قابلة للتعزيز أو الخفض وإن محمد بن عبد الوهاب داعية ليس أكثر وحملة “ريتز كارلتون” كانت حرباً خاطفة ضد الفساد اندبندنت عربية \ زياد الفيفي صحافي @ZIAD_online ظفرت مجلة “ذا أتلانتيك” بالحوار المطول الثاني مع الرجل الثاني في السعودية، الأمير محمد بن سلمان. وكما كان الحوار الأول الذي أجرته المجلة في 2018، مطولاً ومليئاً بالتفاصيل وكثير من التعليق الشخصي والآراء على الإجابات، أتى الحوار الثاني الذي أجراه غرايم وود على النسق نفسه، إذ نشرت، اليوم الخميس 3 من مارس (آذار)، الحوار مع ولي العهد السعودي، والذي تطرق للنقاط ذاتها تقريباً مع بعض التحديثات حول المستجدات السياسية. يقول مُجري الحوار إنه التقى الأمير مرتين خلال الأشهر الأخيرة، ما سمح له بزيارات متعددة إلى السعودية، سجل من خلالها انطباعات من خلال جولة أجراها على العاصمة الرياض ومقاهيها ومواقعها العامة ومناسباتها، وجولة أخرى خارجها صوب مدن مختلفة، مثل حائل والطائف، إضافة إلى نيوم التي أجرى فيها الجزء الأول من الحوار. حوار ساعات الفجر الأولى لم تكن الرحلة إلى هناك سهلة على الرغم من أنهم نُقلوا عبر طائرة خاصة، فقد اضطروا للمرور بسلسلة طويلة من الفحوصات الطبية التي أجراها لفريق المجلة فريقٌ من الممرضات التابعات للعيادات الملكية بعد وصولهم في منتصف الليل إلى “مهبط طائرات مهجور”، ثم اضطروا لتسليم أجهزتهم الإلكترونية قبل الانتقال إلى دار ضيافة، قبل أن يدعوهم إلى قصره في الـ01:30 صباحاً، ويستمر الحوار المتأخر لمدة ساعتين تقريباً. أما اللقاء الثاني فقد كان في الرياض، بقصر الأمير، لكنه لم يتغير كثيراً من حيث الظروف، وقيل لهم أن يكونوا مستعدين في الـ10 صباحاً للانتقال إلى الأمير، لكن الحوار، بحسب “ذا أتلانتيك”، لم يبدأ إلا بعد منتصف الليل. بحسب وود، فإن الحوار أجري في مكتب كبير، لكنه لم يكن فخماً كما تخيّله، به منظار قديم مثبت على ثلاث قوائم، وكان مُطلّاً على العاصمة الرياض. ثم أتى ولي العهد، كان الرجل كما رآه المحاور ساحراً ودافئاً، وغير رسمي، وذكياً أيضاً، وكانوا مُحاطين بعدد من المسؤولين الصامتين الذين كانوا يرتدون كمامات طبية على الأرجح كانوا عدداً من وزرائه ورجاله، إلا أن الأقنعة حدت من فرص التعرف عليهم، قدم فيها الأمير إجابات مريحة غير مضطربة، اعتذر لهم عن اضطرارهم للبقاء بالكمامات، ثم بدأ بالحديث، البداية كانت عن جدوله الخاص قبل الانتقال إلى الجانب العملي. ركزت صحيفة “اندبندنت عربية” في ترجمتها على الجوانب المتعلقة بالسياسات والتغييرات، وتجاوزت كثيراً من التفاصيل الشخصية والوصفية والآراء الانطباعية التي أبداها مدير الحوار على الإجابات. العلاقة مع أميركا عن العلاقة بين بلاده وأميركا، قال الأمير محمد بن سلمان، إن مصير البلدين لا يزال مرتبطاً. وأضاف، “نحن لدينا علاقة طويلة وتاريخية مع أميركا، وبالنسبة لنا في السعودية هدفنا هو الحفاظ عليها وتعزيزها. لدينا مصالح سياسية، ومصالح اقتصادية، ومصالح أمنية، ومصالح دفاعية، وتجارية، ولدينا فرصة كبيرة لتعزيز كل هذه