيش جوزيف عون الذي يعتبر بدوره مرشحا لموقع الرئاسة. ولفت إلى أن حملة حزب الله على سلامة، لا تخرج عن محاولات الحزب المستمرة للسيطرة على الدولة والقطاع المصرفي الذي كان له الدور الأهم في تنفيذ العقوبات الأمريكية عليه. وتابع أن “الحزب يبحث عن كبش محرقة ليحمله نتائج الأزمة التي وصل إليها لبنان وهي في الحقيقة ليست إلا نتيجة سياسته ومغامراته (حزب الله)”. واستطرد: “وإذا استطاع حزب الله تعيين حاكم يخضع لأوامره وبالتالي يرفض تطبيق العقوبات الدولية المفروضة على حزب الله سيصبح لبنان حينها دولة شبيهة بإيران ويفتقر لأي مقدرات”. ولا يختلف رأي “الحزب التقدمي الاشتراكي” و”حزب القوات اللبنانية”، عن رأي “تيار المستقبل” في خلفية الحملة على سلامة، مع تأكيدهما أن المحاسبة يجب أن تطال الجميع. وكان النائب في “الاشتراكي” بلال عبدالله قد لفت إلى أن هدف الحملة يندرج ضمن غاية باسيل بالوصول إلى رئاسة الجمهورية. وغرد عبدالله عبر حسابه على “تويتر” قائلا: “مكلفة جدا على الشعب، لعبة المحاور، والأخطر إظهار القدرة للآخرين في الخارج على الإمساك بكل مفاصل الدولة مهما كانت نتيجتها على الفقير”. ويكمل: “توقيت الانقلاب على إيقاع الجوع والخوف، دون طرح الحلول المطلوبة، مُريب ويطرح ألف سؤال. تعبيد طريق الرئاسة بالترهيب والوعيد والكيدية قاتل”. الإصلاح المطلوب من جهته، أشار مسؤول الإعلام والتواصل في حزب “القوات اللبنانية” شارل جبور لـ”العين الإخبارية” إلى أن “هناك 3 مستويات يمكن النظر من خلالها إلى الحملة على سلامة”. وأردف: “أولا أن الإصلاح مطلوب إنما بكل قطاعات ومؤسسات الدولة حيث الفساد والهدر، حيث التهرب الضريبي مشرّع، وخاصة من قبل حزب الله”. ورأى أن الإصلاح المزعوم “انتقائي” ويرتبط فقط بمصرف لبنان، وبالتالي لأهداف معينة. وأوضح “فيما يتعلق بأهداف هذه الحملة من قبل باسيل، فهو لا يزال يعمل كما في السابق لاستهداف أي شخص قد يقف أمام طموحه في تولي رئاسة الجمهورية”. ولفت إلى أن “انتفاضة 17 تشرين الشعبية (في إشارة للمظاهرات التي اندلعت في لبنان في 17 أكتوبر/تشرين الأول، وأدت لاستقالة الحكومة) كانت الحد الفاصل لخروجه من السباق الرئاسي وانتهاء مشروعه (باسيل) لخلافة عون لاعتبارات خارجية وسياسة داخلية وشعبية”. وعن أهداف حزب الله، أوضح أنه “ينطلق في حملته لأهداف سياسية والضغط قدر ما يمكن على حاكم مصرف لبنان لتحقيق الشروط التي تناسبه ومنع المزيد من التضييق عليه تطبيقا للعقوبات الأمريكية”. “فعل إيراني” في السياق نفسه، نشر وليد فارس المستشار السياسي في الكونجرس الأمريكي عبر صفحته على فيسبوك أن “هذا التصرف من قبل حكومة حزب الله، و في زمن مواجهة الكورونا، سيعتبر قرارا وفعلا إيرانيا مع كل ما يعنيه ذلك من أبعاد ونتائج”. وأوضح أن استبدال المركزين الدقيقين لا يمكن أن يأتي عن حكومة لا تمثل أكثرية اللبنانيين ولا أغلبية الحراك الشعبي. وأكد أن هنالك إصلاحات كبيرة يجب تنفيذها، وهنالك حملة شاملة ضد فساد عمره 30 عاما لا بد من إطلاقها، لافتا إلى ضرورة ألا يتم ذلك على يد حزب الله أو شركائه. وتابع في منشوره أنه “لا الولايات المتحدة ستقبل بسيطرة حزب الله على المال الوطني وجيش لبنان، ولا الشعب اللبناني سيقبل بذلك”. ويعاني لبنان نقصا في السيولة بالعملات الأجنبية وأزمة اقتصادية بالغة فاقمها منذ مارس/آذار الماضي، الإغلاق جراء انتشار فيروس كورونا. وفي الأشهر الأخيرة تراجعت قيمة الليرة اللبنانية التي تم ربطها بالدولار منذ عام 1997 لتصل إلى 3,800 مقابل الدولار في السوق الموازية. وأثار الوضع الاقتصادي المتردي احتجاجات شعبية اندلعت في أكتوبر/تشرين الأول الماضي، فضلا عن اعتداءات على بنوك في أنحاء البلاد. المزيد عن : لبنان/غرفة
