أكثر من 40% من اللبنانيين يواجهون خطر الفقر بأقلامهمعربي استحالة التفكير بالثورة كأنّ «حزب الله» غير موجود by admin 9 مارس، 2020 written by admin 9 مارس، 2020 220 الشرق الأوسط حازم صاغية – كاتب ومحلل سياسي لبناني وله عدة مؤلفات موجة ثالثة من الثورة. مع هذا لا تزال المشكلة الأمّ هي نفسها: وضع طائفة كبرى، بالقسر والقوّة، خارج الثورة. الاعتصامات التي شهدتها الضاحية الجنوبيّة لبيروت وُصفت بالخجولة والضعيفة، مع أنّ الوضع الاجتماعي لسكّان الضاحية يفترض اعتصامات صريحة وقويّة. نتائج كثيرة تترتّب على ذلك وتندرج في القدرة المتواصلة على خنق الاجتماعي والطبقيّ. حتّى قرار كالقرار الأخير بحقّ المصارف، وكائناً ما كان الرأي فيه، لم يستطع تقديم نفسه كقرار مطلبيّ. لقد أعيد تدويره سياسياً، أي بالمعنى اللبنانيّ، طائفيّاً. القرار ما لبث أن أُلغي. مرّة بعد مرّة نجدّد إذاً استحالة التفكير بالثورة اللبنانيّة كما لو أنّ «حزب الله» تفصيل عارض، أو كأنّه غير موجود. فهو حين ينجح في وضع إحدى كبرى الطوائف خارج الثورة، فهذا يعني نجاحه في إحباط خطّتها، أي تأليف الكتلة العابرة للطوائف التي تطرح نفسها مشروعاً بديلاً للسلطة، أو حتّى، وفي هذه الغضون، طرفاً قويّاً ونقديّاً في السلطة نفسها. ذاك أنّه مع «17 تشرين الأوّل» بدأت عمليّة قضم لأطراف الطوائف، كما ظهر طرح تتعرّف فيه الذات الوطنيّة إلى نفسها من خارج السرديّة الطائفيّة. الثورة لم تطرح «إلغاء» الطائفيّة مما لا يفكّر فيه عاقل، ولا طرحت إلغاء الألوان الطائفيّة الخاصّة بالجماعات لأنّها باقتراح كهذا تعلن ميلاً صَهريّاً واستبدادياً. مطالبها أقلّ جذريّة وأشدّ تواضعاً بكثير. لقد كان واضحاً، مع نشوب الثورة، أنّ الطائفيّة ونظامها مأزومان في الاقتصاد والخدمات وفي إدارة العمليّة السياسيّة وتشكيل أنصبتها. هذا ما سهّل الانفجار في «17 تشرين». إلاّ أنّ «حزب الله» بقي، كطرف طائفي (ودينيّ) غير مأزوم، يتباهى بالصواريخ ويقاتل في إدلب ويتهدّد ويتوعّد، فيما اقتصاده الحزبي ذو مصدر إيراني قليل التأثّر بمجريات الاقتصاد اللبنانيّ. حسن نصر الله صارحنا بهذه الحقيقة منذ الأيّام الأولى للثورة. أهمّ من ذلك أنّ الحزب الطرفُ المسلّح الوحيد في التركيبة الحاكمة. فإذا عجز الجيش، لسبب داخلي أو خارجيّ، عن ممارسة القمع، تقدّم هو لأداء الوظيفة. وهو حزب يخوض حروباً على جبهتين، ولا يمكن ألاّ يفكّر بوضع سياسي واقتصادي في الداخل ملائم لحربيه، أو على الأقلّ متكيّف معهما. في المقابل، من العبث الرهان على انشقاق داخل الحزب تبعاً لمقدّمات اجتماعيّة، أو لتضارب في التمثيل الطبقيّ. احتمالات التعبير عن احتمال كهذا ممنوعة، وتكلّف دماً. هكذا بات ممكناً الحديث عن طائفيّتين، واحدة ناعمة نعّمتها هزائمها، وجعلتها قابلة للمساومة، وإلاّ فللرضوخ، وقابلة أيضاً لانشقاق بعضها عنها، وطائفيّة خشنة ومسلّحة تتباهى بانتصاراتها، أو ما يتراءى لها أنّها انتصارات، وترى أنّ لبنان لا يتّسع لثورتين. إنّها وحدها الثورة. هذا ما بدا واضحاً منذ 2015. حين بدا التجرّؤ على رموز الطائفيّة الناعمة، بمن فيهم ممثّلو العونيين، ممكناً، بينما التجرّؤ نفسه محرّم على رموز الطائفيّة الخشنة. بالنتيجة أُحبط الوعد الثوري بتأليف الكتلة الجديدة العابرة للطوائف، وبات أمره منوطاً بمهمّة تاريخيّة مديدة. لكنْ ما مضمون هذه المهمّة ما دام مرور الزمن ليس حيادياً ولا يعني بذاته الكثير؟ إنّه، فضلاً عن نشر وعي أرفع بوحدة مصالح اللبنانيين، ومداومة التحريض ضدّ إفقارهم والتشهير بمصارفهم، انتظار أن يضعف «حزب الله» والدفع، في الحدود المتاحة، باتّجاه هذه الغاية الجليلة. الأمر ليس «حقداً أعمى» على الحزب. إنّه نابع من تحديد موقعه بوصفه الحامي الأخير لحكم اللصوص (الكليبتوقراطيّة) تبعاً لنجاح تكيّفه معه. صحيح أنّ العقوبات الأميركيّة أطلقت بعض التوتّر بينهما، إلاّ أنّ قنبلة ليليّة واحدة على مصرف مغلق كانت كافية لاستعادة معظم الثقة المتبادلة. الأمور انتظمت بعدذاك وإن بقليل من التشنّج الذي قد يعتري أي علاقة بين حليفين. لنلاحظ مثلاً أنّ الحزب يَحول دون خطط التخدير الاقتصادي التي تتوسّل العلاقات التقليديّة للبنان في إقليمه وفي العالم، ومَن لا يحتمل التخدير هل يحتمل العلاجات الأكثر جذريّة؟ هكذا يُترك رئيس الحكومة البائس حسّان دياب يعلن «عجز الدولة عن حماية مواطنيها». والحال أنّ انتظار ضعف الحزب والدفع في هذا الاتّجاه يُقحمان عنصراً آخر لا يحظى، لدى تحليل الوضع اللبنانيّ، بكبير اهتمام: إنّه توازنات القوى في الخارج. ففي ظلّ قوّة إيران (ونظام بشّار الأسد) يستحيل أن تنجح ثورة في لبنان، بل يستحيل أن تتحقّق إنجازات كبرى في مواجهة حكم اللصوص. قد يظهر شغب متفرّق وعنف طائش ردّاً على الإفقار. قد تتعالى أصوات شجاعة تقدّم المزيد من البراهين على فضائحيّة السلطة. وعلى صعوبة ذلك، قد تقدّم الأخيرة بعض فتات المصارف لمسروقيها. لكنّ هذا شيء والتغيير شيء آخر. حالة العراق قد لا تختلف كثيراً. هنا، لا بأس بأن نستعيد أوروبا الوسطى والشرقيّة قليلاً: في 1953 انتفضت ألمانيا الشرقيّة سابقاً. في 1956 انتفضت هنغاريا. في 1968 انتفضت تشيكوسلوفاكيا السابقة. في 1980 – 1981 انتفضت بولندا. لكنّ الثورات كلّها لم تنتصر ولم