المصالح، وأيضاً فرصة كبيرة لخفضها في عدة مجالات، وإذا سألتنا في السعودية، فنحن نريد تعزيزها في جميع المجالات”، مضيفاً، “ليس لأحد الحق في التدخل في شؤوننا الداخلية، فهذا الأمر يخصنا نحن السعوديين، ولا أحد يستطيع فعل شيء حيال ذلك”. وأضاف، “ممارسة الضغوط لم تُجدِ نفعاً على مدى التاريخ، ولن تُجدي. أنا لا أعتقد أننا نحن في السعودية قد وصلنا إلى المعيار الاجتماعي الذي نطمح له، ومع ذلك، نحن نختار التغييرات التي نعتقد أننا كسعوديين نشعر بالثقة فيها، بناءً على ثقافتنا ومعتقداتنا”. ليس لأحد الحق في التدخل في شؤوننا الداخلية، فهذا الأمر يخصنا نحن السعوديين، ولا أحد يستطيع فعل شيء حيال ذلك سأل وود الأمير عن جو بايدن: هل تريد أن يعرف عنك شيئاً قد لا يعرفه الآن؟ فأجاب، “لا، هذا لا يهمني، هذا الأمر يعود إليه، ومتروك له ولتفكيره في مصالح أميركا”. وأضاف، “أنا لست أميركياً، لكنني أعتقد أن أي دولة في العالم لديها مصالح أساسية: اقتصادية، وسياسية، وأمنية، وهذا هو الأساس الرئيس الذي تقوم عليه السياسة الخارجية لأي دولة، كيف يمكنني دفع عجلة اقتصاد دولتي؟ وكيف يمكنني تعزيز أمنها؟ وكيف يمكنني تعزيز علاقاتها الاقتصادية والسياسية، للتأكد من أن دولتي آمنة وتنمو، ولديها مزيد من فرص الاستثمار والتجارة، لذا أعتقد أن هذه هي مصالح أميركا. إن السعودية عضو في مجموعة العشرين، بإمكانك رؤية ترتيبنا قبل 5 سنوات، كنا قريبين من المرتبة 20، أما اليوم فنحن على وشك الوصول إلى المرتبة 17 بين دول المجموعة، ونطمح للوصول إلى مرتبة أعلى من المرتبة 15 بحلول 2030 في عام 2021، والسعودية ليست دولة صغيرة، فهي من ضمن دول مجموعة العشرين، وأسرع البلدان نمواً في العالم، لدينا القدرة على تلبية 12 في المئة من الطلب على البترول في العالم، والسعودية تقع بين ثلاث مضائق بحرية، وتطل على البحر الأحمر والخليج العربي، ويمر من خلالها 27 في المئة تقريباً من التجارة العالمية، وإجمالي الاستثمارات السعودية في أمريكا هو 800 مليار دولار، وفي الصين، حتى هذا الوقت، استثمرنا أقل من 100 مليار دولار، ولكن يبدو أنها تنمو هناك بسرعة كبيرة. مما يدفعنا إلى التساؤل، أين تكمن الإمكانات العالمية؟”. السعودية ليست دولة صغيرة، فهي من ضمن دول مجموعة العشرين، وأسرع البلدان نمواً في العالم، لدينا القدرة على تلبية 12 في المئة من الطلب على البترول في العالم “الريتز كارلتون” حل غير عنيف وبالنسبة للحملة التي شنّها الأمير على الفساد في 2017، باحتجاز عدد كبير من الأمراء ورجال الأعمال في فندق “ريتز كارلتون” بتهم الفساد التي انتهت بالتسوية، افترض المحاور أن ذلك كان شكلاً من أشكال تصفية المنافسين الأقوياء المحتملين على السلطة، فأجاب، “إذا كانت لديهم القوة بالفعل، فما كنت لأتمكن من إجبارهم على دخول فندق الريتز”. وأضاف، “عملية فندق الريتز كانت كانت حرباً خاطفة ضد الفساد، وحققت نجاحاً كبيراً لأنها بدأت من أعلى الهرم، ولم تتوقف، ظن البعض أنها تستهدف الحيتان الكبيرة، لكن حتى أولئك الصغار كانوا قد تم استهدافهم