وقالت باشليه إن الغارات الأخيرة استهدفت “المرافق الطبية والمدارس وغيرها من البنى التحتية المدنية مثل الأسواق والمخابز”.
وأضافت “هذه الممتلكات مدنية، ويبدو من المستبعد جدا أن تكون قد ضربت عرضا نظرا إلى النمط المستمر لمثل هذه الهجمات” مؤكدة أن “الهجمات المتعمدة ضد المدنيين هي جريمة حرب، كما أن من أمر بتنفيذها أو نفذها مسؤول جنائيا عن أعماله”.
وتشهد محافظة إدلب ومناطق محاذية لها، حيث يعيش نحو ثلاثة ملايين نسمة، تصعيداً في القصف السوري والروسي منذ نهاية نيسان/أبريل، يترافق مع معارك عنيفة تتركز في ريف حماة الشمالي.
وتمسك هيئة تحرير الشام (جبهة النصرة سابقاً) بزمام الأمور إدارياً وعسكرياً في إدلب ومحيطها، حيث تتواجد أيضاً فصائل إسلامية ومقاتلة أقل نفوذاً.
ومنذ نهاية نيسان/أبريل، أدى التصعيد إلى مقتل أكثر من 730 مدنياً جراء القصف السوري والروسي، وفق المرصد السوري لحقوق الإنسان. كما دفع أكثر من 330 ألف شخص الى النزوح من مناطقهم، بحسب الأمم المتحدة.
وأشارت باشليه بقلق إلى أن النزاع في سوريا “لم تعد تلتقطه الرادارات الدولية”.وأضافت “أما اليوم، فتؤدي الغارات الجويّة إلى مقتل وتشويه أعداد هائلة من المدنيين عدة مرات في الأسبوع، ويبدو أن الرد عليها هو بتجاهلها جماعيا”.
ورأت أن “مجلس الأمن أصيب بالشلل بسبب فشل أعضائه الدائمين الخمسة المستمر في الموافقة على استخدام سلطتهم ونفوذهم لوضع حد نهائي للاشتباكات وعمليات القتل”.
وأضافت أن “هذا فشل في القيادة تعيشه أقوى دول العالم، ويؤدي إلى مأساة على نطاق واسع لدرجة أننا لم نعد قادرين على التماهي معها أبدا”.
وشهدت محافظة إدلب ومحيطها هدوءاً نسبياً بعد توقيع اتفاق روسي- تركي في أيلول/سبتمبر 2018، نصّ على اقامة منطقة منزوعة السلاح بين قوات النظام والفصائل، لم يُستكمل تنفيذه. إلا أن قوات النظام صعّدت منذ شباط/فبراير قصفها قبل أن تنضم الطائرات الروسية اليها لاحقاً.
وختمت المفوضة “على أصحاب النفوذ، بمن فيهم من وافق على التخفيف من الأعمال العدائية كحزء من اتفاق وقف التصعيد، أن يستخدموا نفوذهم بشكل عاجل لوقف الحملة العسكرية الحالية وإعادة الأطراف المتحاربة إلى طاولة المفاوضات”.
وحذرت من أن “البديل عنها هو المزيد من الموت الأرعن والدمار الأعمى بسبب حرب لا نهاية لها”.
وتشهد سوريا نزاعاً دامياً تسبّب منذ اندلاعه في 2011 بمقتل أكثر من 370 ألف شخص وأحدث دماراً هائلاً في البنى التحتية وأدى الى نزوح وتشريد أكثر من نصف السكان داخل البلاد وخارجها.