على حد سواء، حتى لو سرقت 100 دولار، فإنك ستُعيدها”. وقال إنه في غضون بضعة أشهر فقط تمت استعادة 100 مليار دولار بشكل مباشر، ربما كانت الحملة غير عادلة بالنسبة للغرباء، لكنها بالنسبة له كانت حلا غير عنيف، ووُجِّهت ضد مصاصي الدماء الذين يتغذون على الميزانية السنوية للسعودية. السياسة الإقليمية وحول إيران، قال “إنهم جيراننا، وسيبقون جيراننا للأبد، ليس بإمكاننا التخلص منهم، وليس بإمكانهم التخلص منا، لذا فإنه من الأفضل أن نحل الأمور، وأن نبحث عن سُبل لنتمكن من التعايش، وقد قمنا خلال أربعة أشهر بمناقشات، وسمعنا العديد من التصريحات من القادة الإيرانيين، والتي كانت محل ترحيب لدينا”، مضيفاً “لكن أعتقد أن أي بلد في العالم لديه قنابل نووية يُعد خطيراً، لذا نحن لا نود أن نرى ذلك، وأيضاً نحن لا نرغب في رؤية اتفاق نووي ضعيف؛ لأنه سيؤدي في النهاية إلى ذات النتيجة”. الإيرانيون جيراننا، وسيبقون جيراننا للأبد، ليس بإمكاننا التخلص منهم، وليس بإمكانهم التخلص منا، لذا فإنه من الأفضل أن نحل الأمور وحول موقف بلاده من الخطوة التي أقدمت عليها دول خليجية في السلام مع إسرائيل “الاتفاق بين دول مجلس التعاون الخليجي هو ألَّا تقوم أي دولة بأي تصرف سياسي، أمني، اقتصادي من شأنه أن يُلحق الضرر بدول مجلس التعاون الخليجي الأخرى، وجميع دول المجلس ملتزمة بذلك، وما عدا ذلك، فإن كل دولة لها الحرية الكاملة في القيام بأي شيء ترغب القيام به حسب ما ترى. إنهم يملكون الحق كاملاً في القيام بأي شيء يرونه مناسباً، أما بالنسبة لنا، فإننا نأمل أن تُحل المشكلة بين الإسرائيليين والفلسطينيين. إننا لا ننظر لإسرائيل كعدو، بل ننظر لهم كحليف محتمل في العديد من المصالح التي يمكن أن نسعى لتحقيقها معاً، لكن يجب أن تحل بعض القضايا قبل الوصول إلى ذلك”. ولي العهد السعودي الأمير محمد بن سلمان وأمير قطر تميم بن حمد في قمة المصالحة في الدوحة (واس) وبخصوص الخلاف مع قطر، قال “نحن عائلة، والخلاف كان مثل شجار بين الأشقاء، مما يعني أنهم حتماً سيتجاوزونها، لدينا نفس الآراء السياسية بنسبة 90 في المئة على ما أعتقد، ونواجه نفس المخاطر الأمنية، ونفس التحديات والفرص الاقتصادية، ولدينا كذلك نفس المجتمع والنسيج الاجتماعي، لذا نحن كلنا كدول مجلس التعاون الخليجي مثل دولة واحدة، وهذا ما دفعنا لتأسيس مجلس التعاون، لأن عملنا معاً سيضمن أمننا، ويضمن نجاح خطتنا الاقتصادية”. الإصلاحات الاقتصادية وحول الإصلاحات الاقتصادية التي انطلقت قبل قرابة 6 سنوات تحت عنوان “رؤية 2030“، أكد أنه بالإمكان رؤية الفرق بين الحاضر وما كانت عليه البلاد قبل 5 سنوات. إن الفرق يبدو وكأنه 20 عاماً، مشيراً إلى “النمو القوي للناتج المحلي الإجمالي غير النفطي، وإحصاءات الاستثمار الأجنبي المباشر، والاستثمار السعودي في الخارج، وحصة التجارة العالمية التي تمر عبر المياه السعودية”. وقال إن النجاح الاقتصادي والإصلاحات الاجتماعية، وغيرها، كلها أنجزت على أكمل وجه، مخاطباً فريق المجلة، “لو قلت لكم هذا الكلام في 2016 ستقولون إنها أمنيات وافتراضات، لكننا فعلناها. يمكنكم رؤيته الآن بعيونكم”، وهو ما أكده المحاور بمقارنة زيارته هذه بزيارته الأولى في 2019. وحول توصيف هذه التغييرات السريعة، قال إن السعودية لا تريد أن تكون مثل دبي أو أميركا، بل نسعى إلى أن نطور نموذجها بناءً على ما لدينا من مقومات اقتصادية وثقافية. العلا إحدى مناطق الجذب السياحي الجديدة أثناء فعاليات رياضية أقيمت فيها (وزارة الرياضة السعودية) وأضاف، “لا نريد أن نقدم مشاريع منسوخة من أماكن أخرى، بل نريد أن نضيف شيئاً جديداً للعالم، فكثير من المشاريع التي تقام في السعودية تُعد فريدة من نوعها، إنها مشاريع ذات طابع سعودي، فإذا أخذنا العُلا على سبيل المثال، فهي موجودة في السعودية فقط، لا يوجد أي نموذج مثلها على هذا الكوكب. وإذا أخذنا أيضاً على سبيل المثال مشروع الدرعية، فهو أكبر مشروع ثقافي في العالم، ويُعد فريداً من نوعه. وإذا أخذنا نيوم على سبيل المثال، وذا لاين، المدينة الرئيسة في نيوم، فهي تمثل مشروعاً فريداً من نوعه تم إنشاؤه وصنعه بواسطة السعودية، ومشروع القدية أيضاً، أكبر مشروع رياضي ترفيهي اجتماعي في العالم. إنها ليست مشاريع منسوخة من نماذج أخرى، أعطني مثالاً على أن أحد المشاريع منسوخة؟ لا يوجد”. السعودية لا تريد أن تكون مثل دبي أو أميركا، بل نسعى إلى أن نطور نموذجها بناءً على ما لدينا من مقومات اقتصادية وثقافية وحول تقييمه لرد الفعل الغربي والأميركي بالتحديد تجاه إصلاحاته الاجتماعية، قال، “نحن لا نقوم بذلك لينسب إلينا الفضل. هذا لا يهمنا، وما نقوم به هو من أجلنا نحن السعوديين، فإذا نظرتم إلى الأمر من منظور صحيح، فشكراً لكم، أما إذا كنتم لا تهتمون كثيراً، فهذا شأنكم”. الملف الديني ورفض الأمير استخدام “الإسلام المعتدل” في وصف التغييرات التي أجراها على الفهم العام للتعاليم الدينية، معتبراً استخدام هذه المفاهيم يُغذّي خطاب الجماعات المتطرفة التي تروج لأن هذه الإصلاحات هي محاولة لتغيير الدين نفسه. وأضاف، “نحن نرجع إلى تعاليم الإسلام الحقيقية، التي عاش بها الرسول والخلفاء الأربعة الراشدون، حيث كانت مجتمعاتهم منفتحة ومُسالمة، وكان عندهم مسيحيون، ويهود، يعيشون في تلك المجتمعات، وأرشدتنا هذه التعاليم أن نحترم جميع الثقافات والديانات، بغضّ النظر عنها. وهذه التعاليم كانت مثالية، ونحن راجعون إلى الجذور، إلى الشيء الحقيقي. إن ما حدث هو أن المتطرفين اختطفوا الدين الإسلامي وحرّفوه، بحسب مصالحهم”. وحول ما إذا كانت هناك جماعات بعينها لعبت هذا الدور، قال، “جماعة الإخوان المسلمين لعبت دوراً كبيراً وضخماً في خلق كل هذا التطرف، وبعضهم يُعد كجسر يُؤدي بك إلى التطرف، وعندما تتحدث إليهم لا يبدون وكأنهم متطرفون، ولكنهم يأخذونك إليه، فعلى سبيل المثال: أسامة بن لادن والظواهري كانا من الإخوان المسلمين، وقائد تنظيم داعش كان من الإخوان المسلمين، ولذلك تُعد جماعة الإخوان المسلمين وسيلة وعنصراً قوياً في صُنع التطرف على مدى العقود الماضية، ولكن الأمر لا يقتصر على جماعة الإخوان المسلمين فحسب، بل خليط من الأمور والأحداث، ليس فقط من العالم الإسلامي، بل حتى من أميركا التي بخوضها حرباً في العراق أعطت للمتطرفين فرصة سانحة، كما أن هناك بعض المتطرفين في السعودية ليسوا من جماعة الإخوان المسلمين قد لعبوا دوراً في ذلك، خصوصاً بعد قيام الثورة في إيران عام 1979، ومحاولة الاستيلاء على المسجد الحرام بمكة المكرمة”. وأوضح أن الشريعة الإسلامية تستند إلى مصدرين، هما القرآن والسنة، مضيفاً أن بعض القواعد المحدودة تأتي من المحتوى التشريعي الواضح في القرآن بنص مباشر، ولا يمكنه تجاوزها أو فعل شيء حيالها، لكن الأحاديث ليس لها قيمة متساوية كمصادر للشريعة، مضيفاً أننا نلزم أنفسنا بعدد صغير جداًعمره 1400 عام، وهو منفتح على التأويل، بالتالي يحق لنا تفسيرها على النحو الذي نراه مناسباً. التاريخ كُتب بمنظور تلاميذ محمد بن عبد الوهاب أما في ما يخصّ الشيخ محمد بن عبد الوهاب وحجم تأثيره في الخطاب الإسلامي في السعودية، فهو في رأي الأمير “داعية كسائر الدعاة، وليس رسولاً. داعيةً فقط، ومن ضمن عديد ممن عملوا في الدولة السعودية الأولى، وكانت المشكلة في الجزيرة العربية، آنذاك، أن الناس الذين كانوا قادرين على القراءة أو الكتابة هم فقط طلاب محمد بن عبد الوهاب، وتمت كتابة التاريخ بمنظورهم، وإساءة استخدام ذلك من متطرفين عديدين، ولكنني واثق لو أن الشيخ محمد بن عبد الوهاب، والشيخ عبد العزيز بن باز، ومشايخ آخرين، موجودون الآن، فسيكونون من أول الناس المحاربين لهذه الجماعات المتطرفة الإرهابية، والحقيقة في الأمر هي أن تنظيم داعش لا يستخدم شخصية دينية سعودية كمثال يتبعه، ولكن عندما تموت هذه الشخصية، يبدأ عناصر (داعش) بعد ذلك باقتطاع كلماتهم من سياقها، دون النظر لظروف الزمان والمكان التي صدرت بها”. كانت المشكلة في الجزيرة العربية، آنذاك، أن الناس الذين كانوا قادرين على القراءة أو الكتابة هم فقط طلاب محمد بن عبد الوهاب، وتمت كتابة التاريخ بمنظورهم وأضاف، “الشيخ محمد بن عبد الوهاب ليس السعودية، فالسعودية لديها المذهب السني والشيعي، وفي المذهب السني توجد أربعة مذاهب، ولدى الشيعة مذاهب مختلفة كذلك، ويتم تمثيلها في عدد من الهيئات الشرعية، ولا يمكن لشخص الترويج لإحدى هذه المذاهب ليجعلها الطريقة الوحيدة لرؤية الدين في السعودية، واليوم نحن نضعها على المسار الصحيح كما قلت من قبل، ونرجع إلى الأساس، إلى الإسلام النقي، للتأكد من أن روح السعودية القائمة على مستوى الإسلام، والثقافة، والقبيلة، والبلدة أو المنطقة، هي تخدم الدولة، وتخدم الشعب، وتخدم المنطقة، وتخدم العالم أجمع، وتقودنا إلى النمو الاقتصادي، وهذا ما حصل في السنوات الخمس الأخيرة”. عقوبة الإعدام وفيما يتعلق بعقوبة الإعدام، قال، “لقد تخلّصنا منها جميعاً، ما عدا فئة واحدة، وهذه الفئة المذكورة في القرآن، ولا يمكننا فعل أي شيء حيالها، حتى لو رغبنا في فعل شيء ما، لأن فيها قولاً صريحاً، فإذا قتل أحد شخصاً آخر، فإن لعائلة المقتول الحق بعد الذهاب للمحكمة في المطالبة بقتله، ما لم يعفوا عنه. أو إذا كان شخص يهدد حياة كثير من الناس، فهذا يعني أنه يجب أن يُعاقب بالإعدام، وهذا نصّ عليه القرآن، بغض النظر عما إذا كنت أحب ذلك أم لا، فليس لديّ القدرة على تغييره”. أما عقوبة الجلد التعزيرية “فقد تم إلغاؤها تماماً، ولم يعد هناك أي عقوبة للجلد، فقد ألغيت بنسبة 100 في المئة، والمشكلة الوحيدة التي نحاول حلها هي التأكد من عدم وجود عقوبة إلا بقانون. هناك عدد قليل من العقوبات ترجع للقاضي، وهذا ما نناقشه، ونسعى لإيقافه في العامين أو الأعوام الثلاثة المقبلة”. لن يستطيع أحد إفشال رؤية 2030 وبالحديث عن مقتل جمال خاشقجي، قال “إن من المؤلم رؤية أي شخص يُقتل دون وجه حق، لذلك، بذلنا قصارى جهدنا لإصلاح النظام، والتأكد من عدم حدوث مثل ذلك مرة أخرى، كما اتخذنا إجراءات مشابهة لما قد تتخذه أي حكومة منصفة، حيث أحلنا أولئك الأشخاص إلى التحقيق، ومن ثم إلى المحكمة، وبعد ذلك قررت المحكمة عقوبات مختلفة عليهم، وهم يواجهون تلك العقوبات، وهذا ما حدث عندما ارتكب الأميركيون أخطاء في العراق أو أفغانستان أو غوانتنامو، فأنتم اتخذتم الخطوات الصحيحة، وكذلك فعلنا نحن”. إلا أن استمرار اللوم على السعودية في هذه الجريمة “آلم السعوديين، فنحن نشعر أننا لم نعامل بالطريقة الصحيحة. أشعر أنا شخصياً أن قوانين حقوق الإنسان لم تطبق عليّ، حيث تنص المادة الحادية عشرة من الإعلان العالمي لحقوق الإنسان على أن كل شخص بريء حتى تثبت إدانته، وأنا لم أنل هذا الحق، لذلك كيف تتحدث معي عن حقوق الإنسان من دون أن تتعامل معي وفقاً له؟ إنه أمر غير منطقي، وشعور مؤلم أنه تم التعامل معنا بهذه الطريقة، ولكن في الوقت ذاته نتفهم تلك المشاعر”. وفسّر ذلك الهجوم الذي يراه غير مبرر بأن هناك عديداً من الناس الذين يريدون أن “يتأكدوا من أن مشروعي، مشروع السعودية اليوم رؤية 2030، يفشل، ولكنهم لن يستطيعوا المساس به، ولن يفشل أبداً، ولا يوجد شخص على هذا الكوكب يمتلك القوة لإفشاله، يمكنك إبطاؤه بنسبة 5 في المئة ربما، هذا أكثر ما يستطيعون فعله، ولكن أكثر من ذلك لا يستطيع أحد فعل شيء، ولا أريد أن أوجه اتهامات لأحد، فهناك مجموعات قليلة يستطيع أي شخص معرفتها جيداً”. هل يمكن أن يتم العفو عن السجناء من غير الإرهابيين؟ سأله عما يُثار عن اعتقالات واسعة تحصل في السعودية، إذا تفهمنا استمرار اعتقال ذوي الخطاب المتشدد فلماذا يستمر اعتقال آخرين كانوا على النقيض؟ أجاب الأمير، “إصدار العفو الملكي ليس من ضمن صلاحياتي، إنه صلاحيات الملك، ولم يستخدمها ملك قط ضد من وجهت إليهم تهم، ولا أظن أن الملك ينوي أن يكون أول من يستخدمها”. وحول ما إذا كان بالإمكان إصدار عفو تجاه من لم يتورطوا في قضايا تطرف بشكل محدد، قال، “المسألة ليست رفضاً للعفو والتسامح، إنها مسألة توازن. نعم، هناك ليبراليون وأصحاب أيديولوجيات مختلفة أخلّوا بشكل من أشكال أمن الدولة، وربما قد يكون بعضهم لائقين للحصول على عفو ملكي، لكن لا يمكن منحه بشكل انتقائي”، مضيفاً، “فلنقل إن لدينا متطرفين في أقصى اليسار، وآخرين في أقصى اليمين، إذا منحت العفو
